In short

ISO 22301 certification in the UAE at a glance

One UAE instrument bears on ISO 22301. It does not name the standard. So why do buyers in the UAE keep asking for the certificate?

Business continuity in the Emirates has its own national yardstick. NCEMA, the National Emergency Crisis and Disaster Management Authority, publishes AE/SCNS/NCEMA 7000:2021, the national standard for business continuity management systems, which lists ISO 22301:2019 among its references and applies to organisations of any type operating in the UAE. Banks face a second layer: the Central Bank's Outsourcing Regulation for Banks requires outsourced critical functions to be covered by disaster recovery and business continuity plans. ISO 22301 certification lets an organisation show regulators and customers that continuity is managed as a system — business impact analysis, risk assessment, strategies, exercising and review — rather than as a binder of plans. Certification is granted by an accredited certification body, and Dubai Municipality lists business continuity management systems among EIAC's recognised areas. Sterling's Dubai team aligns the ISO 22301 programme with NCEMA 7000 so that one set of evidence serves both, with Effivity and Sterling Academy included. Local drivers and common questions follow.

The need

Who needs ISO 22301 in the UAE, and what happens without it

In the UAE the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks and their outsourcing providersThe CBUAE Outsourcing Regulation requires outsourced critical functions to be covered by disaster recovery and business continuity plans.
  • Data centre, cloud and managed-service providersCustomers in regulated sectors ask for a tested continuity capability.
  • Financial firms in DIFC and ADGMRegulated firms are expected to manage operational resilience.

ISO 22301 requirements in the UAE

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In the UAE these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

Time

How long does ISO 22301 certification take in the UAE?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the UAE these are the factors that set the timeline.

  • Number of critical activities and sites in scope
  • Completion of business impact analysis and risk assessment
  • Evidence of exercises and tests before stage 2
  • Alignment with NCEMA 7000 where the client reports against it

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in the UAE?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the UAE these factors move both.

  • Number of sites, data centres and critical suppliers in scope
  • Complexity of IT recovery arrangements
  • Certification body audit fees quoted separately from consulting
  • Integration with ISO/IEC 27001 or ISO/IEC 20000-1

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in the UAE

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the UAE are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22301 in the UAE (2)

    InstrumentHow it treats the standard
Outsourcing Regulation for Banks (CBUAE Circular No. 14/2021)Expected in practice
Outsourced critical functions must be covered in disaster recovery and business continuity plans; no standard cited.
EIAC recognition for business continuity management system certification body accreditationMarket driver
Dubai Municipality lists business continuity management systems among EIAC's recognised areas.

"Expected in practice" means the instrument asks for the outcomes ISO 22301 covers without naming a standard, and ISO 22301 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in the UAE

Use a certification body accredited for this standard by EIAC or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its UAE accreditation scope has been verified. Edition and transition details: ISO 22301 hub →

    Audit language

English audits are the norm; agree the audit and document language with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 22301 in the UAE: questions clients ask

What is the difference between NCEMA 7000 and ISO 22301?

NCEMA 7000 is described as the UAE national business continuity standard, and its references are understood to include ISO 22301:2019, but that point is unconfirmed because the text was seen only in a copy hosted by ENEC. Confirm it with NCEMA. ISO 22301 itself can be certified by accredited bodies.

Do UAE banks need ISO 22301?

Not as a certification requirement. The CBUAE Outsourcing Regulation for Banks (Circular No. 14/2021) requires outsourced critical functions to be covered by disaster recovery and business continuity plans, but it cites no standard and does not mandate certification. A bank may still ask suppliers for evidence, so check its contract.

Is an exercise or test needed before certification?

Yes. Evidence of exercising and testing is part of the audit, so plans that have never been tried are unlikely to satisfy it. Run your exercises, record the outcomes and show what you changed as a result, ahead of the certification audit.

Can ISO 22301 be combined with ISO 27001?

Yes. The two standards share risk and incident processes, which lets one set of arrangements support both. An integrated audit is possible under the certification body's rules, so ask the body how it handles a joint programme and whether one visit can cover both.
