In short

ISO 22000 certification in Singapore at a glance

In Singapore, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Food businesses that already hold a HACCP plan often reach a point where customers want to see the management system around it, and ISO 22000 is the international answer. It combines hazard analysis and prerequisite programmes with leadership, risk-based planning, communication through the food chain, internal audit and management review. The Singapore Accreditation Council runs a Food Safety Management System accreditation programme for certification bodies, and its food sector guidance names ISO 22000 alongside HACCP among the certifications it covers. ISO 22000 on its own is not GFSI-recognised; where a buyer insists on a GFSI scheme, FSSC 22000 builds on the same base, so an ISO 22000 system is a natural first step. No Singapore regulation requiring ISO 22000 was identified; the demand comes from customers and export markets. Certification is issued by an accredited certification body. Sterling implements the system from its Singapore office with Effivity and Sterling Academy included. Questions local food businesses ask follow.

The need

Who needs ISO 22000 in Singapore, and what happens without it

In Singapore the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers with an existing HACCP planISO 22000 adds a management-system layer.
  • Ingredient suppliers to regional brandsCustomers ask for an audited food safety management system.
  • Food logistics and storage operatorsFood safety controls extend through the chain.

Requirements

ISO 22000 requirements in Singapore

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Singapore these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

Time

How long does ISO 22000 certification take in Singapore?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Singapore these are the factors that set the timeline.

  • Existing HACCP plan and prerequisite programmes
  • Number of product categories and sites
  • Management review and internal audit completed

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Singapore?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Singapore these factors move both.

  • Number of sites and product lines
  • Certification body audit fees quoted separately from consulting
  • Infrastructure gaps against prerequisite programmes

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Singapore

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Singapore are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Singapore

Use a certification body accredited for this standard by the Singapore Accreditation Council (SAC) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 22000 hub →

Audit language

English audits are the norm; agree the audit and document language with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 22000 in Singapore: questions clients ask

Is ISO 22000 GFSI-recognised?

Not by itself. ISO 22000 alone is not GFSI-recognised; FSSC 22000, which is built on it, is. If a buyer insists on a GFSI-recognised scheme, you will need the FSSC route instead of, or on top of, an ISO 22000 certificate.

Can we upgrade from HACCP to ISO 22000?

Yes. The HACCP plan you already operate becomes part of the wider system, which adds a management-system layer on top of it. The upgrade builds on what you already operate rather than replacing it, so keep the plan and extend the system around it.

Is SAC-accredited ISO 22000 certification available?

Yes. SAC runs an accreditation programme for Food Safety Management System certification bodies, so the certificate can come from a body accredited by Singapore's national accreditation body. There is no mandate behind it, so it is a market choice. Check the body's scope covers your food category.
