FSSC 22000 certification in Malaysia at a glance
One Malaysian instrument bears on FSSC 22000. It does not name the standard. So why do buyers in Malaysia keep asking for the certificate?
Global retailers and brand owners sourcing from Malaysian food plants often specify a GFSI-recognised certification scheme, and FSSC 22000 is the one many choose. Owned by Foundation FSSC, it combines ISO 22000 with sector prerequisite programmes and additional scheme requirements, and certificates are issued only by certification bodies licensed by the Foundation and accredited for the scheme. That matters for food ingredient, beverage and packaging manufacturers selling to multinational customers, and for food and agro-processing companies in Iskandar Malaysia's promoted sectors. At home, the Ministry of Health's HACCP and MeSTI schemes set the domestic baseline; FSSC 22000 is the step international buyers recognise. Many plants also hold halal certification, and the two systems can share supplier evidence, records and training. Sterling's Kuala Lumpur consultants plan prerequisite programmes, hazard analysis, food defence and food fraud assessments and the additional FSSC requirements, then prepare the team for the certification audit. Typical Malaysian questions follow.
Who needs FSSC 22000 in Malaysia, and what happens without it
In Malaysia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food ingredient, beverage and packaging manufacturers supplying multinational brandsGlobal buyers specify a GFSI-recognised scheme.
- Food and agro-processing companies in Iskandar MalaysiaA promoted sector serving export markets.
- Manufacturers already certified under the MOH HACCP schemeFSSC 22000 adds ISO 22000 and scheme requirements to an existing HACCP base.

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.
In Malaysia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

How long does FSSC 22000 certification take in Malaysia?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Malaysia these are the factors that set the timeline.
- Number of product categories and lines
- State of prerequisite programmes and food defence/food fraud assessments
- Existing HACCP or ISO 22000 certification
- Certification body availability for unannounced audits
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does FSSC 22000 certification cost in Malaysia?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Malaysia these factors move both.
- Number of sites and food chain categories
- Facility upgrades for prerequisite programmes
- Certification body audit fees quoted separately from consulting
- Laboratory testing and environmental monitoring
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
FSSC 22000 consultants and certification bodies in Malaysia
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Malaysia are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

FSSC 22000 in Malaysia: questions clients ask
FSSC 22000 or ISO 22000 for Malaysian exporters?
It depends on who buys from you. FSSC 22000 is recognised by the Global Food Safety Initiative (GFSI) and approved by the International Accreditation Forum, which matters when a customer specifies a GFSI-recognised scheme. If no buyer asks for that recognition, the choice is open; put the question to your largest customers before you decide.
Can FSSC 22000 and halal certification share one system?
They can share a good deal of the groundwork. Supplier evidence and staff training serve both systems. The certificates stay separate, though: halal certification comes from JAKIM, JAIN or MAIN under the Malaysian scheme, while FSSC 22000 is certified by a licensed body, so plan two applications over one set of records.
Who can issue FSSC 22000 certificates?
Only certification bodies that Foundation FSSC has licensed and that are accredited for the scheme can issue FSSC 22000 certificates. Ask any candidate to show both its licence and its accreditation. This page names no body, because none has been verified for Malaysia.
