In short

ISO 22000 certification in Mauritius at a glance

Food Act 2022 (Act No. 12 of 2022) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Mauritius ask for evidence that you meet it.

Food safety certification in Mauritius moved from buyer preference to legal requirement for some businesses when the Food Regulations 2024 took effect. Regulation 148, in operation from 1 March 2025, requires a certified Food Safety Management System for establishments that manufacture mayonnaise, bottle water or, where the supervising officer designates them, process meat, milk or fish, and importers may not bring those products in from establishments without one. The certificate must be accredited by the Mauritius Accreditation Service or a signatory to the international arrangement and shown on inspection. The regulation names no ISO standard, so confirm acceptability with the Ministry, but ISO 22000 is a common route for exporters and hotel groups too. Sterling's Johannesburg office builds the system, prerequisite programmes and internal audit before the accredited body assesses, drawing on 8,100+ client engagements in 60+ countries.

The need

Who needs ISO 22000 in Mauritius, and what happens without it

In Mauritius the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Mayonnaise manufacturers and water bottlersRegulation 148 requires a certified Food Safety Management System for establishments that manufacture mayonnaise or bottle water, and prohibits operating without one.
  • Processors of meat, milk and fishWhere the supervising officer designates such an establishment, it must hold a certified Food Safety Management System before it may process.
  • Importers of mayonnaise, processed meat, milk, fish and packaged waterImports are prohibited from establishments that lack a certified Food Safety Management System.
  • Agro-industry and blue economy exportersOverseas retailers and distributors ask food producers for independent food safety evidence, whatever the local rules require.
  • Hotel, catering and food service groupsGroups with central kitchens or several sites use a food safety management system to control hazards consistently.

ISO 22000 requirements in Mauritius

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Mauritius these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

Time

How long does ISO 22000 certification take in Mauritius?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Mauritius these are the factors that set the timeline.

  • Whether the establishment is covered by regulation 148 or designated by the supervising officer
  • State of prerequisite programmes, hazard analysis and traceability
  • Number of product lines, sites and subcontracted processes
  • Certification body scheduling and any buyer-specific conditions

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Mauritius?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Mauritius these factors move both.

  • Headcount and number of plants or kitchens in scope
  • Number of product lines and hazards
  • Laboratory testing, calibration and environmental monitoring
  • Certification body audit fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Mauritius

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Mauritius are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Mauritius

Choose a certification body accredited for this standard by the Mauritius Accreditation Service (MAURITAS) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Regulation 148 of the Food Regulations 2024 names the Mauritius Accreditation Service or a signatory to the international multilateral recognition arrangement for the certificate, and says the certificate must be available for inspection; confirm with the Ministry that an ISO 22000 certificate satisfies the regulation for your establishment. Audit language

English is the usual language of business records, standards and tenders in Mauritius, with French widely used alongside it, and interviews with staff or suppliers can run in French or another local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Stage audits cover the food safety management system, prerequisite programmes and the plant or kitchen; the certification body decides what can be reviewed remotely, but production, storage and cold-chain areas are visited.

ISO 22000 in Mauritius: questions clients ask

Does the Food Regulations 2024 name ISO 22000?

No. Regulation 148 requires a certified Food Safety Management System, defined as one that identifies, evaluates and controls hazards significant for food safety, and it names no ISO standard. Whether an ISO 22000 certificate meets it for your establishment is a question for the Ministry or your counsel, so ask before you commit to a scheme.

Who must accredit a food safety management system certificate in Mauritius?

The regulation says the certificate must be accredited by the Mauritius Accreditation Service under its Act, or by another accreditation body that is a signatory and member of the international multilateral recognition arrangement. Ask your certification body for its accreditation certificate and scope, and check with the Ministry that it satisfies the regulation.

Can a Mauritian importer source from a plant with no certified system?

Not for the listed products. Regulation 148 provides that no food business operator may import mayonnaise, processed meat, milk or fish, or packaged water and natural mineral water, from an establishment that lacks a certified Food Safety Management System. Importers should therefore ask suppliers for the certificate and confirm its acceptability with the authorities.

Must the certificate be available during an inspection?

Yes. The regulation says the certificate must, on request of the authorised officer, be available for inspection. It also allows a court that convicts an operator of operating without one, and who continues to trade, to order the business to cease operation. Keep the current certificate and scope ready on site, and take your counsel's advice on any inspection finding.
