Sterling client experienceWhat it is
What is ISO 18091?
ISO 18091 gives local governments guidelines for understanding and implementing a quality management system that meets the requirements of ISO 9001:2015. Its purpose, in ISO's words, is to meet the needs and expectations of customers and citizens and other relevant interested parties by consistently providing them with products and services.
It was developed by ISO/TC 176, the committee responsible for ISO 9001, and applies across the strategic, tactical-managerial and operational levels of a local authority. Its annexes include a diagnostic that lets an authority assess the maturity of its processes, and ISO says it helps local governments assess progress across the UN's 17 Sustainable Development Goals.
Current edition. ISO 18091:2019 replaced ISO 18091:2014 and was reviewed and confirmed in 2024. It was written for ISO 9001:2015; ISO 9001:2026 is now published on iso.org, so confirm with your certification body which ISO 9001 edition your audit will use.
Who it is for
Who uses ISO 18091?
Municipalities, cities and other local authorities use ISO 18091 at three typical moments:
- Leadership wants reliable, measurable public services. Citizens' complaints, inconsistent service between departments or a change of administration expose the need for a system that lasts.
- The authority is pursuing ISO 9001 certification. ISO 18091 translates ISO 9001 into the language of local government.
- Development goals need evidence. The authority wants to show progress on the Sustainable Development Goals locally.
The benefit is continuity of good service across administrations, not a certificate alone.
Requirements
What does ISO 18091 cover?
ISO describes ISO 18091 in these terms. It is guidance on applying ISO 9001, so the audit criteria are the requirements of ISO 9001 itself.
- ISO 9001 in local government: guidance on meeting ISO 9001:2015 requirements in a local authority
- Citizens first: the needs and expectations of customers, citizens and other interested parties
- Every level: application at strategic, tactical-managerial and operational levels
- Diagnostic: annexes to assess process maturity and identify areas for improvement
- Sustainable development: assessing progress across the UN's 17 Sustainable Development Goals
What does useful ISO 18091 evidence look like?
A map of the services the authority delivers, service standards and response times, citizen complaint and feedback records, the diagnostic results, internal audit reports and management review minutes. We help you keep these as working records, so the system survives changes in leadership.

Effivity · ISO and GRC software, included in every engagement
How Effivity helps you fulfil, automate and simplify ISO 18091 and ISO 9001 in local government.
Every Sterling ISO 18091 engagement includes Effivity, the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant configures the workspace within the agreed scope, so documents, risks, audits, nonconformities, complaints, supplier evaluations, training records and management review live in one place, the system runs in daily work and the certification auditor reviews a live system rather than a binder. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

Context, scope and interested parties
The scope statement, the internal and external issues and the interested parties are kept in one register and reviewed on a schedule, so the context stays current as the business changes instead of being rewritten before each audit.
Quality policy, roles and objectives
The policy, the responsibilities and the quality objectives with their measures, owners and dates live where the people who own them work; progress is reported from the system, not from a separate spreadsheet.
Risks and opportunities
A risk and opportunity register with owners, actions and review dates; treatments tracked to closure and brought to management review automatically.
Competence, awareness and documented information
Training and competence records for every person, linked to Sterling Academy; documents with versions, approvals and distribution, so the current version is the only one in use.
Customer requirements, design, suppliers and delivery
Requirement reviews, design controls where they apply, supplier evaluation, production or service delivery, inspection, release, calibration and maintenance, each with its record created as the work is done.
Monitoring, internal audit and management review
Audit programmes, findings and follow-up; customer satisfaction and KPIs on live dashboards; a management review that records its inputs, decisions and actions.
Nonconformity, complaints and corrective action
Raised, investigated and closed with root cause and the evidence that the action worked; recurring issues visible to management before they become a finding.
Your own processes, forms and reports
Forms, fields, workflows and reports adapted to how you work, without code; legal and customer requirements tracked to the processes they affect.
What this means at the audit
The auditor asks for the internal audit programme, the last management review, open nonconformities, citizen complaints and training records. In Effivity each of those is a screen, with dates, owners and evidence attached. After certification, Sustain™ keeps the same workspace running through changes of administration.

FAQs
Frequently asked questions about ISO 18091
Can a local government be certified to ISO 18091?
No. ISO 18091 is a guideline for applying ISO 9001, so a local authority that wants certification is certified to ISO 9001 by an independent, accredited certification body. ISO 18091 helps it get there.
Does ISO 18091 cover ISO 9001:2026?
ISO 18091:2019 was written for ISO 9001:2015 and was confirmed in 2024, before ISO 9001:2026 was published. Use it as guidance, and build your system to the ISO 9001 edition your certification body will audit.
How does ISO 18091 relate to the Sustainable Development Goals?
ISO states that ISO 18091 helps local governments assess their progress across the UN's 17 Sustainable Development Goals. The diagnostic in its annexes supports that assessment.
