ISO and GRC certification in Syria at a glance
Standards work in Syria runs through the Syrian Arab Organization for Standardization and Metrology (SASMO), created by Legislative Decree No. 248 of 13 October 1969, amended by Law No. 37 of 2005 and linked to the Minister of Industry. SASMO develops and adopts Syrian national standards on the basis of international ones, and its list marks which are mandatory. Its board reported 304 new Syrian standards adopted in the third quarter of 2026, and in October 2026 it discussed licensing conditions for measurement and calibration laboratories with the National Centre for Standards, the Industrial Testing and Research Centre and several ministries. Certificates come from accredited certification bodies, never from Sterling, and for Syrian organisations they usually carry accreditation from another economy within the international arrangements. Demand comes from food and beverage producers, textile and leather makers, industrial manufacturers, construction suppliers and technology service providers. Sterling, with 8,100+ client engagements in 60+ countries, serves Syrian organisations from its Dubai office together with its Regional Associate in Syria, Synergy Innovation Group for Technologies and Human Resources LLC; Effivity and Sterling Academy are included with the engagement.

| Syrian Arab Organization for Standardization and Metrology (SASMO; Arabic: هيئة المواصفات والمقاييس العربية السورية) Standards and metrology (all sectors) | Established by Legislative Decree No. 248 of 13 October 1969 and amended by Law No. 37 of 2005, which made it a body of scientific character with administrative and financial independence, linked to the Minister of Industry. Its own site lists its functions as setting, publishing and amending national standards for products, materials and services, issuing unified terminology and symbols, calibrating measuring instruments and carrying out legal metrology, testing raw materials and products against standards, and training technical staff. International standards are the basis for preparing and amending Syrian standards; the Minister issues the decision adopting a standard on the proposal of SASMO's board, and the decision names the bodies that supervise its application. SASMO's standards list marks each standard as mandatory or not mandatory. The board's report for the third quarter of 2026 records the adoption of 304 new Syrian standards. SASMO's site lists its representation of Syria in ISO, IEC, FAO, OIML, AIDMO, AUCBM and IDF, and a 2026 notice reports its attendance at the ISO annual meeting in Paris. | |

It records a focus on the technical and regulatory controls laboratories must meet and the approval of a unified form for the technical committee that inspects and evaluates laboratories on site and prepares the reports behind licence decisions. | |

Accreditation and recognition
- No national accreditation body for management system certification identified: The member list of the international accreditation arrangement (mutual recognition committee members, dated 31 December 2025; the arrangement passed to Global ACI on 1 January 2026) shows no Syrian accreditation body, either as a signatory or as a non-signatory member. SASMO's own site lists laboratory approval among its objectives, and it is not named in that list as an accreditation member.
Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.
Tenders and procurement
- Contracts System for Public Bodies, Law No. 51 of 2004 (Each public body, under its Minister; the Ministry of Finance and the Central Agency for Financial Control are represented on the committee the law sets up for settling contract disputes): Law No. 51 of 2004 was issued on 9 December 2004 and took effect on 1 January 2005. It covers ministries, public administrations and authorities, local administration units, municipalities and public institutions, companies and establishments, and sets six ways for a public body to meet its needs: direct purchase, tender, request for offers, competition, direct agreement and works by administration. Disputes arising from a contract go to the administrative judiciary, and the special conditions of a contract may provide for arbitration. The text is published by the Ministry of Electricity under its laws and circulars, and Syrian ministries post their own tender notices. Qualification criteria and the evidence required are set in each bidding document, so read the qualification clause of the tender you are bidding on.

Questions Syria clients ask
Who sets national standards in Syria?
The Syrian Arab Organization for Standardization and Metrology, known as SASMO. Legislative Decree No. 248 of 1969, amended by Law No. 37 of 2005, created it as a body linked to the Minister of Industry, and the Minister adopts each Syrian standard on its board's proposal. Its list marks standards as mandatory or not, so check the status of the one that applies to your product.
Are certification audits in Syria conducted in English?
They can be, but the working documents of the standards system are in Arabic. SASMO publishes its standards list and notices in Arabic, with an English interface on its website. Settle the audit language, interpreters and the language of controlled documents with the certification body when you apply, and say early where interviews will run in Arabic.
What is changing for measurement and calibration laboratories in Syria?
SASMO held an extended meeting reported on 15 October 2026 to agree conditions and criteria for licensing measurement and calibration laboratories. It approved a unified form for the technical committee that visits and evaluates laboratories and writes the reports behind licence decisions. Laboratories should follow SASMO's published controls and ask it which licence applies to their activity.
How are Syrian organisations served by Sterling?
From Sterling's Dubai office, together with Sterling's Regional Associate in Syria, Synergy Innovation Group for Technologies and Human Resources LLC. Work is done on-site where it needs to be and remotely otherwise. Sterling's consultants prepare the management system and the evidence, with Effivity and Sterling Academy included, while the certificate is issued by an accredited certification body.
Which sectors in Syria ask most for ISO standards?
Food and beverage producers, textile and leather makers and industrial manufacturers are the most visible segments, alongside construction suppliers and technology service providers. SASMO's active technical committee covers food products, and its recent notices cover textile labelling and fire-safety equipment, so product standards and management system standards often meet in the same factory.
