ISO 22000 certification in Taiwan at a glance
In Taiwan, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Food safety certification in Taiwan has a legal frame that most countries lack. The Act Governing Food Safety and Sanitation requires food businesses in designated categories to meet the food safety control system and to obtain certification of their sanitation and safety management systems from institutions the Ministry of Health and Welfare accredits, and the certification regulations bar a body from accepting an applicant it is linked to. ISO 22000 sits beside that frame as the international standard for a food safety management system, and the Taiwan Accreditation Foundation lists it among the schemes it accredits. The certificate is issued by an accredited certification body, never by Sterling. Sterling builds the system for Taiwanese food processors, packaging suppliers and exporters from its Tokyo office, with 20+ years and 8,100+ client engagements in 60+ countries behind it and Effivity and Sterling Academy included with the engagement.
Who needs ISO 22000 in Taiwan, and what happens without it
In Taiwan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food manufacturers and processorsDesignated food businesses must run the food safety control system and obtain certification of their sanitation and safety management systems.
- Ingredient, packaging and food service suppliersTheir customers ask for a recognised food safety management certificate.
- Food exportersImporting buyers set the certificate they accept, and ISO 22000 is a standard choice.
- Businesses building on an existing HACCP systemISO 22000 wraps hazard control inside a management system with objectives, audit and review.
Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.
In Taiwan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How long does ISO 22000 certification take in Taiwan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Taiwan these are the factors that set the timeline.
- Whether the business falls in a designated category and scale
- Prerequisite programmes and HACCP plan maturity
- Number of sites and product groups in scope
- Certification body availability
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22000 certification cost in Taiwan?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Taiwan these factors move both.
- Number of sites and production lines in scope
- Monitoring, laboratory and hygiene upgrades
- Certification body fees quoted separately from consulting
- Combination with the legal food safety control system
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22000 consultants and certification bodies in Taiwan
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Taiwan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

| Instrument | How it treats the standard |

Accreditation, audit language and remote audits in Taiwan
Use a certification body accredited for ISO 22000 by the Taiwan Accreditation Foundation, which lists the standard among its schemes, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). For the certification duty under the Act, the certification regulations expect accreditation under ISO/TS 22003 and the Ministry of Health and Welfare decides which institutions are accredited; confirm the route with the Ministry. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 22000 hub →
Audit language
Mandarin Chinese is the working language of most organisations in Taiwan and the Chinese text of a statute prevails over its English version; agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.
Remote and on-site
Document review and some interviews can run remotely at the certification body's discretion; production floors, laboratories and service sites in scope are normally visited on-site.
ISO 22000 in Taiwan: questions clients ask
Is ISO 22000 certification required by Taiwanese law?
The Act Governing Food Safety and Sanitation requires designated food businesses to obtain certification of their sanitation and safety management systems, but it does not name ISO 22000. The Ministry of Health and Welfare designates the categories and accredits the certifying institutions. Ask the Ministry whether your category is designated and which certification route counts.
Who accredits ISO 22000 certification bodies in Taiwan?
The Taiwan Accreditation Foundation lists ISO 22000 certification among its accredited schemes. For the Act's own certification duty, the certification regulations expect a body to hold accreditation under ISO/TS 22003 from a member of the international accreditation arrangements. Check which of these your customer or the Ministry expects, and read the body's accreditation scope.
How does ISO 22000 relate to the legal HACCP system?
They are related but separate. The Regulations on Food Safety Control System set a legal HACCP duty for designated businesses, while ISO 22000 is a voluntary international standard for a food safety management system. Many companies use the standard to organise the legal system. Keep the legal records intact and ask the Ministry how certification interacts with your duties.
What stops a certification body auditing a food business it is linked to?
A conflict rule. Under the certification regulations, where a director, supervisor, manager or authorised signatory of a certification body also holds a related position in a food business applying for certification, the body must not accept that business's application. Check your certification body's ownership and management for any such link before you apply, because the body could not accept your application.
