SOC 2 attestation in Hong Kong at a glance

One Hong Kong instrument bears on SOC 2. It does not name the standard. So why do buyers in Hong Kong keep asking for the report?

Procurement questionnaires from American customers tend to end with the same request: send your SOC 2 report. For SaaS, cloud and fintech businesses at Hong Kong Science Park and Cyberport, that request is the main driver, because no Hong Kong regulator prescribes SOC 2. It is an attestation rather than a certification: a licensed CPA firm examines controls at a service organisation against the AICPA's trust services criteria for security, availability, processing integrity, confidentiality or privacy. A Type 1 report covers control design at a point in time; a Type 2 report adds operating effectiveness over an observation period. Banks managing outsourcing risk under the HKMA's SA-2 module also find these reports useful when assessing technology vendors. Many providers pair SOC 2 with ISO/IEC 27001, which local guidance from the Privacy Commissioner already references. Sterling's expert and experienced consultants define the system boundary, controls and evidence, run a readiness assessment and support the CPA firm's fieldwork. Common questions follow.

The need

Who needs SOC 2 in Hong Kong, and what happens without it

In Hong Kong the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • SaaS, cloud and fintech providers at Hong Kong Science Park and Cyberport selling to US customersUS buyers commonly request a SOC 2 report in procurement.
  • Technology service providers to Hong Kong banksBanks manage outsourcing risk under HKMA SA-2 and often accept independent assurance reports from vendors.
  • Managed-service and data-processing firms for multinational groupsGroup procurement asks for independent assurance over controls.

SOC 2 requirements in Hong Kong

Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.

You describe your system accuratelyA system description sets out your services, infrastructure, people, data and the boundaries of what the report covers.
Security is designed inControls protect the system against unauthorised access and use; security is the one category every SOC 2 report includes.
Access is granted on need and reviewedLogical and physical access is approved on need, removed when no longer required and reviewed regularly.
Changes and operations are controlledSystem changes are authorised and tested, and operations are monitored so incidents are detected and handled.
Risks and vendors are assessedRisks to your commitments, including those coming from vendors and business partners, are assessed and acted on.
Controls work over timeFor a Type 2 report, a licensed CPA firm tests that the controls operated effectively across the review period.

In Hong Kong these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

How Sterling gets a Hong Kong company ready for its SOC 2 report

How to get a SOC 2 report in Hong Kong

One team from the Hong Kong office carries the work from scoping to report. Across Hong Kong Island, Kowloon and the New Territories, on-site and remote, by Sterling's expert and experienced consultants.

    2. Gap assessment against SOC 2 and the Hong Kong requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.

    Time

How long does SOC 2 attestation take in Hong Kong?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Hong Kong these are the factors that set the timeline.

    • Type 1 versus Type 2 and the length of the observation period
    • Number of trust services categories in scope
    • Maturity of control evidence

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

    Cost

How much does SOC 2 attestation cost in Hong Kong?

The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Hong Kong these factors move both.

    • Number of trust services categories and systems in scope
    • CPA firm fees quoted separately from consulting
    • Tooling for evidence collection

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

    Choosing a partner

SOC 2 consultants and auditors in Hong Kong

Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

    • Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
    • Ask the consultant how the local requirements in Hong Kong are mapped into the same system, so nothing runs twice.
    • Ask for client references in your sector; Sterling’s client letters are available on request.
    • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

"Expected in practice" means the instrument asks for the outcomes SOC 2 covers without naming a standard, and SOC 2 is what buyers and regulators commonly accept as evidence of them.

SOC 2 in Hong Kong: questions clients ask

      Is SOC 2 a certification?

No. A SOC 2 report is an attestation issued by a licensed CPA firm under AICPA standards, which is a different thing from a certificate. It describes the system-level controls of a service organisation as examined by that firm. No firm is named here because none has been verified.

Does any Hong Kong regulator require SOC 2?

No Hong Kong regulator is shown requiring it. HKMA's SA-2 sets the supervisory approach to banks' outsourcing and does not cite SOC 2, so the driver is customer demand. Ask each customer whether it will accept SOC 2 or other independent assurance, and confirm any regulatory expectation with the HKMA.

SOC 2 or ISO 27001 for a Hong Kong technology firm?

Often both, depending on who is asking. The Cap. 653 Code of Practice and PCPD guidance refer to ISO/IEC 27001, while SOC 2 answers US customer demand, and many organisations hold both. Ask your largest customers which report they will accept before you decide.
