UAE IA Standard client experienceWhat it is
What is the UAE IA Standard and what is it used for?
The UAE Information Assurance (IA) Standard is the United Arab Emirates' baseline for protecting information and the systems that handle it. On the official government portal, u.ae, it appears as the UAE Information Assurance Regulation, developed by the Telecommunications and Digital Government Regulatory Authority (TDRA) to lift the minimum level of protection for information assets and supporting systems across the country and to build a trusted digital environment. It works through management and technical information security controls, with which an entity establishes, implements, maintains and continuously improves information assurance.
Designation gives it force. TDRA designates critical entities under the UAE Critical Information Infrastructure Protection (CIIP) Policy to implement the regulation, and each applies it wherever information is used, processed, stored or transmitted, and to the systems and processes that do so. Paper counts as much as data: information in physical or electronic form is in scope whether the entity owns it, leases it or simply has it in its possession, custody or control. Organisations that are not designated may still work to the controls because a designated customer requires it, or because a national baseline is a sound way to organise security.
Current text. The u.ae page on cyber safety and digital security, last updated on 23 June 2026, describes the UAE Information Assurance Regulation developed by TDRA and the designation of critical entities under the UAE CIIP Policy. In November 2020 the UAE Cabinet agreed to establish the UAE Cybersecurity Council, chaired by the Head of Cyber Security for the UAE Government, to develop a comprehensive national cybersecurity strategy; its mandate includes a legal and regulatory framework and a National Cyber Incident Response Plan, and national cyber strategy, policy and standards are among its responsibilities. Before planning, confirm in writing with the authority that designated your entity which version of the IA requirements applies to you and by when; the programme is built to that answer. UAE IA Standard versions: what to confirm with your regulator
Who it is for
Who needs UAE IA Standard compliance?
Designation decides who must comply; contracts decide who else is asked. A designated entity's information rarely stays inside its own walls, so its controls can reach the cloud providers, outsourcers and facilities contractors that hold or process information for it. Organisations come to Sterling from four starting points:
- You have been designated as critical, or expect to be. A designation under the UAE CIIP Policy turns the IA Regulation into an obligation. The first deliverable is a written boundary: which entity, services, systems, sites and information the controls must cover.
- A government or critical-sector customer has written the IA controls into a contract. Software, cloud, managed service, outsourcing and facilities providers can be asked to meet them or show evidence. One control set and one evidence file answer the tender, the questionnaire and the supplier audit.
- You hold ISO/IEC 27001 and assume it covers you. The two share the cycle of establishing, implementing, maintaining and improving, and much control evidence carries over. The certificate's scope, the way your controls were selected and the evidence kept per control can still fall short of what the IA requirements ask.
- More than one framework reaches you. Emirate-level strategies such as Dubai's Cyber Security Strategy, sector standards such as ADHICS for healthcare in Abu Dhabi, and privacy obligations for personal data can apply alongside it. One core programme with a mapping for each framework spares you three parallel projects.
Business benefits
How UAE IA Standard compliance strengthens protection and accountability
The value shows where a failure would cost most: a service that citizens or customers depend on stops, files leak from an archive room, a supplier's weakness becomes your incident, or the regulator asks for evidence nobody can find. We build the programme around those scenarios and give each one an owner, a control and a record.
- Evidence ready before anyone asksEvery control with its owner, status and records, so a regulator's review, a customer audit or a board question is answered from the file, not from memory.
- Protection where failure hurts mostInformation and systems ranked by criticality, so the strongest controls sit on the services your designation is about.
- Paper and systems under one disciplineRegisters, archives, removable media and cloud data in the same inventory, each handled to the same rules by a named owner.
- Suppliers held to your baselineProviders that host, process or support your information assessed and bound by contract, the most critical first.
- Leaders who own the riskManagement controls give leadership a policy it approved, clear responsibilities and regular reporting, so risk decisions are recorded rather than assumed.
- One control set, several demandsThe same controls serve the IA requirements, ISO/IEC 27001 certification and customer assurance requests, mapped once instead of rebuilt for each.
Measure a few things that matter: controls implemented against plan, high-risk gaps past their due date, privileged access reviewed on time, restore tests passed and awareness completed by role. A longer list of policies is not a measure of protection.
Requirements
What are the main UAE IA Standard requirements?
At its core the regulation requires designated entities to put management and technical information security controls in place and to keep them working. The table maps the elements set out in official UAE sources to what they look like in practice; your implementation is checked against the full text of the version that applies to you, control by control, during the programme.
| Element | What it requires of you | What it looks like in practice |
|---|---|---|
| Designation Critical entities under the UAE CIIP Policy | Entities that TDRA designates as critical under the UAE CIIP Policy implement the IA Regulation | The designation on file, the services and systems it concerns, a named programme owner and the authority's contact route |
| Coverage Use, processing, storage and transmission | Apply the requirements to information or data wherever it is used, processed, stored or transmitted, and to the systems and processes used for those purposes | A system inventory and data-flow map for the designated services, including hosted, outsourced and cloud services |
| Information Physical and electronic form | Cover information on paper as well as in systems, whether the entity owns or leases it or otherwise has it in its possession, custody or control | Archives, printed records and removable media in the asset inventory, each with an owner and handling rules |
| Management controls Establishing and implementing | Put the regulation's management information security controls in place, through which information assurance is established and implemented across the entity | Approved policies, assigned responsibilities, a risk method, awareness for staff and a compliance plan with dates |
| Technical controls Protecting information and systems | Put the regulation's technical information security controls in place for the information and systems in scope | Configured controls with evidence for each one, across access, operations, networks, suppliers, incidents and recovery |
| Continuity of assurance Maintaining and improving | Keep information assurance maintained and continuously improved, not implemented once and left | Internal audits, measures, corrective actions and a management review that takes decisions |
| Baseline The minimum level of protection | Bring the protection of information assets and supporting systems up to at least the minimum level the regulation sets | A gap register against every applicable control, with treatment dates and residual risks accepted by the right person |
UAE IA and ISO/IEC 27001: commonly aligned in practice
The alignment below is common practice, not an official mapping: it shows where an ISO/IEC 27001:2022 ISMS already carries evidence and where the IA requirements need their own.
| UAE IA element | ISO/IEC 27001:2022 counterpart | What usually carries over |
|---|---|---|
| Scope The designated boundary | Clause 4.3, determining the scope of the ISMS | The scoping method carries over; the boundary often has to widen to every designated service |
| Management controls Governance of assurance | Clause 4.4 and clauses 5 to 10: leadership, planning, support, operation, performance evaluation and improvement | Policies, roles, risk assessment, internal audit and management review, reused with IA references added |
| Technical controls Protection in operation | Annex A: 93 controls in four themes, organisational, people, physical and technological | Implementation evidence is reused; each IA control is still checked against its own wording and applicability |
| Baseline Minimum level of protection | Clause 6.1.3, risk treatment and the Statement of Applicability | ISO/IEC 27001 selects controls by risk; the IA requirements also set a minimum level, so both are recorded in one applicability view |
| Information Paper and electronic | Annex A organisational and physical controls on records, storage media and information transfer | Paper files, media and archives brought into the same asset inventory as systems |
| Continuity of assurance Maintaining and improving | Clauses 9.2 internal audit, 9.3 management review and 10 improvement | One audit programme and one management review serve both |
What does useful UAE IA evidence look like?
The designation and the boundary decision on file; the policy set as leadership approved it; an inventory of information and systems that includes paper records and outsourced services; a risk assessment and an applicability record showing the status of every IA control; configuration evidence, access reviews, incident records, supplier assessments and restore tests; training records by role; the internal audit and the management review. We assemble it from your real systems and keep it in Effivity from the first workshop, so a reviewer sees controls operating, not a file prepared the week before.
UAE IA Standard requirements explained: management and technical controlsCompliance process
How do you become UAE IA Standard compliant?
A compliance programme is scoped, built and operated before anyone reviews it. Sterling designs and builds the controls with your people; whether they meet the requirements is for the authority that designated you to decide, and for your customers to weigh on the evidence.
- 01Define what the programme must cover. The designation or the customer requirement; the entities, services, systems, sites and information in scope; the authority involved; the version of the IA requirements that applies; and any emirate or sector framework that runs alongside it.
- 02Gap analysis: measure current controls against the UAE IA requirements. Each management and technical control is tested against your policies, systems, records and suppliers; what works is kept, and every gap gets an action, an owner and a date.
- 03Implement, and keep the evidence as you go.Policies approved by leadership, responsibilities assigned, technical controls configured, paper records brought under control, supplier clauses updated and people trained, each step leaving its own record.
- 04Audit, review and close the findings. An internal audit against the applicable controls and a management review with leadership; we surface the weaknesses before any reviewer does and close them with evidence.
- 05Complete the regulator or customer review.Respond to whatever compliance review, reporting or information request your designating authority sets, and to customers' supplier assessments, from an evidence file that already exists; add ISO/IEC 27001 certification where an audited certificate helps.
- 06Keep the programme running.Controls reviewed at planned intervals and after significant change, incidents learned from, suppliers reassessed, training repeated, and new versions or Council guidance absorbed as they arrive.
Judge an offer by what it leaves behind: who fixes the boundary and on what evidence, how each control is tested against your systems, and who keeps the evidence and where. No consultant can confer compliance with the UAE IA requirements; the authority that designated you decides. How to choose a credible UAE IA provider · The certification buyer's checklist
Cost
How much does UAE IA Standard compliance cost?
Cost follows the designated services and the distance to the baseline. A cloud provider with a mature ISO/IEC 27001 ISMS starts far closer than a utility bringing operational sites, paper archives and dozens of suppliers under control for the first time. The constant in a Sterling proposal: every component visible and one all-inclusive proposal.
| Cost component | What affects it |
|---|---|
| Consulting and implementation | Services, entities and sites in scope, current maturity, the deliverables, and how much of the work your team carries (Design™ or Drive™) |
| Regulator review and independent assurance | Any review your designating authority carries out follows its own process; ISO/IEC 27001 certification, penetration testing or third-party assessments you choose are priced separately |
| Internal resources and remediation | Time from IT, security, records, legal and procurement, and missing technology such as access management, logging, backup or encryption |
| Software and learning | Included in a Sterling engagement: Effivity for the programme and Sterling Academy access for your people; users, courses and the access period are confirmed in the proposal |
| Continued support | Periodic control reviews, incident exercises, supplier reassessments, refresher learning and version changes under Sustain™ |
What moves the price
- The designated services, entities and sites, and how different they are
- Whether an ISO/IEC 27001 ISMS or an earlier IA programme already exists
- The volume of paper records and legacy systems to bring under control
- Suppliers and outsourced services that hold your information
- The date your authority, a tender or a customer has set
What a Sterling proposal always shows
- Deliverables, responsibilities, assumptions and exclusions, in writing
- Certification, testing and legal fees identified separately, so the full programme cost can be compared
- Effivity, training and Academy access itemised at no additional cost
- Payment milestones tied to deliverables, not to the calendar
- One all-inclusive proposal. No surprises, ever
Timeline
How long does UAE IA Standard compliance take?
Expect six to twelve months to reach a programme that operates and has evidence behind it: nearer six where an ISO/IEC 27001 ISMS already covers the designated services, nearer twelve where access management, logging, recovery, records control or supplier contracts must be built first, or where several entities are involved. Because an authority or customer date may come sooner, the boundary record, leadership approval and the highest-risk gaps go first, each tracked as a milestone in Effivity.
| Phase | What determines the pace |
|---|---|
| Scope and gap analysis | The details of the designation, access to IT, records and supplier information, and decisions on the boundary |
| Build and implementation | Leadership approvals, technical change windows, supplier negotiations and training |
| Evidence and review | Controls operating long enough to leave records, then an internal audit and a management review |
| Regulator or customer review | Any review or request from your authority, and the assessment cycles of your customers |
Bring any designation letter, authority request or contract date to the first call. We will tell you what can be in place by then and which decisions have to be made in the first two weeks. Full compliance promised in days, before anyone has looked at your systems, is a sales line, not a plan.
Challenges
Common UAE IA Standard implementation challenges
UAE IA programmes lose time on five recurring problems. Each has a practical answer.
Nobody is sure exactly what the designation covers.
We trace the designated services to the entities, systems, locations, information and suppliers behind them, record the boundary and confirm it with your authority before controls are built on top of it.
The control set is large and the security team is small.
Controls are sequenced by the risk they address and the dependencies between them, shared evidence is collected once, and process owners carry the controls in their own areas, so the security lead coordinates instead of doing everything.
Paper records and legacy systems sit outside IT's view.
Records rooms, printed files, removable media and older applications go into the same inventory as cloud and data-centre systems, each with an owner and handling rules, because information in physical form is covered too.
Suppliers hold your information under contracts written before the IA requirements.
A supplier register ranked by criticality, security clauses added at renewal or by amendment, and assessments that begin with the providers that host, process or administer your information.
ISO/IEC 27001, the IA requirements and customer questionnaires run as separate projects.
One control library mapped to each demand, one evidence base and one audit calendar; the certificate, the IA review and the questionnaire all draw on the same records.

How we deliver
How Sterling supports your UAE IA Standard implementation
Every UAE IA engagement runs on Sterling OS™, our delivery operating system: five phases, each with its deliverables, decision owners and evidence. How much of the work Sterling carries depends on your internal capacity; the method, the software and the accountability stay fixed.
- 01Design™Guided implementation: your security lead, IT, records and process owners put the controls in place with Sterling's structure, templates, workshops and coaching.
- 02Drive™Fully managed consulting: Sterling consultants carry the scoping, drafting, supplier and evidence work alongside your teams.
- 03Sustain™After go-live: control reviews, incident exercises, supplier reassessments, refreshers and internal audits, year after year.
- 04Automate™The programme in Effivity: boundary, information assets, risks, controls, incidents, suppliers, audits and management review in one workspace.
- 05Revise™New versions of the IA requirements, Council policies and standards, and changes in your designation, services, sites or suppliers.
In the first week we agree the engagement team, the weekly working session, the deliverables and the decisions that go to leadership; progress is tracked against them, so a control that is slipping shows up early.

Effivity · UAE IA compliance software, included in every engagement
How Effivity helps you fulfil, automate and simplify the requirements of the UAE IA Standard.
Every Sterling UAE IA engagement includes Effivity, the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant configures the workspace within the agreed scope, so the designation record, information assets, risks, the management and technical controls with their owners, incidents, suppliers, training, audits and management review sit together, and a reviewer sees controls in daily use rather than a folder assembled for the visit. Sterling consulting clients get their Effivity subscription included with the engagement, at no additional cost.

Designation, scope and boundary
Each designated entity with its services, systems, sites and correspondence with the authority, and the scope decision behind it, reviewed whenever the organisation, its services or its designation change.
Policies, responsibilities and leadership reporting
The policy set as approved, the roles that own each control and a regular report to leadership, so accountability can be shown in a single view when a reviewer asks who decides.
Control library with status and evidence
Every applicable control with its owner, implementation status, configuration evidence and review date, filtered by service, system or site in a couple of clicks.
Information assets and data flows
Systems, applications, interfaces and hosted services mapped to the information they carry, so every control lands on the asset it is meant to protect.
Records, archives and media
Paper files, archive rooms and removable media registered beside digital assets, with owners, classification and retention, so information on paper is controlled rather than forgotten.
Gaps, treatments and accepted risk
The gap register against the applicable controls, treatment plans with dates and residual risks accepted by the right person, visible to leadership as they move.
Internal audit, measures and corrective action
Audit programmes, findings, metrics and corrective actions tracked to closure, with the evidence that each fix held when it was checked again.
Suppliers, incidents, training and management review
Supplier assessments and clauses, the incident log, training linked to Sterling Academy and the management review record; forms and reports adapted to your work, without code.
What this means at the audit
A reviewer from your designating authority, a customer's auditor or an ISO/IEC 27001 certification auditor asks for the boundary decision, the approved policies, the status of each control, the incident log, supplier assessments, restore tests and training records. In Effivity each is a view of its own, with dates, owners and evidence attached. Sustain™ then runs in the same workspace, so the next review meets a programme that never paused.

How the IA controls fit an integrated programme.
- 01Integrated management systems
Critical-sector service providers in the UAE: security, continuity and the IA controls as one programme
How a programme of this kind runs: an ISO/IEC 27001 ISMS provides the risk method, the policy framework and much of the control evidence; ISO 22301 carries backup, recovery and crisis arrangements; the UAE IA layer adds the designated boundary, paper and electronic information in one inventory, the regulation's management and technical controls with evidence for each, and the supplier clauses, all on one evidence base and one audit calendar.
Sterling Academy · UAE IA Standard e-learning
Train every employee on the UAE IA Standard, not just the security team.
Management controls depend on people knowing their part: who owns which information, how paper and data are handled, and what to report and when. Sterling Academy delivers e-learning for the whole workforce and for the people who run the programme: video lessons with checkpoints, a final exam and a numbered Certificate of Completion per learner, verifiable online. Sterling consulting clients benefit from preferential course access and special pricing through their Sterling consultant, including complimentary awareness training for their people as part of the engagement.
- UAE IA awareness for every employee, with a training record for each person
- Role-based learning for the security lead, control owners, records custodians and incident handlers
- Internal auditor training for the people who will audit the programme, as applicable to your standard, as part of the engagement
- Progress by department and a training status report for your compliance file
- New hires trained as they arrive, so the evidence stays current between reviews
- A Sterling consultant reachable when a learner needs one

Why Sterling
Want successful UAE IA Standard compliance? Come to Sterling.
Whether one designated service is in scope or a group runs several entities across the emirates, Sterling builds one control set with the mappings your frameworks need, so a new designation, a new customer questionnaire or a new version does not start a new project.
From Dubai, across 60+ countries since 2003
Information security and continuity programmes across sectors, with a team in Dubai for UAE engagements and one engagement team accountable wherever else you operate.
All-inclusive proposal
Consulting, Effivity, training and Academy access in one proposal, with certification, testing and legal fees identified separately. No surprises, ever.
Controls your people can run
Proportionate controls, procedures that match how information and suppliers are really handled, and software that holds the evidence, so compliance becomes routine instead of a scramble before each review.
Expert and experienced consultants
Consultants who have advised on management systems across sectors and countries since 2003, and who build the IA controls properly the first time, so a regulator's review confirms what already works.
The Sterling Promise
What our UAE IA Standard compliance success guarantee means
We stay with you until the agreed UAE IA programme outcome is achieved: the boundary recorded, the management and technical controls operating, information on paper and in systems under control, suppliers addressed and the evidence in place, so your team can answer the authority, a customer or an incident without us. Clear explanations, included software and workforce learning turn the work into a capability that lasts.
The engagement defines the entities, services, scope, outcome and responsibilities. Your organisation supplies accurate information, gives access to the systems, records and suppliers in scope and operates the agreed controls. Compliance is assessed by the authority that designated your entity, and legal interpretation remains with your advisers. Our commitment covers the agreed programme support; it is neither legal advice nor an assurance that no incident will ever occur.
After the programme is in place
What happens after UAE IA Standard compliance?
Information assurance does not end at go-live: the regulation's controls exist to maintain it and keep improving it. Systems, suppliers, people and threats change, designations can be revisited, new versions and Council guidance arrive, and an incident can test any control on any day.
Under Sterling OS™ Sustain™ we run that cycle with you: planned control reviews, an incident exercise, supplier reassessments, refresher learning, a watch on new versions and Council publications, the internal audit and the management review, so the programme is current whenever someone looks at it.
FAQs
Frequently asked questions about the UAE IA Standard
Is there a UAE IA Standard certificate?
The IA requirements are controls for entities to implement, and compliance is assessed by the authority that designated your entity, not by a consultant or a software vendor. Sterling prepares you and does not assess compliance for any authority. Where an audited certificate helps, ISO/IEC 27001 certification from an accredited certification body is genuine supporting evidence; it should be described as exactly that, never as IA compliance.
Does ISO/IEC 27001 certification make us UAE IA compliant?
Not by itself, though it is the strongest starting point. The two are commonly aligned in practice: both run a cycle of establishing, implementing, maintaining and improving, and much Annex A evidence carries over. Typical gaps are a certificate scope narrower than the designated services, IA controls with no counterpart in the Statement of Applicability, paper records outside the inventory and evidence not kept for each control. In the UAE, the Emirates International Accreditation Centre (EIAC) accredits certification bodies for ISO/IEC 27001.
Who has to comply with the UAE IA Standard?
Entities that TDRA designates as critical under the UAE CIIP Policy must implement the IA Regulation. Its stated purpose reaches further, a higher minimum level of protection across all entities in the UAE, and a designated customer can extend the controls to its suppliers by contract. For a definitive answer on your own position, rely on your designation and your authority, not on a questionnaire.
Which version of the UAE IA requirements applies to us?
The version your designating authority applies to your entity. Ask for it in writing, together with any compliance date and reporting arrangements, before the gap analysis starts. When a new version is issued, Sterling's Revise™ service compares the two and plans the move.
What does the UAE Cybersecurity Council do?
The UAE Cabinet agreed to establish the Council in November 2020 to develop a comprehensive national cybersecurity strategy and a safe, strong cyber infrastructure for the country. Chaired by the Head of Cyber Security for the UAE Government, it contributes to a legal and regulatory framework covering cybercrime and the security of existing and emerging technologies, and to a National Cyber Incident Response Plan; national cyber strategy, policy and standards are among its responsibilities.
Does the UAE IA Standard cover paper records?
Yes. It covers information in physical or electronic form that the entity owns, leases or otherwise has in its possession, custody or control. Archive rooms, printed files, forms and removable media belong in the programme alongside servers and cloud services.
We are based outside the UAE. Can the UAE IA Standard affect us?
Yes, when you process, store or transmit information for a designated UAE entity or host its systems. Because the regulation applies to information and the systems that handle it, a designated customer can pass its controls to you through contract clauses, supplier questionnaires and audits. Sterling supports suppliers from its offices in 21 countries.
Do Dubai, Abu Dhabi or sector frameworks apply as well?
They can apply alongside it. Dubai has its own Cyber Security Strategy, healthcare providers in Abu Dhabi work to ADHICS, and personal data brings data protection obligations. Where more than one applies, one core control set with a mapping for each framework avoids duplicated work; which frameworks bind you is a question for your authority and your legal advisers.
What does Sterling's 100% success guarantee mean for the UAE IA Standard?
We stay with you until the agreed UAE IA programme outcome is achieved, through implementation, internal audit and the regulator or customer review, and we help close anything that review raises. Your engagement defines the scope and the outcome; the authority that designated your entity assesses compliance.
What do you need to prepare a UAE IA proposal?
The designation or customer requirement, the entities, services and sites involved, approximate headcount, what exists today, such as ISO/IEC 27001 or an earlier IA assessment, and any date you are working to. That is enough for a scoped, all-inclusive proposal; you do not need to interpret the controls first.
Before the first call
Prepare a useful UAE IA readiness brief
No control needs interpreting before the first call; a clear account of your designation, your services and who is asking is enough. Seven questions:
- Has an authority designated your entity, and what does the designation or the correspondence cover?
- Which entities, services, systems and sites are involved, and where is your information held, including paper archives and cloud or outsourced services?
- Who is asking: your designating authority, a government customer, a tender, the board or an insurer?
- What exists today: ISO/IEC 27001, ISO 22301, an earlier IA assessment, approved policies, a risk register?
- Which suppliers and service providers process, store or transmit your information?
- Who in leadership will own the programme, and who from IT, security, records, legal and procurement can give time?
- Is there a compliance date, a regulator review, a customer audit or a contract renewal to plan around?
With these answers we can scope the work and fix a realistic fee. They prepare a conversation; they are neither a scored assessment nor a legal opinion on your obligations.
Don’t be fooled by certification scams
If it takes ten days, it is not UAE IA Standard compliance.
The UAE IA requirements are met by controls that operate and by evidence that shows it, yet shortcuts are still on offer: "UAE IA certified" seals, compliance promised within a week, policy packs with another entity's name inside, and dashboards that score you from a questionnaire. They cost less than a programme until your authority asks for the evidence or an incident tests the controls.
How to choose a credible UAE IA provider
- Ask what will exist when the work ends: the boundary record, approved policies, implemented controls with their evidence, trained people and a working audit cycle.
- Ask what any "UAE IA certificate" is and who issued it. Compliance is assessed by the authority that designated your entity; a genuine certificate, such as ISO/IEC 27001 from an accredited body, should be called what it is.
- Ask for proof of any claimed regulator approval. If a provider says it is approved, licensed or appointed by a UAE authority, ask for that in writing and confirm it with the authority itself.
- Ask how each control will be tested against your own systems, records and suppliers, rather than scored from answers to a questionnaire.
- Know who does what, which certification, testing and legal fees sit outside the quote, and who stays with you when a review or an incident puts the programme to the test.
- Walk away from "IA compliant in a week", compliance seals and template packs sold as compliance. The requirements call for controls that operate on your information; paperwork alone supplies none.
