HACCP certification in Mauritius at a glance
Food Act 2022 (Act No. 12 of 2022) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Mauritius ask for evidence that you meet it.
HACCP in Mauritius is a working method before it is a certificate. The Food Regulations 2024 require a certified food safety management system for mayonnaise makers, water bottlers and designated meat, milk and fish processors, defining it as a system that identifies, evaluates and controls hazards significant for food safety, and they require a valid Food Handler's Certificate for everyone engaged in food work. Neither names HACCP, so a HACCP certificate from an accredited body is a voluntary extra that supermarkets, exporters and hotel groups may ask for, and the Ministry decides what meets regulation 148. Sterling's Johannesburg office helps kitchens, plants and packers write hazard analyses that work on the floor, set critical limits and keep records, with Effivity and Sterling Academy included with the engagement and 20+ years of practice behind the method.
Who needs HACCP in Mauritius, and what happens without it
In Mauritius the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Every business that prepares, packs, handles or sells foodRegulation 48 requires each person engaged in those activities to hold a valid Food Handler's Certificate, and employers may not employ anyone without one.
- Establishments covered by regulation 148Their certified food safety management system must identify, evaluate and control hazards significant for food safety, and HACCP is the working method many teams use inside it.
- Caterers, hotels and central kitchensBuyers and group standards ask kitchens to show documented hazard control and records.
- Small processors supplying supermarkets and exportersLarger customers ask smaller suppliers for evidence of hazard analysis before listing their products.
Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.
Take the HACCP readiness checkHACCP requirements in Mauritius
Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.
In Mauritius these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

How long does HACCP certification take in Mauritius?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Mauritius these are the factors that set the timeline.
- Number of products, processes and hazards in the hazard analysis
- State of prerequisite programmes and staff training
- Number of premises or kitchens in scope
- Certification body scheduling and any buyer-specific conditions
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does HACCP certification cost in Mauritius?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Mauritius these factors move both.
- Number of premises and product lines
- Laboratory testing, calibration and pest control
- Staff training and Food Handler's Certificate renewals
- Certification body audit fees quoted separately from consulting
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
HACCP consultants and certification bodies in Mauritius
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Mauritius are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Mauritius
Choose a certification body accredited for this standard by the Mauritius Accreditation Service (MAURITAS) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. HACCP is applied through the food safety regulations and the supervising officer's inspections; a HACCP certificate from an accredited certification body is a voluntary extra that buyers may ask for, so ask the body which accreditation and scheme sit behind it and whether your buyer accepts it. Audit language
English is the usual language of business records, standards and tenders in Mauritius, with French widely used alongside it, and interviews with staff or suppliers can run in French or another local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Audits review the hazard analysis, control points, monitoring records and the premises; document review can be remote at the certification body's discretion, while kitchens, production lines and storage are visited.
HACCP in Mauritius: questions clients ask
Does Mauritian law require HACCP certification?
Not by name. The Food Regulations 2024 require a certified food safety management system for named establishments and a Food Handler's Certificate for people doing food work, but neither names HACCP. A HACCP certificate is a voluntary extra that buyers may request. Ask the Ministry or your counsel whether your establishment falls within regulation 148.
What is a Food Handler's Certificate in Mauritius?
It is a personal certificate that every person engaged in the sale, preparation, manufacture, serving, packing, cooking, carriage, handling or delivery of food for human consumption must hold. It records a medical examination, fitness to work and completion of an approved food safety course, and employers may not employ someone without one. It does not replace a HACCP system.
If my plant falls under regulation 148, is a HACCP certificate enough?
Not necessarily. Regulation 148 speaks of a certified food safety management system and says nothing about HACCP as such, so the Ministry decides whether a HACCP certificate qualifies for a designated establishment. Put the question to it in writing before relying on one, and give the answer to your certification body so the audit scope matches.
Which accreditation should sit behind a HACCP certificate in Mauritius?
Ask the certification body to show an accreditation certificate and scope, from MAURITAS or from a body within the international arrangements, and to say which scheme the HACCP certificate follows. Mauritian regulations refer to MAURITAS for food testing and for food safety management system certificates, so confirm that your buyer accepts the accreditation.
