In short

ISO 27001 certification in the UAE at a glance

Five UAE instruments bear on ISO/IEC 27001. Not one of them names it. So why do buyers in the UAE keep asking for the certificate?

Dubai law puts information security on a statutory footing: Law No. (15) of 2024 charges the Dubai Electronic Security Centre (DESC) with developing the Information Security Regulation for government and critical entities, and bars those entities from engaging private electronic security companies that DESC has not certified. Abu Dhabi's Department of Health makes ADHICS mandatory for healthcare facilities, TDRA's Information Assurance Regulation covers critical entities, the Central Bank expects banks' outsourcing providers to maintain appropriate information security, and the federal PDPL requires technical and organisational measures for personal data. None of these names ISO/IEC 27001, yet a certified ISMS is the most practical way to show one management team running one control set against all of them. Certification comes from an accredited certification body; EIAC operates accreditation for information security certification bodies. Sterling implements the ISMS from its Dubai office across the seven emirates, mapping each regulatory overlay into the same control set rather than parallel programmes. The local route and the questions UAE clients ask follow.

The need

Who needs ISO 27001 in the UAE, and what happens without it

In the UAE the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Dubai Government entities, critical entities and their electronic security suppliersDESC develops and oversees the Information Security Regulation, and entities may only engage private electronic security companies certified by DESC; an ISMS supports both.
  • Healthcare facilities and health-IT vendors handling Abu Dhabi health informationADHICS is mandatory and its control domains overlap substantially with an ISMS.
  • Critical entities under the UAE CIIP PolicyThe UAE Information Assurance Regulation sets management and technical security controls.
  • Banks' outsourcing and technology service providersThe CBUAE Outsourcing Regulation requires banks to ensure providers maintain appropriate information security.
  • Any organisation processing personal data under the PDPLThe law requires appropriate technical and organisational security measures.

ISO 27001 requirements in the UAE

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In the UAE these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a UAE company certified

How to get ISO 27001 certified in the UAE

One team from the Dubai office carries the work from scoping to certificate. All seven emirates and the free zones, on-site from Dubai; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27001 and the UAE requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

  • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

Time

How long does ISO 27001 certification take in the UAE?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the UAE these are the factors that set the timeline.

  • Multi-emirate or multi-free-zone scope
  • Existing DESC, ADHICS or UAE IA controls that can be reused
  • Evidence maturity (logs, reviews, internal audit) before stage 2
  • Certification body scheduling around Ramadan and Eid

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in the UAE?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the UAE these factors move both.

  • Number of sites and emirates in scope
  • Headcount and complexity of the IT estate, including cloud and outsourced services
  • Certification body audit fees quoted separately from consulting
  • Mapping to DESC ISR, ADHICS or UAE IA alongside the ISMS

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in the UAE

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the UAE are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in the UAE (5)

InstrumentHow it treats the standard
Law No. (15) of 2024 Concerning the Dubai Electronic Security CentreExpected in practice
DESC develops the Information Security Regulation and certifies electronic security companies; the law does not name ISO/IEC 27001.
Abu Dhabi Healthcare Information and Cyber Security (ADHICS) StandardExpected in practice
Mandatory for Abu Dhabi healthcare facilities; based on international best practice without naming ISO/IEC 27001.
UAE Information Assurance Regulation (TDRA)Expected in practice
Management and technical controls for critical entities.
Outsourcing Regulation for Banks (CBUAE Circular No. 14/2021)Expected in practice
Providers must maintain an appropriate level of information security; no standard cited.
Federal Decree by Law No. (45) of 2021 Concerning the Protection of Personal DataExpected in practice
Requires appropriate technical and organisational measures to secure personal data; does not cite any standard or require certification.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in the UAE

Use a certification body accredited for this standard by EIAC or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its UAE accreditation scope has been verified. Edition and transition details: ISO/IEC 27001 hub →

Audit language

English audits are the norm; agree the audit and document language with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27001 in the UAE: questions clients ask

Is ISO 27001 mandatory in the UAE?

No. None of the instruments checked names ISO/IEC 27001 or mandates certification. The expectation is created indirectly, through DESC, ADHICS, the UAE IA Regulation, CBUAE rules and the PDPL, which expect information security without requiring this certificate. Work out which of them binds your organisation, and what its regulator accepts as evidence.

Does ISO 27001 certification satisfy DESC ISR or ADHICS?

Not by itself. Each regulator keeps its own requirements and its own assessment, so a certificate does not replace them. The controls overlap substantially, though, and one ISMS can carry the mapped controls so that effort is not duplicated. Confirm with each regulator what it will accept.

Can one ISO 27001 certificate cover offices in Dubai and Abu Dhabi?

Possibly, as a multi-site scope run under the certification body's sampling rules. A multi-emirate or multi-free-zone scope is the main thing that shapes the work, so agree the boundary of the scope with the body at application and describe each location plainly.

Which accreditation should our certification body have in the UAE?

One accredited for ISO/IEC 27001 by EIAC, or by another accreditation body within the international mutual recognition arrangements, with a scope that covers your sector. ILAC's EIAC update says EIAC operates accreditation schemes for information security certification bodies. Check the scope document before you engage any body.
