In short

FSSC 22000 certification in Portugal at a glance

In Portugal, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Food safety law in Portugal rests on HACCP, and the Direção-Geral de Alimentação e Veterinária says every food business operator must maintain permanent procedures based on its principles under Regulation (CE) n.º 852/2004, without asking for a third-party certificate. FSSC 22000 goes further, which is why retailers and brand owners ask for it, and why producers in an industry Portugal Global describes as dynamic across its whole value chain consider it. The certificate comes from a body authorised under the scheme owner's rules and accredited by IPAC, never from Sterling. Sterling's Enschede office assesses prerequisite programmes, HACCP, food defence and fraud controls, and rehearses the audit with Effivity and Sterling Academy included in the engagement. Customer scheme requirements vary, so confirm them early.

The need

Who needs FSSC 22000 in Portugal, and what happens without it

In Portugal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food and beverage manufacturers supplying retailers and brand ownersPortugal Global presents food and beverage as a dynamic industry across the whole value chain, and retail customers commonly ask for a recognised food safety scheme.
  • Exporters of Portuguese food productsExport customers outside the country look for a scheme their own buyers recognise, beyond the national hygiene rules.
  • Producers already running HACCP and ISO 22000DGAV expects HACCP-based procedures, and the scheme builds on that base with additional requirements.
  • Packaging and ingredient suppliers to food makersCustomers push food safety requirements down the supply chain to their suppliers.

Requirements

FSSC 22000 requirements in Portugal

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Portugal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Portugal?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Portugal these are the factors that set the timeline.

  • Food category and number of production sites
  • Maturity of prerequisite programmes, HACCP and food defence and fraud controls
  • Customer-specific requirements
  • Certification body scheduling around production seasons

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Portugal?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Portugal these factors move both.

  • Size of the sites and complexity of the process
  • Remediation of prerequisite programmes and documentation
  • Certification body audit fees, quoted separately from consulting
  • Environmental monitoring and testing programmes

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Portugal

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Portugal are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

IPAC's general regulation describes it as the national accreditation body under Regulation (EC) No 765/2008, covering testing and calibration laboratories, clinical laboratories, inspection, certification, validation and verification bodies.
    EA directory entry for IPACRecognition
The European co-operation for Accreditation lists IPAC as an MLA signatory with scopes that include management system certification, product certification, certification of persons, inspection, calibration, testing and validation and verification.

Accreditation, audit language and remote audits in Portugal

Choose a certification body that is authorised under the scheme owner's rules for FSSC 22000 and accredited by IPAC or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Confirm both the scheme authorisation and the accreditation scope before you apply. No body is named here. Edition and transition details: FSSC 22000 hub →

    Audit language

Portuguese is the official language and English is widely used in international business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.

    Remote and on-site

Audits are on site because production areas, hygiene controls and storage must be observed; document review can be remote.

FSSC 22000 in Portugal: questions clients ask

Does Portuguese food law require FSSC 22000?

No. DGAV's guidance, based on Regulation (CE) n.º 852/2004, says food business operators must run permanent procedures based on HACCP principles; it does not mention a third-party certificate. FSSC 22000 is a voluntary scheme that customers often ask for. Check any specific retailer or brand-owner requirement, and ask DGAV about legal duties.

What does a Portuguese food business need before FSSC 22000?

A working HACCP system, because DGAV expects procedures based on the HACCP principles in every food business. The scheme builds on that foundation with prerequisite programmes and extra requirements. If hygiene basics and HACCP records are weak, fix them first, otherwise the certification audit is likely to expose them.

Who accredits FSSC 22000 certification bodies in Portugal?

IPAC accredits certification bodies nationally, and the EA directory lists it as an MLA signatory with a management system certification scope. FSSC 22000 also requires authorisation under the scheme owner's rules, so confirm both the scheme approval and the IPAC scope for food safety before you apply.

How does Portugal Global describe the food and beverage industry?

As a robust, dynamic industry covering the whole value chain, supported by industry associations and collaborative research laboratories. That broad base means many producers sell to retailers and brand owners who set their own safety scheme requirements. FSSC 22000 is one route buyers recognise, but each customer decides which schemes it accepts.
