ISO 22000 certification in Malaysia at a glance
Ministry of Health lists of FSMS, HACCP and GMP certification bodies under Standards Malaysia refers to ISO 22000, yet none of the Malaysian instruments checked makes it compulsory. Buyers in Malaysia ask for it anyway.
Malaysia's Ministry of Health runs its own food safety certification ladder, from MeSTI for small and medium food manufacturers to its HACCP Certification Scheme built on MS 1480 and MS 1514, and it publishes lists of GMP, HACCP and food safety management system certification bodies under Standards Malaysia. ISO 22000 goes further for manufacturers whose export customers and retail buyers want a complete food safety management system rather than a HACCP plan alone. It combines prerequisite programmes, hazard analysis and management-system discipline, and it pairs naturally with halal certification for products sold at home. Certificates are issued by certification bodies; Standards Malaysia has held IAF MLA recognition for food safety management systems since 2017. Food and agro-processing firms in Iskandar Malaysia, and suppliers to government catering, where ministry certification is being piloted as a procurement prerequisite, are typical clients. Sterling supports the system from Kuala Lumpur, including validation, verification and internal audit. Local questions are answered below.
Who needs ISO 22000 in Malaysia, and what happens without it
In Malaysia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food manufacturers supplying export and retail buyersBuyers ask for a full food safety management system beyond a HACCP plan.
- Caterers and food suppliers to governmentMOH certification is being piloted as a prerequisite for government food procurement.
- Food and agro-processing companies in Iskandar MalaysiaA promoted sector serving export markets.
- Halal-certified manufacturersFood safety and halal controls share records, training and supplier evidence.

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.
In Malaysia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How long does ISO 22000 certification take in Malaysia?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Malaysia these are the factors that set the timeline.
- Number of product lines and processes in scope
- State of prerequisite programmes (MS 1514/GMP) and HACCP plans
- Validation and verification evidence
- Integration with halal requirements
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22000 certification cost in Malaysia?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Malaysia these factors move both.
- Number of sites and product categories
- Facility and hygiene upgrades identified in the gap assessment
- Certification body audit fees quoted separately from consulting
- Laboratory testing for verification
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22000 consultants and certification bodies in Malaysia
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Malaysia are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 22000 in Malaysia (3)
| Instrument | How it treats the standard |
|---|---|
| Ministry of Health lists of FSMS, HACCP and GMP certification bodies under Standards Malaysia | Refers to / expects MOH publishes 'Senarai ACB-FSMS di Bawah JSM'. |
| Standards Malaysia (JSM) Accreditation of Certification Bodies scheme — IAF MLA recognition for food safety management systems (since 13 Jul 2017) | Market driver Accredited certification is available through Malaysia's national accreditation body; no mandate. |
| MOH pilot: PKKM certification as a prerequisite for government cooked-food procurement | Expected in practice Certificates accepted not read for this record. |
"Expected in practice" means the instrument asks for the outcomes ISO 22000 covers without naming a standard, and ISO 22000 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Malaysia
Use a certification body accredited for this standard by the Department of Standards Malaysia (Standards Malaysia) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its Malaysian accreditation scope has been verified. Edition and transition details: ISO 22000 hub →
Audit language
English audits are the norm; agree the audit and document language (English or Malay) with the certification body at application.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 22000 in Malaysia: questions clients ask
ISO 22000 or the MOH HACCP scheme?
They are different things. The Ministry of Health's HACCP scheme is based on MS 1480, while ISO 22000 is a management system standard certified by accredited bodies. Which one you pursue should follow what your buyers or the authorities ask for, so check with them before choosing.
Does government catering procurement need certification?
A pilot points that way. The Ministry of Health is piloting PKKM certification as a prerequisite for government procurement of cooked food supply or food preparation services, for responsibility centres in the Federal Territories, Selangor, Negeri Sembilan, Melaka and participating ministries. Check which certificates a particular tender accepts.
Is Standards Malaysia recognised for FSMS accreditation?
Yes. Standards Malaysia's accreditation page lists IAF MLA signatory status for food safety management systems since 2017, so Malaysian-accredited bodies can certify food safety systems. Make sure your chosen body's accreditation scope actually names the standard before you engage it.
