What it is

What is TL 9000 and what is it used for?

TL 9000 is the quality management system scheme of the information and communications technology industry, maintained by TIA QuEST Forum. It builds on ISO 9001 and adds requirements written for organisations that supply essential ICT products and services.

What sets it apart from a general quality certificate is the data. Certified organisations submit performance measurements every month, using the measurements that match their product categories. Some buyers give preference to TL 9000 certified suppliers over those holding ISO 9001 alone.

Current edition. The TL 9000 Requirements Handbook Release 6.3. Confirm the current releases with TIA QuEST Forum or your registrar before you plan.

Who it is for

Who needs TL 9000 certification?

TL 9000 belongs to organisations whose products or services end up inside a communications network: equipment makers, component and software suppliers, and the contractors who install, operate or maintain network assets. Enquiries usually start from one of four places:

  • A carrier or network operator asks for it. Confirm exactly what scope the customer expects before anything else.
  • A tender lists it as a qualifying condition. Plan backwards from the submission date, because the scheme needs months of reported data before certification.
  • A public or regulated programme touches your network work. The contract wording decides whether ISO 9001 alone is enough.
  • A parent or sister company is already certified. Group suppliers are often asked to align with an existing TL 9000 system.

Requirements

What are the main TL 9000 requirements?

TL 9000 builds on ISO 9001, so the ISO 9001 clause structure is the backbone, with the telecom-specific requirements and the measurements added on top. The summary stays at heading level; your system is checked against the handbooks themselves.

  • ISO 9001 clauses 4 to 10: context, leadership, planning, support, operation, performance evaluation and improvement.
  • TL 9000 additional requirements: the ICT-specific requirements set out in the Requirements Handbook.
  • Performance measurements: the metrics defined for your product categories, collected from your own operational data.
  • Monthly data submission: performance data reported every month once you are in the scheme.

What does useful TL 9000 evidence look like?

Measurement definitions that match the scheme, source data traceable to returns logs, delivery records, trouble tickets and outage reports, and proof that monthly submissions went in complete. Around that sits the usual quality evidence: requirement reviews, controlled releases, supplier evaluations and corrective actions that worked.

Certification process

How do you get TL 9000 certified?

TL 9000 has a data step that ISO 9001 does not: measurements must already be flowing before certification. The registrar, as the scheme calls the certification body, assesses the system and decides.

  1. 01
Define the scope and product categories.Decide which sites, activities and products are in scope, and which measurement categories apply to them.
  2. 02
Gap analysis: compare today's system with ISO 9001 and the TL 9000 additions. We review the quality system and the data behind each required measurement, then agree actions, owners and dates.
  3. 03
Start measuring and reporting.Submit at least three months of measurement data before certification.
  4. 04
Audit internally and hold the management review.Internal audit covers the processes and the measurement data; management reviews the results and closes gaps with evidence.
  5. 05
Complete the registrar's assessment and keep reporting. The registrar assesses the system and makes the decision; monthly submissions and the registrar's continuing audits follow.

Check the route before you sign. TL 9000 registrars are accredited by accreditation bodies authorised by TIA QuEST Forum for TL 9000. Ask which registrar will assess you and which accreditation body accredits it for TL 9000, then confirm both with TIA QuEST Forum. The certification buyer's checklist

Cost

How much does TL 9000 certification cost?

A TL 9000 budget has more moving parts than an ordinary quality certificate: the system, the registrar's assessment, any scheme charges and the internal effort of producing reliable measurement data every month.

Cost componentWhat affects it
Consulting and implementationWhether a working ISO 9001 system exists, the categories in scope, and whether you choose Design™ or Drive™
Registrar's assessmentAudit days, sites, travel and continuing audits, quoted by the registrar
Scheme chargesAny scheme registration or membership charges, confirmed with TIA QuEST Forum and shown separately
Your team's timeCleaning up source data so each measurement is reliable
Software and learningEffivity and Sterling Academy access, itemised at no additional cost

What moves the price

  • The number of product categories and measurements
  • Source data held in reporting systems, or assembled by hand
  • Sites, countries and headcount in scope

What a Sterling proposal always shows

  • Deliverables, assumptions and exclusions in writing
  • Milestones linked to deliverables
  • One all-inclusive proposal for our work

Timeline

How long does TL 9000 certification take?

The fixed element is the data: at least three months of measurements before certification. The rest depends on whether ISO 9001 is already in place, how quickly source data can be cleaned up and the registrar's calendar. As an estimate, most programmes take six to nine months.

PhaseWhat sets the pace
Scope and gap analysisAgreement on categories, and access to process owners and data
System and measurement buildProcess change, measurement definitions and fixes to source systems
Reporting periodAt least three months of measurement data before certification

Sterling OS™ runs every engagement, and each phase has a TL 9000 meaning. Sterling does not certify: the accredited registrar assesses your system and makes the certification decision.

Your people build the system and measurement routines; a Sterling consultant sets the method, reviews each output and coaches the team.

  • Drive™: managed support

The alternative to Design™ for teams short of time: Sterling drafts processes, measurement definitions and records with your owners and runs the programme to the assessment.

  • Sustain™: after certification

Internal audits, monthly data checks before submission and preparation for the registrar's continuing audits.

  • Automate™: Effivity

Your quality system runs in Effivity, included with the engagement at no additional cost.

  • Training for your people

Internal auditor training, as applicable to your standard, and preferential Sterling Academy access, including complimentary awareness training for your people as part of the engagement.

Certification decisions remain with the independent certification body.

How Sterling implements ISO and GRC standards

Effivity · quality management software, included in every engagement

How Effivity helps you fulfil, automate and simplify the requirements of TL 9000 R6.3.

Effivity is the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. For a TL 9000 client, your consultant sets up the quality workspace within the agreed scope: controlled documents, risks, audits, nonconformities, customer complaints, supplier evaluations, training records, KPIs and management review in one place. The measurements themselves are still submitted to the scheme; Effivity holds the quality system around them, so the registrar sees processes that run every day. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

What this means at the audit

A registrar sampling TL 9000 will ask how a figure in last month's submission was produced and what management did about the trend. With Effivity, the audit findings, corrective actions and review decisions behind that answer are already linked and dated.

FAQs

Frequently asked questions about TL 9000

Do we need ISO 9001 certification first?

TL 9000 builds on ISO 9001, so the system you build covers ISO 9001 as well. Whether you need a separate ISO 9001 certificate, and whether your registrar issues one alongside TL 9000, is a question for the registrar's quotation.

Can a software company or a services contractor use TL 9000?

Yes, where it supplies ICT products or services. The measurements you report depend on your product categories, so scoping those correctly is the first job.

What if a monthly submission is late or wrong?

Monthly reporting is part of holding the certificate, and the registrar looks at it. Give collection an owner and a deputy, and check figures before they go.

Who sees our measurement data?

Submitted data feeds a central repository that produces anonymised industry benchmarks. Confirm the current data-sharing rules with TIA QuEST Forum before you start.

Does ISO 9001:2026 change TL 9000?

Any change to the handbooks is announced by TIA QuEST Forum. Sustain™ clients hear from us when it does.
