In short

ISO 27001 certification in Germany at a glance

IT-Sicherheitskatalog für Strom- und Gasnetze (Bundesnetzagentur) requires ISO/IEC 27001 for the organisations it covers. Most German buyers ask for it anyway.

Germany's electricity and gas network operators have no discretion here: the Bundesnetzagentur's IT-Sicherheitskatalog makes an information security management system under DIN EN ISO/IEC 27001, and its certification, the core requirement, with no exemption by operator size. Beyond energy, the BSI-Gesetz as amended by the NIS-2 implementation act obliges important and particularly important entities to take risk-management measures that respect the state of the art and relevant European and international standards. The BSI's own guidance is candid: an ISO/IEC 27001 certificate can cover a large part of those measures, but it does not automatically satisfy every legal duty, because registration, reporting and management training sit outside the standard. Certificates are issued by certification bodies accredited by DAkkS, or by the BSI itself where the ISMS is built on IT-Grundschutz. Sterling's consultants work from the Frankfurt office and scope the ISMS to cover the whole regulated entity rather than a convenient slice. The German route and common questions follow.

The need

Who needs ISO 27001 in Germany, and what happens without it

For some organisations in Germany it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

  • Electricity and gas network operatorsThe IT-Sicherheitskatalog requires an ISMS under DIN EN ISO/IEC 27001 and its certification, with no size exemption.
  • Particularly important and important entities under NIS-2§ 30 BSIG risk-management measures overlap substantially with an ISMS.
  • Operators of critical facilitiesImplementation must be proved to the BSI by security audits, examinations or certifications.
  • ICT service providers to banks and insurersDORA makes financial entities manage ICT third-party risk, which flows into supplier requirements.
  • Automotive suppliers and engineering partnersTISAX assesses the information security management system against the VDA ISA.

ISO 27001 requirements in Germany

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Germany these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a German company certified

How to get ISO 27001 certified in Germany

One team from the Frankfurt office carries the work from scoping to certificate. All German states (Länder), on-site from Frankfurt; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27001 and the German requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
Included in every engagement
  • End to end, from one team
  • Effivity ISO & GRC software
  • Preferential Sterling Academy access, with complimentary awareness training for your people
  • Internal auditor training for your audit team, as applicable to your standard
  • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

Time

How long does ISO 27001 certification take in Germany?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Germany these are the factors that set the timeline.

  • Scope that covers the whole regulated entity where BSIG applies, not a single site
  • Whether the IT-Sicherheitskatalog or IT-Grundschutz route is chosen
  • Evidence maturity (logs, reviews, internal audit) before stage 2
  • Certification-body availability around state public holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Germany?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Germany these factors move both.

  • Number of sites and states in scope
  • Headcount and complexity of the IT and OT estate
  • Certification body fees quoted separately from consulting
  • Mapping to BSIG, DORA or TISAX requirements alongside the ISMS

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Germany

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Germany are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Germany (5)

InstrumentHow it treats the standard
IT-Sicherheitskatalog für Strom- und Gasnetze (Bundesnetzagentur)Requires
'Etablierung eines Informationssicherheits-Managementsystems (ISMS) gemäß DIN EN ISO/IEC 27001 und dessen Zertifizierung' for listed network operators.
BSI-Gesetz § 30 (as amended by the NIS-2 implementation act, BGBl. 2025 I Nr. 301)Expected in practice
Measures must take account of relevant European and international standards; the BSI one-pager says ISO/IEC 27001 certification can cover a large part of the measures but does not automatically meet all BSIG requirements.
BSI-Gesetz § 39 — proof obligations for operators of critical facilitiesRefers to / expects
Proof 'durch Sicherheitsaudits, Prüfungen oder Zertifizierungen'; no standard named.
ISO 27001 certification on the basis of IT-Grundschutz (BSI)Alternative route
The BSI issues ISO 27001 certificates on the basis of IT-Grundschutz after review by a BSI-certified auditor.
Digital Operational Resilience Act (DORA) — BaFin supervisionExpected in practice
ICT risk and third-party risk management; no standard named.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Germany

Use a certification body accredited for this standard by DAkkS or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. For energy network operators, the IT-Sicherheitskatalog certificate is issued by bodies accredited by DAkkS for that programme (search the DAkkS database for 'IT-Sicherheitskatalog'). The BSI issues ISO 27001 certificates on the basis of IT-Grundschutz. Edition and transition details: ISO/IEC 27001 hub →

Audit language

Audits are held in German or English; agree the audit language and the language of controlled documents with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27001 in Germany: questions clients ask

Is ISO 27001 mandatory in Germany?

Mostly no. Certification is mandatory for the electricity and gas network operators listed under the Bundesnetzagentur's IT-Sicherheitskatalog, which requires an ISMS under DIN EN ISO/IEC 27001 and its certification. Beyond that, no law names ISO/IEC 27001 as mandatory, though BSIG and DORA create the expectation. Confirm your sector's position with counsel.

Does ISO 27001 certification mean we comply with NIS-2?

No. The BSI describes a large overlap, not automatic compliance: certification can cover much of the measures but does not satisfy every BSIG requirement. Registration, reporting and management training sit outside the standard and need their own attention. Confirm your obligations with counsel or the BSI.

What is ISO 27001 on the basis of IT-Grundschutz?

It is the route in which the BSI itself issues the ISO 27001 certificate, working from IT-Grundschutz, once a BSI-certified auditor has reviewed the management system. It is a German alternative to certification by a DAkkS-accredited body, so compare it with the accredited route when you choose.

Which accreditation should our certification body hold?

Use a body accredited for ISO/IEC 27001 by DAkkS or by another accreditation body within the international mutual recognition arrangements, and see that its scope covers your sector. Energy network operators need a body accredited by DAkkS for the IT-Sicherheitskatalog programme, which you can search for in the DAkkS database.
