What it is

What is ISO 21401?

ISO 21401, Tourism and related services — Sustainability management system for accommodation establishments — Requirements, is developed by ISO/TC 228. It specifies environmental, social and economic requirements for implementing a sustainability management system in the accommodation sector, and it applies to the aspects a property can control.

Any accommodation establishment can use it, whatever its type, size or location, whether it wants to implement sustainable practices or show that it meets its own sustainability policy. ISO's committee chair described it as bringing clarity to a market crowded with commercial schemes that rarely combined social and economic aspects with environmental ones.

Current edition. ISO 21401:2018, the first edition, was published in December 2018. Amendment 1:2024, Climate action changes, followed in February 2024, and ISO confirmed the standard on 5 June 2025 after its systematic review; no replacement is under way.

Who it is for

Who asks for ISO 21401 and why?

Pressure to prove sustainability reaches accommodation businesses from several directions at once:

  • Guests and travel platforms. Travellers and booking channels want a credible sustainability claim rather than a green label with no audit behind it.
  • Tour operators and corporate buyers. Programme and travel-policy owners increasingly ask suppliers how energy, waste and labour practices are managed.
  • Owners, lenders and investors. Sustainability reporting at portfolio level needs data each property can stand behind.
  • Destinations and local communities. Properties want to show how they support the local economy, not only how they cut consumption.

The standard is useful when it changes how the property runs; a certificate without that change is a label.

Requirements

What are the main ISO 21401 requirements?

ISO 21401 is a management system standard with requirements in three dimensions; the full clause list was not verified for this page, so the areas below are those ISO publishes, and your property is checked against the standard itself during the programme.

  • Environmental requirements: water and energy consumption, waste generation and environmental protection
  • Social requirements: human rights and the health and safety of employees and guests
  • Economic requirements: the property's contribution to the development of the local economy
  • Context and interested parties: including whether climate change is a relevant issue, added by Amendment 1:2024
  • Controllable aspects: the system covers what the establishment itself can control or influence

What does useful ISO 21401 evidence look like?

Metered energy and water data with targets, waste records by stream, supplier and local-sourcing records, employee and guest safety records, human rights commitments in practice, and the actions taken when a target slips. Effivity keeps the data and the actions together, so the auditor sees a system that measures and responds.

How Sterling helps with ISO 21401 certification

ISO 21401 is a requirements standard for a management system, so a property can seek independent certification against it. Sterling does not certify; we build the system with your team and prepare you for the certification audit.

  • Scope and gap review

Your property compared with ISO 21401 and Amendment 1, with an agreed plan and owners.

  • Sustainability system and documentation

Policy, objectives, controls and records built with engineering, housekeeping, purchasing and HR.

  • Effivity ISO & GRC software

Consumption data, objectives and actions in one workspace, included at no additional cost.

  • Training for everyone

Internal auditor training as applicable to your standard, and preferential Sterling Academy access with complimentary awareness training.

  • Internal audit and management review

Conducted or facilitated as agreed, with findings closed with evidence.

  • Certification readiness

Preparation for the certification audit and support until the certificate is issued.

Certification decisions remain with the independent certification body.

How Sterling implements ISO and GRC standards

Effivity · ISO and GRC software, included in every engagement

How Effivity helps you fulfil, automate and simplify the requirements of ISO 21401.

Every Sterling ISO 21401 engagement includes Effivity, the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant configures the workspace within the agreed scope, so documents, risks, audits, nonconformities, complaints, supplier evaluations, training records and management review live in one place, the system runs in daily work and the certification auditor reviews a live system rather than a binder. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

Effivity: Context of the Organisation dashboard with issues, interested parties and scope
Effivity · Context of the Organisation dashboard
Context

Context, scope and interested parties

The scope statement, the internal and external issues and the interested parties are kept in one register and reviewed on a schedule, so the context stays current as the business changes instead of being rewritten before each audit.

Leadership

Policy, roles and objectives

The policy, the responsibilities and the objectives with their measures, owners and dates live where the people who own them work; progress is reported from the system, not from a separate spreadsheet.

Planning

Risks and opportunities

A risk and opportunity register with owners, actions and review dates; treatments tracked to closure and brought to management review automatically.

Support

Competence, awareness and documented information

Training and competence records for every person, linked to Sterling Academy; documents with versions, approvals and distribution, so the current version is the only one in use.

Operation

Customer requirements, suppliers and delivery

Requirement reviews, supplier evaluation, service delivery, checks and release, each with its record created as the work is done.

Performance evaluation

Monitoring, internal audit and management review

Audit programmes, findings and follow-up; customer satisfaction and KPIs on live dashboards; a management review that records its inputs, decisions and actions.

Improvement

Nonconformity, complaints and corrective action

Raised, investigated and closed with root cause and the evidence that the action worked; recurring issues visible to management before they become a finding.

Across the system

Your own processes, forms and reports

Forms, fields, workflows and reports adapted to how you work, without code; legal and customer requirements tracked to the processes they affect.

What this means at the audit

The certification auditor asks for the internal audit programme, the last management review, the open nonconformities, the training records and the supplier evaluations. In Effivity each of those is a screen, with dates, owners and evidence attached, not a folder somebody has to assemble the week before the audit. After certification, Sustain™ runs in the same workspace, so surveillance audits find a system that never stopped.

In your engagement

  • Subscription included with the engagement, at no additional cost
  • Configured by your Sterling consultant within the agreed scope
  • Your documents, records and registers migrated, not retyped
  • Admin and user training for your team

Sterling Academy · ISO 21401 e-learning

Train every employee on ISO 21401, not just the system owner.

Sterling Academy delivers e-learning for the whole workforce and for the people who run the system: video lessons with practice checkpoints, a final exam and a numbered Certificate of Completion for each learner, verifiable online. Sterling consulting clients benefit from preferential course access and special pricing through their Sterling consultant, including complimentary awareness training for their people as part of the engagement.

  • Awareness training for every employee, with the evidence of competence your system needs
  • Practitioner courses for process owners and the person who leads the system
  • Internal auditor training for the people who will audit the system, as applicable to your standard, as part of the engagement
  • Learner progress by department and a training status report for the certification auditor

FAQs

Frequently asked questions about ISO 21401

Does the 2024 climate amendment apply to ISO 21401?

Yes. ISO 21401 is one of the management system standards amended in February 2024: an organisation now determines whether climate change is a relevant issue in its context, and a note recognises that interested parties can have climate-related requirements.

Is ISO 21401 only for large hotels?

No. ISO states that it applies to accommodation establishments of any type, size or location, from resorts to guesthouses, so the system should be sized to the property.

How is ISO 21401 different from ISO 14001?

ISO 14001 covers environmental management for any organisation, while ISO 21401 is written for accommodation and adds social and economic requirements to the environmental ones. Properties holding ISO 14001 can build on the same system.
