ISO 22000 certification in Singapore and South East Asia: SAC accreditation, halal markets and regional plants
Clause by clause: ISO 22000:2018 requirements: every clause explained →
What is different about ISO 22000 in Singapore and South East Asia: who asks for it, how SAC and the region's accreditation bodies cover food safety, how halal rules in Malaysia and Indonesia meet the system, and how to check a certificate.
Key points
- SAC is Singapore's accreditation body for management system certification bodies. Before signing with an ISO 22000 certification body, confirm in SAC's search that its scope covers food safety management and your food chain category.
- Food businesses in the region often need two certificates on one system: ISO 22000 for food safety buyers, and halal for Malaysia, Indonesia and Muslim consumers in Singapore, where each market names the certifiers it accepts.
- Malaysia and Vietnam run their own accreditation schemes, through Standards Malaysia and the National Accreditation Bureau (BoA).
- Since 1 January 2026, international recognition of accreditation runs through the Global ACI arrangement. Check the body behind your certificate on its list.
Why food businesses in Singapore and South East Asia pursue ISO 22000
For a sauce maker, a central kitchen, a cold store or an ingredient trader, the request for ISO 22000 usually arrives on a buyer's supplier approval form: a supermarket chain, an airline caterer, a hotel group or an overseas brand owner wants proof that hazards are controlled from receipt to dispatch.
Buyers who need GFSI recognition ask for FSSC 22000, which builds on ISO 22000; the comparison of HACCP, ISO 22000 and FSSC 22000 sets out when each fits. And companies that sell into Malaysia or Indonesia face halal rules at the border, so the food safety system should carry halal controls from the start.
SAC accreditation and checking an ISO 22000 certificate in Singapore
SAC runs 26 accreditation programmes for management system certification bodies, with its requirements set out in SAC CT 01. For food safety, what matters is the scope printed on the body's accreditation: food safety management systems, and the food chain categories that ISO 22003-1 uses to decide which bodies, auditors and audit time fit a given operation. A body accredited only for quality management cannot issue an accredited ISO 22000 certificate.
SAC accreditation is not compulsory for a body working in Singapore. Your buyer needs an internationally recognised accreditation body and a certificate scope that names your products and sites. SAC describes its own recognition through the APAC and IAF arrangements; confirm the current position of any accreditation body on the Global ACI list of recognised bodies, which can be filtered by scope.
Once a certificate is issued, find it in the certification body's register and in IAF CertSearch. The guide on verifying an ISO 22000 certificate takes you through each check.
Beyond Singapore: Malaysia, Vietnam and Indonesia
ISO 22000 certification in Malaysia
The Department of Standards Malaysia accredits management system certification bodies against MS ISO/IEC 17021-1:2015, applies the IAF Mandatory Documents and publishes a directory of accredited bodies. Search it for food safety management before accepting a Malaysian certificate. Halal is a separate question: imported food may be described as halal in Malaysia only when it meets the requirements or carries a certificate from a foreign body JAKIM recognises.
Vietnam and Indonesia
In Vietnam, BoA accredits management system certification bodies through VICAS and states that it is a member of IAF and APAC; confirm in its listings that the body's scope includes food safety. In Indonesia, Government Regulation 42/2024 requires products entering, circulating and traded in the country to be halal certified, in phases administered by BPJPH. Confirm ISO 22000 accreditation there with Indonesia's national accreditation body. The Philippines has its own page: ISO 22000 certification in the Philippines.

Regional plants under one certificate
A group with a Singapore office, a factory in Johor and a warehouse in Batam can seek one certificate or several. A single certificate needs a body accredited for every food chain category involved and able to audit in each country. Each site keeps its own flow diagrams and hazard analysis.
Halal and food safety on one system
MUIS appears as the Singapore authority on JAKIM's list of recognised foreign halal bodies. Material approval, supplier certificates, segregation and traceability serve both certificates. The prerequisite programmes guide shows where they sit.
Records written at the line
CCP and OPRP monitoring records are completed by line operators, who may work in English, Bahasa Malaysia, Bahasa Indonesia, Vietnamese or Mandarin. Forms in the operator's language are sound; check that the body can assign an auditor who reads them.
| Local item | What it means for your project | Where to verify it |
|---|---|---|
| SAC accreditation for food safety | The body must hold food safety management in its accredited scope, not only quality | SAC's search of accredited organisations |
| Food chain category | Sets which bodies and auditors fit your operation and the audit time | The body's accreditation scope and its quotation |
| Accreditation in Malaysia | For Malaysian sites or buyers expecting local accreditation | The Standards Malaysia directory of certification bodies |
| Accreditation in Vietnam | For Vietnamese plants or customers expecting VICAS | The National Accreditation Bureau's VICAS pages |
| Halal for Malaysia and Indonesia | Each market names the halal certifiers it accepts | JAKIM's list of recognised foreign bodies; BPJPH's directory |
| Recognition of the accreditation body | Decides whether overseas buyers accept the certificate | The Global ACI list of recognised accreditation bodies |

Book a free discovery callISO 22000 certification in Singapore: questions buyers ask
Must an ISO 22000 certification body in Singapore be SAC-accredited?
No, but it must be accredited for food safety management by an internationally recognised accreditation body. If your buyer names SAC, choose a body whose SAC scope covers food safety and your food chain category.
Can one ISO 22000 certificate cover our Singapore kitchen and our Malaysian factory?
Yes, provided one accredited body covers both food chain categories and audits in both countries. Each site still needs its own hazard analysis and monitoring records.
Do we need halal certification as well as ISO 22000 to export to Malaysia or Indonesia?
For halal claims, yes: ISO 22000 does not certify halal status. Malaysia accepts halal certificates from JAKIM-recognised bodies, and Indonesia requires halal certification in phases under BPJPH.
How do we check that an ISO 22000 certificate from Singapore is genuine?
Look the certificate up in the issuing body's register and in IAF CertSearch, then confirm in SAC's search that the body is accredited for food safety management.
