In short

ISO 27701 certification in the UAE at a glance

Three UAE instruments bear on ISO/IEC 27701. Not one of them names it. So why do buyers in the UAE keep asking for the certificate?

Privacy obligations in the Emirates come from three regimes, depending on where a company is established: the federal PDPL (Federal Decree by Law No. (45) of 2021), the DIFC Data Protection Law 2020 for entities in the Dubai International Financial Centre, and the ADGM Data Protection Regulations 2021 in Abu Dhabi Global Market. Each sets its own obligations for controllers and processors, and none offers a certificate of compliance. ISO/IEC 27701 sets requirements for a privacy information management system, with controls for controllers and processors, and is commonly implemented alongside ISO/IEC 27001; it can be certified by an accredited certification body. For groups with entities onshore and in a financial free zone, it offers one auditable framework mapped to all three regimes, while each regulator keeps its own requirements. Sterling's Dubai office builds the privacy programme and its evidence, with Effivity and Sterling Academy included. Local questions follow.

The need

Who needs ISO 27701 in the UAE, and what happens without it

In the UAE the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Onshore controllers and processors under the PDPLThe PDPL requires appropriate security measures and offers no certificate; ISO/IEC 27701 gives an external benchmark.
  • DIFC-incorporated firmsThe DIFC Data Protection Law 2020 applies.
  • ADGM establishmentsThe ADGM Data Protection Regulations 2021 apply.
  • Processors serving international clients from the UAEClients ask for privacy assurance in contracts.

ISO 27701 requirements in the UAE

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In the UAE these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How Sterling gets a UAE company certified

How to get ISO 27701 certified in the UAE

One team from the Dubai office carries the work from scoping to certificate. All seven emirates and the free zones, on-site from Dubai; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27701 and the UAE requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 27701 certification take in the UAE?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the UAE these are the factors that set the timeline.

  • Number of processing activities and entities in scope
  • Existing ISO/IEC 27001 system
  • Mapping across PDPL, DIFC and ADGM regimes

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in the UAE?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the UAE these factors move both.

  • Number of entities and regimes in scope
  • Certification body audit fees quoted separately from consulting
  • Volume of records of processing and vendor reviews

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in the UAE

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the UAE are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27701 in the UAE (3)

    InstrumentHow it treats the standard
Federal Decree by Law No. (45) of 2021 Concerning the Protection of Personal DataExpected in practice
Requires appropriate technical and organisational measures to secure personal data; does not cite any standard or require certification.
Data Protection Law 2020 (DIFC Law No. 5 of 2020)Expected in practice
DIFC privacy regime; does not require certification.
ADGM Data Protection Regulations 2021Expected in practice
ADGM privacy regime; does not require certification.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27701 covers without naming a standard, and ISO/IEC 27701 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in the UAE

Use a certification body accredited for this standard by EIAC or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its UAE accreditation scope has been verified. Edition and transition details: ISO/IEC 27701 hub →

    Audit language

English audits are the norm; agree the audit and document language with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27701 in the UAE: questions clients ask

Does ISO 27701 make us PDPL compliant?

No. A certificate does not equal legal compliance. ISO 27701 evidences a managed privacy programme that is mapped to the law, which is useful support but not a legal conclusion. Treat it as one part of showing how you meet the PDPL, and take advice from counsel on legal questions.

Can one ISO 27701 programme cover onshore and DIFC or ADGM entities?

Yes, if the programme maps its controls to each regime. The PDPL, the DIFC Data Protection Law and the ADGM Data Protection Regulations apply to different entities, so a single programme can span onshore and free-zone entities provided the mapping is explicit for each one. Counsel should confirm which regime applies to each entity.

Do we need ISO 27001 first?

It is often implemented alongside ISO/IEC 27001. Follow the current edition's requirements as the standards hub describes them, and ask your certification body to confirm how they apply in your case before you plan the sequence of work. Whether the two are certified together or one after the other is a point to settle with that body at the outset.
