ISO 45001 certification in Hong Kong at a glance
Contractor Management Handbook (DEVB, revision April 2026) refers to ISO 45001, yet none of the Hong Kong instruments checked makes it compulsory. Buyers in Hong Kong ask for it anyway.
A contractor's safety record can decide whether it stays on the Government's approved list. The Development Bureau's Contractor Management Handbook sets limits on site safety convictions for the List of Approved Contractors for Public Works, and it provides that an applicant exceeding the limit may still meet that criterion if it holds an ISO 45001 certificate, or equivalent, and has completed a safety audit by an external safety auditor recognised by the Bureau. Beyond public works, manufacturers, logistics operators and facilities firms meet the same expectation in customer contracts. The Hong Kong Accreditation Service accredits occupational health and safety management system certification bodies under HKCAS, so accredited certificates are available locally. The standard expects hazard identification, legal compliance evaluation, worker consultation, operational control, emergency preparedness and incident investigation to work in practice. Sterling's expert and experienced consultants build that system, often integrated with ISO 9001 and ISO 14001, and prepare site teams for audit. Questions follow below.
Who needs ISO 45001 in Hong Kong, and what happens without it
In Hong Kong the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Contractors applying to or on the List of Approved Contractors for Public WorksAn applicant exceeding the site safety conviction limit may still qualify if it holds ISO 45001 (or equivalent) and completes a DEVB-recognised external safety audit.
- Subcontractors on public and private construction sitesMain contractors flow safety management requirements down.
- Manufacturers and logistics operatorsCustomers and insurers ask for a certified safety management system.
- Facilities management and building services firmsClient contracts specify safety management evidence.

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.
In Hong Kong these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

How long does ISO 45001 certification take in Hong Kong?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Hong Kong these are the factors that set the timeline.
- Number of sites and active projects in scope
- Hazard identification and legal register maturity
- Worker consultation and participation records
- Incident investigation history
- Certification body scheduling around general holidays and Tropical Cyclone Signal No. 8 or Black Rainstorm disruptions
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 45001 certification cost in Hong Kong?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Hong Kong these factors move both.
- Number of sites and headcount
- High-risk activities in scope
- Certification body fees quoted separately from consulting
- Integration with ISO 9001 and ISO 14001
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 45001 consultants and certification bodies in Hong Kong
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Hong Kong are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

ISO 45001 in Hong Kong: questions clients ask
How does ISO 45001 affect DEVB approved contractor status?
It can help an applicant that exceeds the site safety conviction limit. Under DEVB's Contractor Management Handbook (revision April 2026), such an applicant may still meet the criterion by holding ISO 45001 (or equivalent) and completing a safety audit by an external safety auditor recognised by DEVB. The certificate alone is not enough. Confirm the detail with DEVB.
Can HKAS-accredited bodies certify ISO 45001?
They can. Occupational health and safety management system certification bodies are among those the Hong Kong Accreditation Service accredits under HKCAS, which makes accredited ISO 45001 certification available locally. It is a market driver rather than a mandate, and the chosen body's scope should still cover your activities.
Can ISO 45001 be integrated with ISO 9001 and ISO 14001?
Yes. Integration with ISO 9001 and ISO 14001 is listed among the factors affecting cost, so a combined system is a normal option. Shared documents, audits and reviews can serve all three standards, though the sites, headcount and high-risk activities in scope still shape the work. Agree the audit approach with your certification body.
