ISO and GRC certification in Kuwait at a glance

Kuwait's certification and compliance demand starts with the Central Bank of Kuwait. Its Cybersecurity Framework for the Kuwaiti Banking Sector refers to ISO 27001, ISO 22301 and ISO 31000 and lists PCI-DSS among the practices to follow, and its Cyber and Operational Resilience Framework adds third-party risk baselines and assessments by a CBK-approved assessor. The Communication & Information Technology Regulatory Authority (CITRA) issued the Data Privacy Protection Regulation and licenses cloud computing providers. The Public Authority for Food and Nutrition handles food surveillance and imports, the Environment Public Authority administers the Environment Protection Law, and the Kuwait Anti-Corruption Authority (Nazaha) was created by Law No. 2 of 2016. Demand runs through banking and payments, oil, gas and petrochemicals, government suppliers, construction, telecoms and cloud services, healthcare supply, and food distribution. The GCC Accreditation Center (GAC) serves Kuwait, and the Public Authority for Industry supervises accreditation nationally. Certificates come from accredited certification bodies, never from Sterling. Sterling serves Kuwait from its Dubai office, bringing 20+ years and 8,100+ client engagements in 60+ countries, with Effivity and Sterling Academy included in the engagement.

Regulators and laws that drive certification in Kuwait (9)

Law or regulatorWhat it asks forStandards it cites
Data Privacy Protection Regulation
Communication & Information Technology Regulatory Authority (CITRA)
CITRA publishes the resolution on its own legal-references page, and the text describes its scope as the public and private sectors in the State of Kuwait. Which entities CITRA binds directly, and how it is enforced, should be confirmed on the official text with counsel before any detail is quoted. The resolution does not mention ISO standards.
Central Bank of Kuwait (CBK)
Banks, finance companies, exchange companies, investment companies and companies subject to the payments regulations
Cybersecurity Framework for the Kuwaiti Banking Sector (CBK, February 2020) — applies to Kuwaiti banks, foreign banks, finance companies, exchange companies, investment companies and companies subject to the payments regulations (Law 20 of 2014 Chapter 6); refers to ISO 27001, ISO 22301 and ISO 31000 and lists the Payment Card Industry Data Security Standard (PCI-DSS) among the practices to follow.ISO/IEC 27001, ISO 22301, PCI DSS
Central Bank of Kuwait (CBK)
Kuwaiti and foreign banks, exchange, finance, e-payment, credit information and open banking companies
Cyber and Operational Resilience Framework (CORF), announced by CBK in December 2025 — described by CBK as a move from foundational cybersecurity compliance under the 2020 framework to a resilience-first, maturity-oriented model; includes third-party risk management baselines and requires third-party assessments by a CBK-approved assessor; names PCI-DSS and ISO27K only in the context of its assessor qualification programme; mandates no specific certificate.ISO/IEC 27001, PCI DSS
Central Bank of Kuwait (CBK)
Electronic payment service providers, e-money providers, payment system operators and local banks
Instructions for Regulating the Electronic Payment of Funds (May 2023) — requires implementation of international principles and standards for protecting the confidentiality and privacy of customers' banking, financial and personal data; does not name PCI DSS or ISO/IEC 27001.
Communication & Information Technology Regulatory Authority (CITRA)
Telecommunications, information technology and cloud computing service providers
CITRA regulates and licenses the sector, publishes a list of companies licensed as cloud computing service providers, issued the Data Privacy Protection Regulation, and describes its role in national cybersecurity under the National Cybersecurity Strategy; its cybersecurity page does not reference ISO standards.
Public Authority for Food and Nutrition (PAFN)
Food producers, importers and food establishments
PAFN lists Law No. 112 of 2013 establishing the Authority, the Food Surveillance Regulation (Ministerial Resolution No. 20 of 2017) and the Imported Food Regulation (Ministerial Resolution No. 6 of 2023); its Halal Food Import Guide asks exporting countries to certify that food establishments are supervised and implement approved food safety and quality programmes, without naming HACCP, ISO 22000 or FSSC 22000.
Environment Public Authority (EPA)
Industry, oil and gas, construction and any activity with an environmental impact
Law No. 42 of 2014 promulgating the Environment Protection Law, as amended by Law No. 99 of 2015 — establishes the Environment Public Authority and defines environmental auditing as assessment procedures carried out by specialised environmental consulting firms to identify compliance gaps; does not name ISO 14001.
Kuwait Anti-Corruption Authority (Nazaha)
Public bodies, contractors and private business dealing with the public sector
Law No. 2 of 2016, Establishment of Kuwait Anti-Corruption Authority — creates the national anti-corruption body; the text was not read for any reference to anti-bribery or compliance management standards.
Ministry of Electricity (code developed by the Kuwait Institute for Scientific Research, KISR)
Buildings, facilities and energy users
Energy Conservation Code of Practice — covers thermal insulation of walls and roofs, glazing areas, ventilation rates and lighting and air conditioning specifications; the KISR page read does not mention energy management systems or ISO 50001.

Accreditation and recognition

  • GCC Accreditation Center (GAC): Multi-economy accreditation body serving Saudi Arabia, Bahrain, Kuwait, Oman, Qatar, the United Arab Emirates and Yemen; accredits management system certification bodies (ISO/IEC 17021-1), product certification bodies, testing and calibration laboratories, medical laboratories and inspection bodies.
  • Public Authority for Industry (PAI) — Industrial Standards and Services Sector: National standards body (Kuwait's ISO member body) that also describes itself as supervising accreditation as a national body, registering conformity assessment bodies in Kuwait and verifying their accreditation certificates; operates six quality laboratories.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Ministry of Health supplier register of non-medical material and works (Ministry of Health): Registration asks for a request letter, articles of incorporation, a Chamber of Commerce registration certificate, a civil ID for the company, a certificate of national employment percentage, a bank guarantee and agent documentation. The service page does not list ISO or quality certificates.
  • KNPC contractor prequalification (PQ) (Kuwait National Petroleum Company (KNPC), Kuwait Petroleum Corporation group): Contractors apply through a prequalification application. The published FAQ says the HSE section of the application is not mandatory for all contractors and refers applicants to the PQ application for details; it does not state ISO 9001, ISO 14001 or ISO 45001 requirements.

Requirements, clause by clause

What the standards require, clause by clause

Before you start in Kuwait, read what each clause and subclause requires of you, how to implement it, the evidence auditors look for and the mistakes to avoid.

Questions Kuwaiti clients ask

Should an audit in Kuwait be in Arabic or English?

Either can work, and the choice is settled with the certification body at application. Arabic is the official language, while English is widely used in banking, oil and gas and multinational business. The agreed language covers the audit and your controlled documents. If a regulator, public buyer or client contract asks for Arabic, that request takes precedence over convenience.

Which accreditation body stands behind certification in Kuwait?

Kuwait is served by the GCC Accreditation Center, a multi-economy body whose signatory listing names Kuwait and includes management system certification scopes. The Public Authority for Industry also describes itself as supervising accreditation nationally and registering conformity assessment bodies. Whichever route applies, check that the certification body's accreditation scope covers the standard and sector you need.

Is there a data protection regime in Kuwait?

The regime verified for this page is CITRA's Data Privacy Protection Regulation, issued as Resolution No. (42) of 2021, whose text describes its scope as the public and private sectors in the State of Kuwait. Exactly which entities it binds directly and how it is enforced should be read from the official text, so confirm with your counsel or CITRA.

Do Kuwaiti banks have to meet ISO 27001 or ISO 22301?

The Central Bank of Kuwait's 2020 Cybersecurity Framework refers to ISO 27001, ISO 22301 and ISO 31000 and lists PCI-DSS among practices to follow, for banks and other supervised firms. Its later resilience framework requires assessments by a CBK-approved assessor rather than a specific certificate. Ask the CBK what applies to your licence category.

Is Sterling based in Kuwait?

No. Clients in Kuwait are served from Sterling's Dubai office, on-site where the work needs it and remotely otherwise, and Effivity and Sterling Academy are included with the engagement. Certificates are issued by accredited certification bodies, never by Sterling, so the work is preparation for that independent assessment.
