In short

ISO 27001 certification in Hong Kong at a glance

Code of Practice under the Protection of Critical Infrastructures (Computer Systems) Ordinance (Cap. 653), Version 1.0 refers to ISO/IEC 27001, yet none of the Hong Kong instruments checked makes it compulsory. Buyers in Hong Kong ask for it anyway.

Since 1 January 2026, designated operators of critical infrastructures have carried statutory duties under the Protection of Critical Infrastructures (Computer Systems) Ordinance (Cap. 653), and its Code of Practice lists ISO/IEC 27001 among the standards operators should refer to for computer-system security risk assessment. The Privacy Commissioner's guidance on data security measures points to the same ISO/IEC 27000 family, and banks supervised by the HKMA under TM-C-1 pass cyber expectations down to their technology vendors. None of these makes certification compulsory, which is exactly why a certificate carries weight: it is independent evidence that the controls work. Certification is granted by a certification body, ideally one accredited by HKAS under HKCAS, which assesses ISMS bodies against ISO/IEC 27006-1. Sterling's expert and experienced consultants build the risk assessment, Statement of Applicability, policies and evidence, mapping regulatory overlays into one control set. The route and local questions are below.

The need

Who needs ISO 27001 in Hong Kong, and what happens without it

In Hong Kong the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Designated operators of critical infrastructuresThe Cap. 653 Code of Practice lists ISO/IEC 27001 among the standards for computer-system security risk assessment.
  • Banks and their technology service providersHKMA's cyber risk supervision under TM-C-1 and outsourcing expectations under SA-2 call for demonstrable security management.
  • Organisations holding personal data under the PDPOPCPD guidance points to the ISO/IEC 27000 family when setting data security policies.
  • Fintech and technology companies at Hong Kong Science Park and CyberportEnterprise customers ask for ISO/IEC 27001 in security questionnaires.

ISO 27001 requirements in Hong Kong

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Hong Kong these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a Hong Kong company certified

How to get ISO 27001 certified in Hong Kong

One team from the Hong Kong office carries the work from scoping to certificate. Across Hong Kong Island, Kowloon and the New Territories, on-site and remote, by Sterling's expert and experienced consultants.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27001 and the Hong Kong requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 27001 certification take in Hong Kong?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Hong Kong these are the factors that set the timeline.

  • Scope: number of offices, data centres and cloud services
  • Existing Cap. 653 or HKMA controls that can be reused
  • Evidence maturity (logs, reviews, internal audit) before stage 2
  • Certification body scheduling around general holidays and Tropical Cyclone Signal No. 8 or Black Rainstorm disruptions

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Hong Kong?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Hong Kong these factors move both.

  • Headcount and complexity of the IT estate
  • Number of sites in scope
  • Certification body audit fees quoted separately from consulting
  • Mapping to HKMA or Code of Practice requirements alongside the ISMS

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Hong Kong

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Hong Kong are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Hong Kong (4)

InstrumentHow it treats the standard
Code of Practice under the Protection of Critical Infrastructures (Computer Systems) Ordinance (Cap. 653), Version 1.0Refers to / expects
Operators should refer to recognised methodologies and standards for computer-system security risk assessment such as ISO/IEC 27001, ISO/IEC 27005 and others; certification is not required.
PCPD Guidance Note on Data Security Measures for ICTRefers to / expects
Suggests the ISO/IEC 27000 family when establishing data security policies; no certification requirement.
HKMA Supervisory Policy Manual TM-C-1Expected in practice
Cyber risk management supervision of authorized institutions; ISO/IEC 27001 not cited.
HKAS accreditation of information security management system certification bodies (HKCAS)Market driver
Accredited certification is available through Hong Kong's national accreditation body; no mandate.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Hong Kong

Use a certification body accredited for ISO/IEC 27001 by the Hong Kong Accreditation Service (HKAS) under HKCAS, or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. HKCAS accredits ISMS certification bodies against ISO/IEC 27006-1:2024. Edition and transition details: ISO/IEC 27001 hub →

Audit language

Agree the audit language and the language of controlled documents (English or Chinese) with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27001 in Hong Kong: questions clients ask

Is ISO 27001 mandatory under Hong Kong's critical infrastructure law?

No. The Code of Practice under Cap. 653 (Version 1.0) tells designated operators to refer to recognised methodologies and standards for computer-system security risk assessment, giving ISO/IEC 27001 and ISO/IEC 27005 among its examples, and certification is not required. ISO 27001 is a recognised reference, not a mandate. Confirm your obligations with counsel.

Does the PDPO require ISO 27001 certification?

Nothing in Data Protection Principle 4 asks for ISO 27001 certification; it requires all practicable steps to protect personal data against unauthorised or accidental access, processing, erasure, loss or use. The PCPD's guidance note suggests the ISO/IEC 27000 family when setting data security policies, with no certification requirement. Take legal advice on what is adequate for your data.

Do HKMA-regulated banks require ISO 27001 from vendors?

No bank requirement is cited. HKMA's TM-C-1 covers its supervision of cyber risk management at authorized institutions and does not name ISO/IEC 27001, so banks set their own vendor criteria. Ask each bank directly what evidence of security management it wants, rather than assuming a certificate will be asked for.

Which accreditation should an ISO 27001 certification body hold?

Look for HKAS accreditation under HKCAS, which assesses ISMS certification bodies against ISO/IEC 27006-1:2024, or for accreditation from another body inside the international mutual recognition arrangements (IAF MLA functions moved to Global Accreditation Cooperation Incorporated in 2026). Confirm the scope fits your sector. Nothing here recommends a particular body.
