In short

SOC 2 attestation in Germany at a glance

SOC suite of services (AICPA & CIMA) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Germany ask for evidence that you meet it.

Two attestation reports compete for attention in German cloud procurement: SOC 2, the AICPA framework that US customers expect, and C5, the Cloud Computing Compliance Criteria Catalogue the BSI first published in 2016. Both are attestations rather than certificates — a SOC 2 report is issued by a licensed CPA firm, and C5 fulfilment is attested by auditors engaged directly by the cloud provider. For a German SaaS or cloud company with US ambitions, SOC 2 opens doors that an ISO certificate alone may not; for one selling to German enterprises and public bodies, C5 is often the first question. Financial-sector customers add DORA third-party risk requirements on top. Because the control sets overlap heavily, a single control framework and evidence library can serve both reports and an ISO/IEC 27001 certificate. Sterling's Frankfurt office prepares readiness, control design and evidence; the CPA firm or auditor issues the report. German questions follow.

The need

Who needs SOC 2 in Germany, and what happens without it

In Germany the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • German SaaS and cloud providers selling to US customersUS buyers commonly ask for a SOC 2 report from a licensed CPA firm.
  • Cloud providers selling to German customersGerman buyers may ask for a C5 attestation, which can share controls and evidence with SOC 2.
  • ICT providers to financial entitiesDORA third-party risk management drives assurance requests.

SOC 2 requirements in Germany

Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.

You describe your system accuratelyA system description sets out your services, infrastructure, people, data and the boundaries of what the report covers.
Security is designed inControls protect the system against unauthorised access and use; security is the one category every SOC 2 report includes.
Access is granted on need and reviewedLogical and physical access is approved on need, removed when no longer required and reviewed regularly.
Changes and operations are controlledSystem changes are authorised and tested, and operations are monitored so incidents are detected and handled.
Risks and vendors are assessedRisks to your commitments, including those coming from vendors and business partners, are assessed and acted on.
Controls work over timeFor a Type 2 report, a licensed CPA firm tests that the controls operated effectively across the review period.

In Germany these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

    Time

How long does SOC 2 attestation take in Germany?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Germany these are the factors that set the timeline.

    • Type 1 or Type 2 report and the observation period chosen by the CPA firm
    • Trust services criteria in scope
    • Whether a C5 attestation is combined
    • Evidence maturity for control operation

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

    Cost

How much does SOC 2 attestation cost in Germany?

The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Germany these factors move both.

    • System scope and number of trust services criteria
    • Control remediation and tooling
    • CPA firm fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

    Choosing a partner

SOC 2 consultants and auditors in Germany

Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

    • Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
    • Ask the consultant how the local requirements in Germany are mapped into the same system, so nothing runs twice.
    • Ask for client references in your sector; Sterling’s client letters are available on request.
    • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

SOC reports are services CPAs provide on the controls of a service organisation.

Financial entities' ICT third-party risk management; no report type named.

"Expected in practice" means the instrument asks for the outcomes SOC 2 covers without naming a standard, and SOC 2 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Germany

Attestation, not certification: a SOC 2 report is issued by a licensed CPA firm under AICPA attestation standards. Sterling prepares readiness and evidence; it does not issue reports. C5 attestations are issued by auditors (Wirtschaftsprüfer) as described by the BSI. No firm is named here. Edition and transition details: SOC 2 hub →

      Audit language

SOC 2 reports are issued in English; working sessions can be in German or English.

      Remote and on-site

CPA firms commonly test remotely with walkthroughs; on-site visits depend on the firm and the system scope.

SOC 2 in Germany: questions clients ask

Is SOC 2 recognised in Germany?

Mainly among providers that sell to US customers. German buyers more often ask for the BSI's C5 attestation, which auditors (Wirtschaftsprüfer) engaged directly by the cloud provider can give. So the value of a SOC 2 report depends on where your buyers sit.

Can SOC 2 and C5 be combined?

Yes, to a degree: controls and evidence overlap, and auditors may combine the two engagements. Confirm with your audit firm whether a joint engagement is available for your scope, because that is the firm's decision rather than a rule of either framework.

Who issues a SOC 2 report?

A licensed CPA firm. SOC reports belong to the SOC suite of services from AICPA & CIMA, which CPAs provide on the controls of a service organisation. Consultants can help you prepare, but the report itself comes from the firm.
