Halal certification certification in Malaysia at a glance

MS 1500 (Halal Food), Department of Standards Malaysia refers to Halal certification, yet none of the Malaysian instruments checked makes it compulsory. Buyers in Malaysia ask for it anyway.

Which logo will the supermarket buyer accept? For products sold in Malaysia the answer starts with the recognised authority: the Halal Malaysia portal identifies JAKIM, or the relevant state religious department or council (JAIN or MAIN), as the body that grants certification, with applications made through the MYeHALAL system. Requirements are set out in the Manual Prosedur Pensijilan Halal Malaysia (Domestik) 2020, and for food the portal names the Malaysian Standard MS 1500 as the basis JAKIM uses for certification. Food and beverage makers, cosmetics and personal care brands, pharmaceutical and medical device producers, OEM contract manufacturers, logistics providers and food premises all appear among the portal's certification categories. Halal controls have to work alongside food safety controls such as HACCP and good manufacturing practice, so documentation, supplier evidence and training carry real weight. Sterling's Kuala Lumpur team prepares the client's halal team, documents and records; the certificate decision rests with the halal authority alone. The application route and frequent questions follow.

The need

Who needs Halal certification in Malaysia, and what happens without it

In Malaysia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food and beverage manufacturers and food premisesThe Malaysian halal logo is issued by the recognised authority after certification; retail buyers look for it.
  • Cosmetics, personal care, pharmaceutical and medical device producersThese are listed certification categories on the Halal Malaysia portal.
  • OEM contract manufacturers and logistics providersBrand owners require halal integrity through contract manufacturing and logistics; both are certification categories.
  • Food exporters and manufacturers in Iskandar Malaysia's food and agro-processing clusterExport and domestic buyers ask for recognised halal certification.

Halal certification requirements in Malaysia

Strip away the vocabulary and halal certification asks a company to prove six things about how its products meet halal requirements.

Ingredients and materials are halalRaw materials, additives and processing aids come from approved sources, each backed by valid halal documentation.
Processes prevent contaminationProduction, storage and transport keep halal products separate from anything not permissible, with cleaning that removes contamination.
Slaughter meets the rules where relevantWhere animal slaughter is involved, it is carried out according to Islamic requirements by qualified persons.
A halal team oversees complianceA responsible internal team or supervisor, including Muslim personnel where the authority requires, manages halal compliance.
Suppliers are approved and monitoredSuppliers and their halal certificates are checked and kept current, and changes are assessed before use.
The authority's requirements are metThe competent halal authority's standard and procedures are followed, and its audit confirms them before certification is granted.

In Malaysia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: Halal certification explained →

How Sterling gets a Malaysian company certified

How to get Halal certification certified in Malaysia

One team from the Kuala Lumpur office carries the work from scoping to certificate. Kuala Lumpur and the Klang Valley on-site; other states, Sabah, Sarawak and Labuan on-site or remote as the engagement requires.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against Halal certification and the Malaysian requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
    5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
    Included in every engagement
    • End to end, from one team
    • Effivity ISO & GRC software
    • Preferential Sterling Academy access, with complimentary awareness training for your people
    • Internal auditor training for your audit team, as applicable to your standard
    • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

      Time

How long does Halal certification certification take in Malaysia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Malaysia these are the factors that set the timeline.

      • Product and ingredient count and supplier halal evidence
      • Number of premises and product categories applied for
      • Readiness of the client's halal team, training and records
      • Authority scheduling and any corrective action requested

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does Halal certification certification cost in Malaysia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Malaysia these factors move both.

      • Number of products, premises and categories
      • Authority fees set by JAKIM/JAIN/MAIN, separate from consulting
      • Supplier substitution where halal status cannot be evidenced
      • Segregation or cleaning changes on shared lines

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

Halal certification consultants and certification bodies in Malaysia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers Halal certification and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Malaysia are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive Halal certification in Malaysia (3)

          InstrumentHow it treats the standard
Malaysian halal certification — JAKIM (Bahagian Pengurusan Halal) / JAIN / MAIN via MYeHALALScheme rule
'Recognised authority refers to JAKIM, JAIN or MAIN, whichever applies'; Manual Prosedur Pensijilan Halal Malaysia (Domestik) 2020.
MS 1500 (Halal Food), Department of Standards MalaysiaRefers to / expects
The Halal Malaysia portal states the standard 'will be used by JAKIM as the basis for certification' for food (portal text cites the 2009 edition; check the current edition).
Ministry of Health HACCP Certification SchemeExpected in practice
Food safety controls (MS 1480/MS 1514) support the halal system; not a halal requirement.

"Expected in practice" means the instrument asks for the outcomes Halal certification covers without naming a standard, and Halal certification is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Malaysia

Certification by the competent halal authority: JAKIM, or the relevant state Islamic religious department or council (JAIN/MAIN) for the local market, as the Halal Malaysia portal states. JAKIM separately lists recognised foreign halal certification bodies for imported products. Sterling does not certify; the authority decides. Edition and transition details: Halal certification hub →

          Audit language

Procedures and the MYeHALAL system are published by JAKIM, largely in Malay; keep halal records the auditors can read in Malay or English.

          Remote and on-site

Halal audits by the authority include site inspection of premises and processes; readiness work can be on-site or remote.

Halal certification in Malaysia: questions clients ask

Who issues halal certificates in Malaysia — JAKIM or the state?

That depends on where the product is sold. For the local market the recognised authority is JAKIM, or the relevant state Islamic religious department or council (JAIN or MAIN), whichever applies. JAKIM separately lists recognised foreign halal certification bodies for imported products. The authority, not any consultant, decides whether a certificate is granted.

Which products can be halal certified?

The Halal Malaysia portal lists food and beverage products and food premises, consumer goods, pharmaceuticals, cosmetics and personal care, medical devices, OEM manufacturing, logistics and abattoirs among its categories. Check the portal's own category descriptions for your product before you apply.

Which standard is used for halal food?

MS 1500 (Halal Food). The Halal Malaysia portal states that JAKIM uses it as the basis for certification of food. The portal text cites the 2009 edition, so confirm the current edition with JAKIM before quoting any clause or building procedures around it.

          How is the application made?

Use the MYeHALAL system, which handles both domestic and international applicants. Because procedures change, confirm the current application steps, required documents and product categories on the Halal Malaysia portal, or with the authority that applies to you, before you submit anything.
