ISO and GRC certification in Yemen at a glance

Quality and industrial rules in Yemen start with the Ministry of Economy, Industry and Investment, which lists the Yemen Standardization, Metrology and Quality Control Organization as its authority for standards, metrology, quality control and consumer protection. The ministry's Industry Regulation Law No. 20 of 2010 asks industrial establishments to hold a valid industrial register card, apply occupational safety conditions, limit environmental effects and keep production within the applicable standards and quality requirements, while the Consumer Protection Law No. 46 of 2008 and Foreign Trade Law No. 16 of 2007 frame the market. The Central Bank of Yemen publishes banking laws and instructions on e-money and electronic know-your-customer procedures. Demand comes from manufacturers, building materials and textile makers, medicines producers, food traders and banks. Certificates are issued by accredited certification bodies and usually carry accreditation from another economy within the international arrangements. Sterling, with 8,100+ client engagements in 60+ countries and 20+ years, serves Yemeni clients from its Dubai office. Audits and consulting are delivered remotely, or on site where it is practical and safe to do so. Effivity and Sterling Academy are included.

Accreditation and recognition

  • No national accreditation body: No Yemeni accreditation body appears in the Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA) mutual recognition arrangement list dated 31 December 2025. The list names the Gulf Cooperation Council Accreditation Center (GAC), a signatory body with management-system certification scopes, as covering Yemen among its economies.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Law No. 23 of 2007 on Tenders, Auctions and Government Stores (قانون المناقصات والمزايدات والمخازن الحكومية) (Yemeni public procuring entities, under the law): The Ministry of Justice and Human Rights lists Law No. 23 of 2007 on tenders, auctions and government stores among the principal laws on its legislation page. Qualification criteria and the evidence required are set in each tender document, so read the qualification clause of the tender you are bidding on and ask the procuring entity which law and regulations it applies.

Questions Yemen clients ask

Who is responsible for standards and quality control in Yemen?

The Yemen Standardization, Metrology and Quality Control Organization, known as YSMO. The Ministry of Economy, Industry and Investment lists it among its public authorities and describes it as the national body for standards, metrology, quality control and consumer protection. Ask YSMO which standard applies to your product, because a management system certificate does not replace a product requirement.

Are ISO audits in Yemen conducted in English?

They can be, but Arabic carries the official documents. The Constitution names Arabic as the official language, ministries publish their laws in Arabic, and English is common in commerce. Settle the audit language, any interpreter and the language of your controlled documents with the certification body at application, so that the auditor can read the evidence you present.

What does the Industry Regulation Law say about quality and safety in factories?

It has the ministry check that industrial establishments meet technical conditions for operation, apply occupational safety conditions, limit environmental effects, dispose of waste safely, hold a valid industrial register card and keep production within the standards and quality requirements of the applicable laws. ISO 9001, 14001 and 45001 give a structure for evidencing those duties. Confirm the detail with the ministry.

How are Yemeni organisations served by Sterling?

Sterling's Dubai office looks after Yemeni clients. Work happens remotely, or on site where it is practical and safe to do so. The consultants shape the management system and its evidence, Effivity and Sterling Academy come with the engagement, and the certificate is issued by an accredited certification body, never by Sterling.
