In short

FSSC 22000 certification in Singapore at a glance

In Singapore, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Export contracts and multinational brand owners tend to ask a Singapore food manufacturer the same question: is your certification GFSI-recognised? FSSC 22000 is, and Foundation FSSC builds it on ISO 22000 with sector-specific prerequisite programmes and additional scheme requirements. Many local plants already run a HACCP-based system or ISO 22000; the Singapore Accreditation Council lists both Food Safety Management System and HACCP Management System accreditation programmes for certification bodies, so the hazard analysis groundwork often exists. Moving to FSSC 22000 then means closing the gaps against the sector PRPs, food defence, food fraud and the scheme's additional requirements rather than starting again. Certificates are issued only by certification bodies licensed by Foundation FSSC and accredited for the scheme; no Singapore regulation requiring FSSC 22000 was identified, so the requirement comes from the customer. Sterling's Singapore office carries out the gap assessment and implementation, with Effivity and Sterling Academy training included. Local questions follow.

The need

Who needs FSSC 22000 in Singapore, and what happens without it

In Singapore the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers exporting or supplying multinational brandsBuyers ask for GFSI-recognised certification.
  • Food packaging and ingredient manufacturersBrand owners extend scheme requirements to their supply chain.
  • Manufacturers with an existing HACCP or ISO 22000 systemSAC accredits food safety and HACCP certification; FSSC builds on ISO 22000.

FSSC 22000 requirements in Singapore

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Singapore these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Singapore?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Singapore these are the factors that set the timeline.

  • Existing HACCP or ISO 22000 system
  • Number of production lines and product categories
  • PRP and food defence evidence before the audit

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Singapore?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Singapore these factors move both.

  • Number of sites and product categories
  • Certification body audit fees quoted separately from consulting
  • Infrastructure gaps found against sector PRPs

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Singapore

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Singapore are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

FSSC 22000 in Singapore: questions clients ask

Is FSSC 22000 required by Singapore regulation?

No regulation has been identified that requires it; the driver is the buyer. Since FSSC 22000 is recognised by GFSI, it is a commercial requirement rather than a legal one, so check what your customers ask for before assuming a legal obligation.

Can we move from ISO 22000 to FSSC 22000?

Yes, and it is a natural step. FSSC 22000 builds on ISO 22000 by adding sector prerequisite programmes and further scheme requirements, and Foundation FSSC owns the scheme. A site with a working ISO 22000 system already has the management-system core and mainly needs to close those additions.

    Who can issue the certificate?

Only a certification body licensed by Foundation FSSC and accredited for the scheme. A body without that licence cannot issue it. Ask any body you are considering to show both its licence and its accreditation, and the scope covering your food category.
