What it is

What is ISO 21101?

ISO 21101, Adventure tourism — Safety management systems — Requirements, is developed by ISO/TC 228. It sets requirements for a safety management system for adventure tourism providers, which an operator can use to improve safety performance, meet expectations for participant and staff safety, demonstrate safe practice and support compliance with applicable legal requirements.

It is written for providers of all types and sizes, operating in different geographic, cultural and social environments. ISO has also published a practical guide to ISO 21101 for SMEs, and two companion standards sit beside it: ISO 21102 on the competence of adventure tourism leaders and ISO 21103 on information for participants.

Current edition. ISO 21101:2014, the first edition, was published in April 2014. Amendment 1:2024, Climate action changes, followed in February 2024, and ISO confirmed the standard in June 2025 after its systematic review, having confirmed it once before in 2019.

Who it is for

Who asks for ISO 21101 and why?

Adventure operators face scrutiny from people who cannot see the risk controls until something goes wrong:

  • Tour operators and travel agents. Resellers of rafting, climbing, diving or trekking want evidence that a local operator manages risk before they sell its trips.
  • Insurers. Underwriters look for a documented, working safety system when they price or renew cover.
  • Destinations and parks. Authorities and concession holders want operators who can show safe practice and legal compliance.
  • Operators growing fast. More guides, sites and activities make safety depend on a system rather than one founder's judgement.

A safety system proves its worth on an ordinary day, in the briefing and the equipment check, long before any emergency.

Requirements

What are the main ISO 21101 requirements?

The full clause structure of ISO 21101 was not verified for this page, so the list shows what Sterling's work covers, framed by the purposes ISO states for the standard; your system is checked against the standard itself during the programme.

  • Safety policy and leadership: commitment and accountability for every activity the operator offers
  • Hazards and risk: identification and assessment for each activity, site and season
  • Participant information: pre-trip information and briefings, drawing on ISO 21103 where relevant
  • Leader competence: qualifications, training and records for guides, drawing on ISO 21102
  • Emergencies and incidents: response plans, drills, incident reporting and learning
  • Context: including whether climate change is a relevant issue, added by Amendment 1:2024

What does useful ISO 21101 evidence look like?

Activity risk assessments, equipment inspection logs, participant briefings and declarations, guide competence files, emergency drill records, incident and near-miss reports with the actions taken, and evidence of legal compliance for each site. Effivity holds them per activity, so an auditor or insurer can check any trip in minutes.

How Sterling helps with ISO 21101 certification

ISO 21101 is a requirements standard for a management system, so an operator can seek independent certification against it. Sterling does not certify; we build the system with your team and prepare you for the certification audit.

  • Scope and gap review

Your activities compared with ISO 21101 and Amendment 1, with an agreed plan and owners.

  • Safety system and documentation

Risk assessments, procedures and checklists written with the guides who use them.

  • Effivity ISO & GRC software

Risks, inspections, incidents and competence in one workspace, included at no additional cost.

  • Training for everyone

Internal auditor training as applicable to your standard, and preferential Sterling Academy access with complimentary awareness training.

  • Internal audit and management review

Conducted or facilitated as agreed, with findings closed with evidence.

  • Certification readiness

Preparation for the certification audit and support until the certificate is issued.

Certification decisions remain with the independent certification body.

How Sterling implements ISO and GRC standards

Effivity · ISO and GRC software, included in every engagement

How Effivity helps you fulfil, automate and simplify the requirements of ISO 21101.

Every Sterling ISO 21101 engagement includes Effivity, the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant configures the workspace within the agreed scope, so documents, risks, audits, nonconformities, complaints, supplier evaluations, training records and management review live in one place, the system runs in daily work and the certification auditor reviews a live system rather than a binder. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

Effivity: Context of the Organisation dashboard with issues, interested parties and scope
Effivity · Context of the Organisation dashboard
Context

Context, scope and interested parties

The scope statement, the internal and external issues and the interested parties are kept in one register and reviewed on a schedule, so the context stays current as the business changes instead of being rewritten before each audit.

Leadership

Policy, roles and objectives

The policy, the responsibilities and the objectives with their measures, owners and dates live where the people who own them work; progress is reported from the system, not from a separate spreadsheet.

Planning

Risks and opportunities

A risk and opportunity register with owners, actions and review dates; treatments tracked to closure and brought to management review automatically.

Support

Competence, awareness and documented information

Training and competence records for every person, linked to Sterling Academy; documents with versions, approvals and distribution, so the current version is the only one in use.

Operation

Customer requirements, suppliers and delivery

Requirement reviews, supplier evaluation, service delivery, checks and release, each with its record created as the work is done.

Performance evaluation

Monitoring, internal audit and management review

Audit programmes, findings and follow-up; customer satisfaction and KPIs on live dashboards; a management review that records its inputs, decisions and actions.

Improvement

Nonconformity, complaints and corrective action

Raised, investigated and closed with root cause and the evidence that the action worked; recurring issues visible to management before they become a finding.

Across the system

Your own processes, forms and reports

Forms, fields, workflows and reports adapted to how you work, without code; legal and customer requirements tracked to the processes they affect.

What this means at the audit

The certification auditor asks for the internal audit programme, the last management review, the open nonconformities, the training records and the supplier evaluations. In Effivity each of those is a screen, with dates, owners and evidence attached, not a folder somebody has to assemble the week before the audit. After certification, Sustain™ runs in the same workspace, so surveillance audits find a system that never stopped.

In your engagement

  • Subscription included with the engagement, at no additional cost
  • Configured by your Sterling consultant within the agreed scope
  • Your documents, records and registers migrated, not retyped
  • Admin and user training for your team

Sterling Academy · ISO 21101 e-learning

Train every employee on ISO 21101, not just the system owner.

Sterling Academy delivers e-learning for the whole workforce and for the people who run the system: video lessons with practice checkpoints, a final exam and a numbered Certificate of Completion for each learner, verifiable online. Sterling consulting clients benefit from preferential course access and special pricing through their Sterling consultant, including complimentary awareness training for their people as part of the engagement.

  • Awareness training for every employee, with the evidence of competence your system needs
  • Practitioner courses for process owners and the person who leads the system
  • Internal auditor training for the people who will audit the system, as applicable to your standard, as part of the engagement
  • Learner progress by department and a training status report for the certification auditor

  • A Sterling consultant reachable when a learner needs one

FAQs

Frequently asked questions about ISO 21101

Is ISO 21101 suitable for a small adventure operator?

Yes. ISO states that it applies to providers of all types and sizes, and it has published a practical guide to ISO 21101 written for SMEs.

How does ISO 21101 relate to ISO 21102 and ISO 21103?

ISO 21101 sets the safety management system; ISO 21102 covers the competence of adventure tourism leaders and ISO 21103 covers information for participants. Operators often use the two companion standards to shape the competence and briefing parts of their system.

No. ISO describes the standard as supporting compliance with applicable legal requirements; permits, licences and local safety rules still apply and belong in the system.
