SOC 2 attestation in Singapore at a glance

One Singapore instrument bears on SOC 2. It does not name the standard. So why do buyers in Singapore keep asking for the report?

A US enterprise customer's security questionnaire often ends with one request to a Singapore SaaS or cloud provider: please share your SOC 2 report. That report is an attestation rather than a certificate. It is issued by a licensed CPA firm under AICPA standards, which tests the provider's controls against the trust services criteria for the categories chosen — security always, with availability, processing integrity, confidentiality and privacy added where customers need them. A Type 1 report looks only at how controls are designed on one date; a Type 2 report also tests whether they worked throughout an observation period. No Singapore regulator issues or requires SOC 2. Local buyers more often look for the IMDA's MTCS SS 584 for cloud services, an ISO/IEC 27001 certificate, or evidence that meets MAS outsourcing expectations, so many providers run SOC 2 alongside them and reuse one evidence set. Sterling prepares the control set, policies and evidence from its Singapore office and supports the CPA firm's fieldwork, with Effivity and Sterling Academy included. Questions Singapore providers ask follow.

The need

Who needs SOC 2 in Singapore, and what happens without it

In Singapore the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • SaaS and cloud providers selling to US enterprise customersUS buyers commonly request a SOC 2 report in procurement.
  • Technology providers to banks and merchant banksMAS outsourcing guidelines set risk management practices for outsourced relevant services.
  • Cloud service providers already holding MTCS or ISO/IEC 27001One evidence set can serve SOC 2 and local schemes.

SOC 2 requirements in Singapore

Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.

You describe your system accuratelyA system description sets out your services, infrastructure, people, data and the boundaries of what the report covers.
Security is designed inControls protect the system against unauthorised access and use; security is the one category every SOC 2 report includes.
Access is granted on need and reviewedLogical and physical access is approved on need, removed when no longer required and reviewed regularly.
Changes and operations are controlledSystem changes are authorised and tested, and operations are monitored so incidents are detected and handled.
Risks and vendors are assessedRisks to your commitments, including those coming from vendors and business partners, are assessed and acted on.
Controls work over timeFor a Type 2 report, a licensed CPA firm tests that the controls operated effectively across the review period.

In Singapore these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

How Sterling gets a Singapore company ready for its SOC 2 report

How to get a SOC 2 report in Singapore

    Time

How long does SOC 2 attestation take in Singapore?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Singapore these are the factors that set the timeline.

    • Type 1 versus Type 2 and the length of the observation period
    • Number of trust services categories in scope
    • Maturity of control evidence

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

    Cost

How much does SOC 2 attestation cost in Singapore?

The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Singapore these factors move both.

    • Number of trust services categories and systems in scope
    • CPA firm fees quoted separately from consulting
    • Tooling for evidence collection

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

    Choosing a partner

SOC 2 consultants and auditors in Singapore

Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

    • Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
    • Ask the consultant how the local requirements in Singapore are mapped into the same system, so nothing runs twice.
    • Ask for client references in your sector; Sterling’s client letters are available on request.
    • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive SOC 2 in Singapore (2)

      InstrumentHow it treats the standard
      AICPA SOC 2 examinationAttestation framework
CPA examination of controls at a service organisation relevant to security, availability, processing integrity, confidentiality or privacy, using the trust services criteria.
Guidelines on Outsourcing (Banks) (MAS)Expected in practice
Banks manage the risk of outsourced relevant services; SOC 2 not cited on the page.

"Expected in practice" means the instrument asks for the outcomes SOC 2 covers without naming a standard, and SOC 2 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Singapore

Attestation, not certification: the SOC 2 report is issued by a licensed CPA firm under AICPA standards. No firm is named here unless verified. Edition and transition details: SOC 2 hub →

      Audit language

      Reports are issued in English.

      Remote and on-site

CPA firms commonly perform fieldwork remotely with system access; on-site visits at the firm's discretion.

SOC 2 in Singapore: questions clients ask

      Is SOC 2 a certification?

No. It is an attestation, not a certification: a licensed CPA firm issues a report on your controls under AICPA standards. Nobody certifies you; the report tells readers what the examiner found. Be careful with any wording that suggests otherwise, especially in marketing material.

      Does MAS require SOC 2?

No MAS instrument checked names SOC 2. Banks set their own assurance requirements for providers under the Guidelines on Outsourcing (Banks), so a bank may ask for it, ISO/IEC 27001 or something else. Ask each bank what it expects of you.

SOC 2, ISO 27001 or MTCS for a Singapore cloud provider?

They serve different buyers. SOC 2 mainly reassures US customers, while ISO/IEC 27001 and MTCS speak to local and regional buyers. One control set can serve all three, so build the controls once and choose the reports your pipeline actually demands.
