In short

ISO and GRC certification in Equatorial Guinea at a glance

Petroleum rules set the tone for compliance in Equatorial Guinea. The ministry responsible for hydrocarbons, named in its regulations as the Ministerio de Minas, Industria y Energía, supervises, inspects and may audit petroleum operations, and its national content regulation obliges operators, contractors and subcontractors to register with it and to give preference to listed national companies. SONAGAS, the national gas company, manages the country's gas deposits. In banking, the Commission Bancaire de l'Afrique Centrale (COBAC) supervises credit institutions across the six states of the Central African monetary area, while card and mobile payments run through the GIMAC ecosystem under the Banque des États de l'Afrique Centrale. Certificates for organisations here usually carry accreditation from another economy within the international arrangements and are issued by accredited certification bodies, never by Sterling. Sterling serves the country from its Casablanca office, with 8,100+ client engagements in 60+ countries, 20+ years of practice, and Effivity and Sterling Academy included.

Accreditation and recognition

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

    Tenders and procurement

    • Registration and supplier lists under the national content regulation (Dirección General de Contenido Nacional, Ministry responsible for hydrocarbons): Registration in the ministry's company registry before activity starts; an updated list of associates and suppliers; a registered local office where the ministry can notify the company; requests to the ministry for the list of suitable national companies before service contracts are awarded; and preference for those companies. Large contracts may also be split into smaller packages so that national firms can bid. The regulation does not require a management system certificate.

    Questions Equatorial Guinea clients ask

Which regional payment system links banks and mobile operators?

GIMAC, the interbank system run under the Banque des États de l'Afrique Centrale. BEAC describes it as an ecosystem combining card, mobile and money transfer, with mobile operators and value-added aggregators taking part and full interoperability following an instruction of its Governor. The pages do not name PCI DSS or ISO standards, so card brand and partner requirements still apply.

What must oil and gas contractors do about local companies?

Register in the ministry's company registry before starting, send the ministry an updated list of associates and suppliers, and give preference to national companies from its list when awarding service contracts. The regulation adds that subcontracting to national firms must not compromise international quality and safety standards. It does not ask for ISO certificates; read the full text with your counsel.

Which accreditation do certificates for organisations in Equatorial Guinea usually carry?

Typically from an accreditation body based elsewhere that takes part in the international mutual recognition arrangements (Global ACI, formerly the IAF MLA). Whichever certification body you appoint, ask whether its accreditation scope includes your standard and sector, and whether your customer, bank or regulator will accept it. The certificate is issued by that body; Sterling does not issue it.

Who supervises banks that operate in Equatorial Guinea?

The Commission Bancaire de l'Afrique Centrale (COBAC), created by a convention signed on 16 October 1990 by the six Central African states, Equatorial Guinea among them. Its stated task is to make credit institutions respect the rules that apply to them and to sanction breaches. The texts do not prescribe ISO standards, so a certificate is evidence a bank may offer, not a COBAC condition.

In which language are audits in Equatorial Guinea usually conducted?

Mostly Spanish for national matters, because the gazette and the petroleum regulations are published in Spanish, with French for regional banking work under BEAC and COBAC. English can serve multinational clients. Settle the audit language, interpreter needs and the language of controlled documents with the certification body when you apply, so evidence is not translated afterwards.
