HACCP certification in Malaysia at a glance

Ministry of Health HACCP Certification Scheme (Skim Pensijilan HACCP) refers to HACCP, yet none of the Malaysian instruments checked makes it compulsory. Buyers in Malaysia ask for it anyway.

HACCP has an official home in Malaysia. The Ministry of Health's Food Safety and Quality Programme launched its HACCP Certification Scheme on 19 April 2001 to give formal recognition to food manufacturers that implement and maintain a HACCP system, built on Malaysian Standard MS 1480 with prerequisite programmes under MS 1514. The ministry lists export advantages for recognised premises, including priority in health certificate applications, and it publishes lists of HACCP certification bodies and auditors under Standards Malaysia. For smaller producers, MeSTI offers an entry route to a food safety assurance programme. Fish and fishery product exporters to the European Union and the United States, contract manufacturers and caterers bidding for government food supply are typical applicants. Sterling prepares the HACCP team, hazard analysis, critical limits, monitoring and verification records from its Kuala Lumpur office, and links the work to any halal or ISO 22000 system already in place. Certification is decided by the ministry's scheme or by the certification body. Local questions are below.

The need

Who needs HACCP in Malaysia, and what happens without it

In Malaysia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers seeking MOH HACCP recognitionThe MOH HACCP Certification Scheme gives formal recognition to premises implementing HACCP.
  • Fish and fishery product exportersThe scheme's stated objectives include meeting EU and US requirements for fish exports.
  • Small and medium food manufacturersMeSTI provides an entry route to a food safety assurance programme.
  • Caterers and food suppliers bidding for government contractsMOH certification is being piloted as a procurement prerequisite.

HACCP requirements in Malaysia

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Malaysia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Malaysia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Malaysia these are the factors that set the timeline.

  • Number of products and process lines
  • State of prerequisite programmes under MS 1514
  • The scheme's requirement that HACCP and PRP/GMP have been implemented for a period before application
  • Audit scheduling by the scheme or certification body

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Malaysia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Malaysia these factors move both.

  • Scheme certification fee and auditor travel costs set by MOH, separate from consulting
  • Premises size and product categories
  • Facility and hygiene upgrades
  • Verification testing

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Malaysia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Malaysia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Malaysia

Certification through the Ministry of Health's HACCP Certification Scheme, audited by auditors appointed by the Food Safety and Quality Programme, or by a certification body on the ministry's list of HACCP certification bodies under Standards Malaysia. Sterling does not certify. No body is named here unless verified. Edition and transition details: HACCP hub →

    Audit language

MOH scheme guidance is published largely in Malay; HACCP plans and records may be kept in Malay or English — confirm with the scheme or certification body.

    Remote and on-site

Adequacy, compliance and surveillance audits of the food premises are on-site; readiness work can be on-site or remote.

HACCP in Malaysia: questions clients ask

Who issues HACCP certification in Malaysia?

Two routes exist. Under the Ministry of Health's HACCP Certification Scheme, auditors appointed by the Food Safety and Quality Programme audit the premises. Alternatively, a certification body on the ministry's list of HACCP certification bodies under Standards Malaysia can certify. No body is named here because none has been verified.

Which Malaysian standards apply to HACCP?

MS 1480 and MS 1514. The Ministry of Health scheme certifies food premises against MS 1480 for the HACCP system, with MS 1514 covering prerequisite programmes and good manufacturing practice. The scheme page does not make certification a general legal requirement, so check whether a customer, tender or export market is what actually asks for it.

What does MOH HACCP recognition help with?

The ministry lists export health certificate benefits for recognised premises. The scheme, launched on 19 April 2001, is run by the Food Safety and Quality Programme. For the exact advantages that apply to your products and destination markets, read the ministry's current list rather than relying on a summary.

Is there a simpler scheme for small manufacturers?

Yes, MeSTI. The Ministry of Health's MeSTI scheme is meant for small and medium food manufacturers and sets the minimum food safety assurance programme required under PPKM 2009. It is a separate route from the HACCP Certification Scheme, so ask the ministry which one fits your premises and customers.
