FSSC 22000 certification in Taiwan at a glance
In Taiwan, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Global food buyers expect a recognised scheme certificate from their suppliers, and FSSC 22000 is one of the most requested. Foundation FSSC, an independent not-for-profit, governs a certification scheme aligned with the ISO management system approach and monitors its licensed certification bodies through an integrity programme. The Taiwan Accreditation Foundation lists FSSC 22000 among the schemes it accredits, while Taiwan's Act Governing Food Safety and Sanitation separately requires designated food businesses to meet the food safety control system and obtain certification from institutions accredited by the health authority. The two routes sit side by side. The FSSC 22000 certificate is issued by a licensed, accredited certification body, never by Sterling. Sterling prepares Taiwanese food manufacturers, packaging makers and exporters from its Tokyo office, with Effivity and Sterling Academy included with the engagement.
Who needs FSSC 22000 in Taiwan, and what happens without it
In Taiwan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food and beverage manufacturers supplying global retailers and brandsLarge food buyers commonly require a recognised food safety scheme certificate.
- Packaging and ingredient suppliersFSSC schemes support the consumer goods industry and its related supply chains.
- Designated food businesses already under the food safety control rulesThe Act's certification duty for designated businesses sits beside any private scheme certificate.
- Exporters of processed foodsImporting customers set the scheme they accept, and it is often a recognised private scheme.

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.
In Taiwan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

How long does FSSC 22000 certification take in Taiwan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Taiwan these are the factors that set the timeline.
- Prerequisite programmes and food safety plan maturity
- Number of food categories and sites in scope
- Additional scheme requirements such as food defence and fraud
- Certification body availability
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does FSSC 22000 certification cost in Taiwan?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Taiwan these factors move both.
- Number of sites and product lines in scope
- Laboratory, monitoring and hygiene upgrades
- Certification body audit fees quoted separately from consulting
- Combination with the legal food safety control system
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
FSSC 22000 consultants and certification bodies in Taiwan
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Taiwan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Taiwan
Use a certification body accredited for this standard by the Taiwan Accreditation Foundation (TAF) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. TAF's published scheme for management system certification bodies names this standard. No body is named here unless its accreditation scope has been verified. Audit language
Mandarin Chinese is the working language of most organisations in Taiwan and the Chinese text of a statute prevails over its English version; agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.
Remote and on-site
Document review and some interviews can run remotely at the certification body's discretion; production floors, laboratories and service sites in scope are normally visited on-site.
FSSC 22000 in Taiwan: questions clients ask
Does Taiwanese law require FSSC 22000?
No. The Act Governing Food Safety and Sanitation requires designated food businesses to comply with the food safety control system and obtain certification of their sanitation and safety management systems from institutions accredited by the central authority, and it does not name FSSC 22000. The scheme is a customer-driven choice. Ask the Ministry of Health and Welfare whether your category is designated.
Who accredits FSSC 22000 certification bodies in Taiwan?
The Taiwan Accreditation Foundation lists FSSC 22000 certification among its accredited schemes. Foundation FSSC also licenses certification bodies and monitors them through its integrity programme. Before you contract a body, check its accreditation scope and its licence under the scheme, so that the certificate you receive is the one your customers will recognise.
How does FSSC 22000 relate to ISO 22000?
FSSC 22000 is a certification scheme aligned with the ISO management system approach, and Foundation FSSC governs it separately from ISO. TAF lists both as accredited schemes. Many food buyers name the scheme they accept, so ask your customers which one they want before choosing, since the extra scheme requirements add preparation work.
Does an FSSC 22000 certificate cover the legal HACCP duty?
Do not assume so. The Regulations on Food Safety Control System set a legal duty for designated businesses, and the Act's certification route is separate from a private scheme. Ask the Ministry of Health and Welfare how a scheme certificate relates to your obligations, and keep the legal system documented even where FSSC covers similar ground.
