ISO 22000 certification in Portugal at a glance
In Portugal, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Food safety in Portugal starts with HACCP. The Direção-Geral de Alimentação e Veterinária explains that, under Regulation (CE) n.º 852/2004, every food business operator keeps permanent procedures based on its principles, and it points smaller businesses to the European Commission's notice on flexible implementation. ISO 22000 wraps that duty in a management system with leadership, planning, internal audit and improvement, which exporters and suppliers in an industry Portugal Global describes as spanning the whole value chain often need to show. Certificates are issued by bodies accredited by IPAC, never by Sterling. Sterling's Enschede office builds the prerequisite programmes, hazard analysis, traceability and recall procedures, with Effivity and Sterling Academy included in the engagement. Legal duties remain a matter for DGAV or your counsel.
Who needs ISO 22000 in Portugal, and what happens without it
In Portugal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food manufacturers wanting a management-system layer above HACCPDGAV expects HACCP-based procedures, and ISO 22000 organises them within a food safety management system.
- Ingredient, packaging and logistics suppliers to the food chainPortugal Global describes an industry spanning the whole value chain, so suppliers are drawn into customers' safety requirements.
- Caterers and food service operators with multiple sitesA single system gives consistent controls across kitchens and locations.
- Exporters needing a recognised international standardBuyers outside Portugal look for certificates from accredited bodies.

Take the ISO 22000 readiness checkISO 22000 requirements in Portugal
Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.
In Portugal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How long does ISO 22000 certification take in Portugal?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Portugal these are the factors that set the timeline.
- Food categories and number of production or kitchen sites
- Maturity of prerequisite programmes and HACCP
- Traceability and recall readiness
- Certification body scheduling around production seasons
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22000 certification cost in Portugal?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Portugal these factors move both.
- Size of the sites and process complexity
- Remediation of prerequisite programmes and records
- Certification body audit fees, quoted separately from consulting
- Monitoring, testing and training effort
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22000 consultants and certification bodies in Portugal
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Portugal are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Portugal
Choose a certification body accredited for ISO 22000 by IPAC, Portugal's national accreditation body, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Check that the body's accreditation scope covers the standard and your sector. No body is named here. Edition and transition details: ISO 22000 hub →
Audit language
Portuguese is the official language and English is widely used in international business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.
Remote and on-site
Stage 1 and stage 2 audits are normally on site because production, hygiene and storage areas must be seen; document review can be partly remote.
ISO 22000 in Portugal: questions clients ask
How does ISO 22000 relate to the HACCP duty in Portuguese law?
ISO 22000 builds the HACCP principles into a wider management system. DGAV says food business operators must maintain permanent procedures based on those principles under Regulation (CE) n.º 852/2004, and the standard adds leadership, planning, audit and improvement around them. The legal duty applies whether or not you certify.
Is ISO 22000 certification required by Portuguese food law?
No. DGAV's guidance on food safety management refers to HACCP-based procedures and does not mention a third-party certificate. ISO 22000 is a voluntary standard that customers or export buyers may require. Check the contract or supplier manual, and put legal questions to DGAV or your counsel.
Which Portuguese body accredits ISO 22000 certifiers?
IPAC, the national accreditation body, which the EA directory lists as an MLA signatory with a management system certification scope. Accreditation is scope specific, so confirm that the certification body's IPAC scope covers food safety management and the food category you produce before you commit to an audit date.
Does ISO 22000 suit smaller Portuguese food businesses?
It can, but proportionality matters. DGAV points businesses to the European Commission's notice, which allows flexibility in applying HACCP-based procedures for some food businesses. A small producer should first make sure the legal duty is met, then decide whether a customer or market really needs a certified management system.
