In short

ISO 27701 certification in Hong Kong at a glance

PCPD Guidance Note on Data Security Measures for ICT refers to ISO/IEC 27701, yet none of the Hong Kong instruments checked makes it compulsory. Buyers in Hong Kong ask for it anyway.

The Privacy Commissioner's own guidance points to ISO/IEC 27701. The PCPD's guidance note on data security measures for information and communications technology describes it as the extension to ISO/IEC 27001 and 27002 for a privacy information management system, and the Commissioner's June 2024 Model Personal Data Protection Framework for artificial intelligence lists it among the standards organisations may refer to. Neither makes certification compulsory; the legal duty remains Data Protection Principle 4 of the Personal Data (Privacy) Ordinance, to take all practicable steps to protect personal data. A certified privacy management system is a clear way to show how those steps are chosen, run and reviewed, whether you act as controller, processor or both. HKCAS does not list ISO/IEC 27701, so certification comes from bodies accredited for it within the international recognition arrangements. Sterling's expert and experienced consultants map processing activities, design the privacy controls and prepare evidence for audit. Questions follow below.

The need

Who needs ISO 27701 in Hong Kong, and what happens without it

In Hong Kong the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Data users subject to the PDPODPP4 requires all practicable steps to protect personal data; PCPD guidance points to ISO/IEC 27701.
  • Organisations procuring or deploying AI solutionsThe PCPD AI framework lists ISO/IEC 27701 among standards organisations may refer to.
  • Data processors serving overseas clientsClients ask for privacy management evidence on top of ISO/IEC 27001.
  • Banks, insurers and fintechs holding customer dataRegulatory and customer scrutiny of personal data handling.

Requirements

ISO 27701 requirements in Hong Kong

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In Hong Kong these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

Time

How long does ISO 27701 certification take in Hong Kong?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Hong Kong these are the factors that set the timeline.

  • Existing ISO/IEC 27001 certificate and scope
  • Controller and processor roles to be covered
  • Records of processing and data mapping maturity
  • Certification body scheduling around general holidays and Tropical Cyclone Signal No. 8 or Black Rainstorm disruptions

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in Hong Kong?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Hong Kong these factors move both.

  • Number of processing activities and systems
  • Whether ISO/IEC 27001 is already certified
  • Certification body fees quoted separately from consulting
  • Cross-border data flows to map

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in Hong Kong

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Hong Kong are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

ISO/IEC 27701:2019 described as guidance for a privacy information management system extending ISO/IEC 27001 and 27002; no certification requirement.

Personal Data (Privacy) Ordinance (Cap. 486), DPP4Expected in practice
All practicable steps to protect personal data.
HKCAS scope (Hong Kong Accreditation Service)Does not name the standard
HKCAS lists no accreditation for ISO/IEC 27701 certification; accredited certificates come from bodies accredited elsewhere within the international arrangements.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27701 covers without naming a standard, and ISO/IEC 27701 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Hong Kong

HKCAS does not list accreditation for ISO/IEC 27701 certification. Use a certification body accredited for ISO/IEC 27701 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Check which edition the body certifies against and how it relates to an ISO/IEC 27001 certificate, as the hub explains. Audit language

Agree the audit language and the language of controlled documents (English or Chinese) with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27701 in Hong Kong: questions clients ask

Does the PCPD recommend ISO 27701?

Yes, in guidance rather than as a requirement. The PCPD's data security guidance note describes ISO/IEC 27701:2019 as guidance for a privacy information management system extending ISO/IEC 27001 and 27002, and its June 2024 AI framework lists the standard among those organisations may refer to. Neither sets a certification requirement.

Does ISO 27701 certification prove PDPO compliance?

No. A certificate evidences that a privacy management system is in place, whereas compliance with the PDPO remains a legal assessment. Use ISO/IEC 27701 as supporting evidence of how personal data is managed, and have your counsel confirm whether your practices meet the law.

Do we need ISO 27001 before ISO 27701?

That turns on the edition, so check with the certification body. Whether ISO/IEC 27001 must come first, and how a 27701 certificate relates to a 27001 certificate, depends on which edition of 27701 the body certifies against, as the standard's hub page explains. Raise it at application, before you fix the scope.
