HACCP certification in Portugal at a glance
In Portugal, HACCP is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
HACCP in Portugal is a legal duty before it is a certification topic. The Direção-Geral de Alimentação e Veterinária explains that, under Regulation (CE) n.º 852/2004, food business operators create, apply and maintain permanent procedures based on the HACCP principles, and it points small businesses to the European Commission's notice on proportionate implementation. Beyond the law, customers in an industry Portugal Global describes as dynamic across its whole value chain ask for evidence that the system works. Where a certificate is wanted, it comes from a body accredited by IPAC, never from Sterling. Sterling's Enschede office carries out the hazard analysis, defines critical control points and monitoring, builds records and trains the HACCP team, with Effivity and Sterling Academy included with the engagement. DGAV or your counsel can confirm how the duty applies to your business.
Who needs HACCP in Portugal, and what happens without it
In Portugal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Every food business operatorDGAV says operators create, apply and maintain permanent procedures based on the HACCP principles under Regulation (CE) n.º 852/2004.
- Micro and small food businesses seeking proportionate implementationDGAV points to the European Commission's notice on implementing food safety systems, which includes flexibility for some businesses.
- Food and beverage manufacturers and exportersPortugal Global presents the industry as dynamic across the whole value chain, and customers ask to see HACCP records and audits.
- Caterers, distributors and storage operatorsThe duty covers food business operators generally, not only manufacturers.
Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.
Take the HACCP readiness checkHACCP requirements in Portugal
Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.
In Portugal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

How long does HACCP certification take in Portugal?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Portugal these are the factors that set the timeline.
- Product range, processes and number of sites
- Quality of prerequisite programmes and monitoring records
- Whether the business is small enough to use the simplified approach DGAV describes
- Customer or retailer requirements for certification
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does HACCP certification cost in Portugal?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Portugal these factors move both.
- Number of process lines and hazards to analyse
- Monitoring equipment, calibration and testing
- Training of the HACCP team and operators
- Optional certification body fees
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
HACCP consultants and certification bodies in Portugal
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Portugal are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Portugal
Where a customer wants third-party proof of HACCP, certification is voluntary and issued by a certification body accredited for the relevant scope by IPAC, Portugal's national accreditation body, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Agree with the customer which scheme it recognises first, and check the body's accreditation scope. No body is named here. Edition and transition details: HACCP hub →
Audit language
Portuguese is the official language and English is widely used in international business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.
Remote and on-site
Hazard analysis and documentation can be remote; verification of controls and records happens on site.
HACCP in Portugal: questions clients ask
Is HACCP compulsory for food businesses in Portugal?
Yes. DGAV says that, under Regulation (CE) n.º 852/2004, food business operators create, apply and maintain permanent procedures based on the HACCP principles. The duty is a legal one and does not depend on holding a certificate. How it applies to a particular business is for DGAV or your counsel to confirm.
Do small food businesses get a lighter HACCP approach in Portugal?
DGAV refers businesses to the European Commission's notice on food safety management systems, which covers good hygiene practice and HACCP-based procedures, including facilitation and flexibility for certain businesses. The principles still apply, but the way they are documented can be proportionate. Ask DGAV what it accepts for your type of business.
Does Portugal issue a HACCP certificate?
DGAV's guidance describes a duty to apply HACCP-based procedures and does not mention a certificate. Where a customer wants third-party proof, certification is voluntary and comes from a certification body accredited by IPAC, never from Sterling. Agree with the customer which scheme it recognises before paying for any audit.
What do Portuguese customers expect to see from a HACCP system?
Documented hazard analysis, critical control points with limits and monitoring, corrective actions, verification and records. Portugal Global describes a food industry spanning the full value chain, so expectations range from local retailers to export buyers. Each customer sets its own audit rules, so ask for the supplier manual first.
