ISO/IEC 27011 · Information security controls for telecommunications organisations

ISO 27011 controls and requirements, built for networks that cannot go dark.

ISO/IEC 27011 adds telecommunications guidance to the ISO/IEC 27002 controls: interconnection with other carriers, spam and denial-of-service response, essential communications, equipment rooms and kit on third-party premises. It is guidance, so no certificate is issued against it; operators that need a certificate hold ISO/IEC 27001 and use ISO/IEC 27011 to shape their controls. Sterling's expert and experienced consultants turn the sector guidance into working controls and records. We help our clients put it into practice and prove it.

  • Fixed scope, one proposal: consulting, Effivity software, Sterling Academy access and internal auditor training, as applicable to your standard, in one proposal
  • A team of expert and experienced information security consultants, with ISO/IEC 27001 systems consulting delivered across sectors and countries by a practice at work since 2003
  • The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements. Sterling does not certify; where ISO/IEC 27001 certification is the goal, an accredited body audits and decides

8,100+ client engagements in 60+ countries.

What it is

What is ISO 27011 and what is it used for?

ISO/IEC 27011 is the international guidance on information security controls for telecommunications organisations. It is developed by the joint ISO and IEC committee for information security, cybersecurity and privacy protection, and published in identical form by ITU-T, the telecommunications standardisation arm of the International Telecommunication Union, as Recommendation X.1051. It starts from the ISO/IEC 27002 controls and says where an operator must do more.

Operators need a sector text because their networks interconnect with other carriers, depend on many external parties, mix wired, wireless and broadband technologies and must keep essential communications running in emergencies. Confidentiality there covers the existence, source, destination and timing of communications, not only their content.

Current edition. ISO/IEC 27011:2024, published in March 2024, is the third edition and is aligned with ISO/IEC 27002:2022. It replaced the 2016 edition and its 2018 corrigendum, both now withdrawn. The same text is in force as ITU-T X.1051 (06/2023). No further revision is under way, and as guidance it carries no certificate transition; controls built on the 2016 edition need review against the 2022 control structure.

Who it is for

Who needs ISO 27011?

The guidance is written for telecommunications organisations and their security teams, and is also read by security vendors, auditors, terminal vendors and content providers. Four triggers are common:

  • A wholesale partner or enterprise customer asks how you secure the network. Interconnect and due diligence reviews want sector controls, not generic policies.
  • A tender for network or managed services names ISO/IEC 27001 with telecoms controls. The guidance shows your Statement of Applicability reflects how a carrier operates.
  • Your licence conditions or the telecoms regulator expect demonstrable security management. The guidance is a recognised reference for resilience, incident coordination and privacy of communications.
  • A group company, parent or new owner wants one security baseline across operating companies. Each national operator is then measured the same way.

Requirements

What are the main ISO 27011 requirements?

ISO/IEC 27011 follows the layout of ISO/IEC 27002:2022. After the scope, normative reference, definitions and overview clauses, it walks through the four control themes. Where a general control needs no telecoms detail, it simply points back to ISO/IEC 27002; where it does, it adds sector guidance, and it introduces extra controls marked "TEL" for risks particular to carriers. Being guidance, it asks nothing on its own; your selection is recorded in your ISO/IEC 27001 risk treatment.

  • Organisational controls: sector guidance on the general controls, plus TEL controls for interconnected services, security of service delivery, response to spam and to DoS or DDoS attacks, non-disclosure of communications, essential communications, legality of emergency actions and coordinated incident management.
  • People controls: telecoms guidance on the general people controls; no additional TEL controls are introduced in this theme.
  • Physical controls: guidance on the general controls, plus TEL controls for securing communication centres, equipment rooms and physically isolated operation areas, and for equipment sited in other carriers' premises or at user premises.
  • Technological controls: guidance on the general technical controls, plus a TEL control for the identification and authentication of the carrier by its users.
  • Annex A, network security (informative): additional guidance on measures against network attacks and on security measures for network congestion.

What does useful ISO/IEC 27011 evidence look like?

A Statement of Applicability that shows which TEL controls apply and why; interconnect security terms; spam and DDoS runbooks with records of real events; priority rules for emergency calls; access logs for switching sites and co-located racks; and incident coordination records with partners, all kept in Effivity.

Implementation route

How do you implement ISO 27011?

ISO/IEC 27011 is applied inside an ISO/IEC 27001 information security management system, when assessing risk and choosing controls. Sterling guides the work; any certification decision rests with the certification body.

  1. 01
Fix the scope in network terms.Services, network domains, switching and data sites, co-located equipment, interconnect partners and the customers the scope must satisfy.
  2. 02
Gap analysis: compare current controls with ISO/IEC 27002 and the telecoms guidance. Each general and TEL control is tested against what already runs; actions get owners and dates.
  3. 03
Assess risk and build the sector controls.Network risks assessed, TEL controls included or excluded with reasons in the Statement of Applicability, runbooks written, teams trained.
  4. 04
Operate, audit and review.Controls run and leave records; internal audit covers the TEL controls and management review acts on findings.
  5. 05
Prove it externally.Answer partner and regulator requests with evidence, or proceed to ISO/IEC 27001 certification: the certification body's Stage 1 readiness review, the Stage 2 audit and its decision.

Check the route before you sign. Any offer of an "ISO 27011 certificate" deserves questions: the document is guidance, so ask which standard the certificate names, which body issues it and under what accreditation, and verify the answers with the accreditation body. Accreditation recognition for ISO/IEC 27001 certificates runs through the Global ACI arrangement.

Cost

How much does ISO 27011 implementation cost?

The effort depends on how much of the network is in scope and how mature the existing ISMS is. An operator already certified to ISO/IEC 27001 needs a sector review; a new entrant may need the whole system. Each component is shown under one all-inclusive proposal.

Cost componentWhat affects it
Consulting and implementationExisting ISMS maturity, network domains and sites, the number of TEL controls that apply and whether your team takes the Design™ or Drive™ level of support
Independent certification, if soughtThe certification body's ISO/IEC 27001 audit days for your scope, sites, travel and surveillance
Internal resourcesTime from network operations, security, facilities and legal teams, plus any tooling the treatment plan requires
Software and learningIncluded in a Sterling engagement: Effivity for the ISMS and Sterling Academy access, with users and access period confirmed in the proposal

What moves the price

  • Number of network domains, switching sites and countries
  • Co-located equipment and the number of interconnect partners
  • Whether an ISO/IEC 27001 system already operates
  • Deadlines from tenders, partners or the regulator

What a Sterling proposal always shows

  • Deliverables, assumptions and exclusions in writing
  • Certification-body fees shown separately where certification is sought
  • Effivity, training and Academy access itemised at no additional cost
  • One all-inclusive proposal, with no additions later

Timeline

How long does ISO 27011 implementation take?

Adding the telecoms layer to a running ISMS can move quickly; building the ISMS and the sector controls together through to ISO/IEC 27001 certification typically takes four to nine months. Controls must run long enough to show real events handled.

PhaseWhat determines the pace
Scope and gap analysisAccess to network, facilities and security teams, and decisions on which domains are in scope
Risk assessment and control buildThe number of TEL controls that apply, runbook drafting and agreement with interconnect partners
Operation and evidenceTime for controls to produce records, then internal audit and management review
External proofPartner or regulator timetables, or the certification body's calendar for Stage 1 and Stage 2

FAQs

Frequently asked questions about ISO 27011

Can you get ISO 27011 certified?

No, there is no accredited ISO/IEC 27011 certificate, because the document is guidance, not a requirements standard. What operators obtain is ISO/IEC 27001 certification, with the telecoms controls reflected in their risk treatment and Statement of Applicability.

Is ISO 27011 mandatory for telecom operators?

Not in itself; the ITU-T text states that compliance is voluntary. It becomes an expectation when a licence condition, a regulator, a wholesale partner or a tender refers to it, so check the exact wording of that requirement with your legal advisers.

Is ISO 27011 the same as ITU-T X.1051?

Yes, the two are one common text: ISO/IEC 27011:2024 and Recommendation ITU-T X.1051 (06/2023) share the same title and content.

Does ISO 27011 apply to data centres and managed service providers?

It can, where they run telecommunications services or host carrier equipment. The TEL controls on co-located equipment, interconnection and DDoS response are often relevant.

How do ISO 27011 controls fit into an ISO 27001 Statement of Applicability?

They are added as extra controls beside Annex A, and each is either included with its risk link or excluded with a reason.
