Services, education & public sector: service sector and education standards and frameworks

Service sector and education standards set requirements for how contact centres, learning providers, translators, researchers, hotels, tour operators, law firms, security companies and local governments deliver their services. This page lists the 18 standards, frameworks and schemes in the family and how they fit together.

About this family

What do service sector and education standards cover?

Service standards judge what a customer, learner, guest or citizen actually receives, not only what a management system says. This family gathers them: ISO 18295-1 for customer contact centres and ISO 18295-2 for the organisations that use them, the COPC CX Standard for customer operations, ISO 29993 for learning services outside formal education, ISO 17100 and ISO 18587 for translation and the post-editing of machine translation, ISO 20252 for market, opinion and social research, ISO 22483 for hotels, ISO 21401 and ISO 21101 for sustainability and safety in tourism, Lexcel for legal practices, ISO 18788 and PSC.1 for private security operations, and ISO 18091, the guidance on applying ISO 9001 in local government. Requests often start on the buyer’s side: a client tendering an outsourced contact centre, a corporate training buyer, a localisation customer, a research commissioner, a tour operator or a public body that wants proof before it signs.

The standards relate in layers. Several set service requirements without the full management system structure, so many providers run them alongside ISO 9001, which supplies the internal audit, management review and corrective action discipline; ISO 18091 makes that link explicit for local government, and ISO 21001, the management system standard for educational organisations, has its own page under quality. ISO 21401, ISO 21101 and ISO 18788 are management system standards in their own right. The schemes also differ in who decides: an independent certification body for the ISO standards, COPC Inc. for its own standard, the Law Society for Lexcel. Sterling prepares your organisation for that decision and does not make it. You choose Design™, where we develop the system and your team implements it under our advice and supervision, or Drive™, where we design and build it under your approval; the two are alternatives. Either way, Effivity is included at no additional cost, so service records, complaints, audits and actions run in one place from the first workshop.

ISO 9001 applied to professional services is covered on the ISO 9001 hub as an industry guide. If you are unsure which scheme your client or regulator expects, the Select the Standard™ tool and the readiness check are the quickest place to start.

FAQs

Service sector and education standards: common questions

Each standard’s page has the detail.

Which service sector or education standard should we start with?

Start with the one your client, regulator or tender names. If none is named, choose the standard written for your service: ISO 18295-1 for a contact centre, ISO 29993 for a training provider outside formal education, ISO 17100 for a translation provider, ISO 20252 for a research agency or ISO 22483 for a hotel. Where you also want a full management system, ISO 9001 is the usual base.

Can ISO 9001 and a service standard be run as one system?

Yes. The service standard sets what the customer receives; ISO 9001 adds internal audit, management review and corrective action. Sterling builds one set of processes and records that answers both, and you agree with your certification body how it will audit them, together or separately.

Who checks conformity, and what do they look at?

It depends on the route. For the ISO requirements standards, an independent certification body audits and certifies, where one offers that standard; check that its scope covers it. COPC Inc. certifies against its own CX Standard, and the Law Society accredits practices under Lexcel. ISO 18091 is guidance, so the certificate is ISO 9001. Each looks for evidence in daily service: records, complaints, competence and corrective action. Sterling does not certify or accredit.
