In short

FSSC 22000 certification in Mauritius at a glance

Food Act 2022 (Act No. 12 of 2022) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Mauritius ask for evidence that you meet it.

A scheme certificate and a legal certificate are different things in Mauritian food. Regulation 148 of the Food Regulations 2024 requires a certified Food Safety Management System, accredited by the Mauritius Accreditation Service or an international signatory body, for mayonnaise manufacture, water bottling and designated meat, milk and fish processing, and it also bars imports of those products from establishments without one. It names no scheme, so FSSC 22000 is a choice that must satisfy both the Ministry and your buyers. Exporters in food processing, agro-industry and the blue economy meet retailer requirements, and suppliers of packaging and ingredients are pulled in behind them. Sterling's Johannesburg office builds the system, prerequisite programmes and food defence controls, with Effivity and Sterling Academy included with the engagement and 8,100+ client engagements in 60+ countries behind the method.

The need

Who needs FSSC 22000 in Mauritius, and what happens without it

In Mauritius the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Exporting food manufacturers selling to retailers and brand ownersRetailers and brand owners often require a recognised food safety scheme from suppliers, and FSSC 22000 is one they name.
  • Establishments covered by regulation 148Mayonnaise makers, water bottlers and designated meat, milk and fish processors must hold a certified food safety management system and may choose a scheme that the Ministry accepts.
  • Food packaging and ingredient suppliersFood manufacturers ask their suppliers to show hazard control, and a scheme certificate saves repeated customer audits.
  • Importers of regulated productsImporters may not bring in mayonnaise, processed meat, milk, fish or packaged water from establishments without a certified system, so they ask suppliers for certificates.

Requirements

FSSC 22000 requirements in Mauritius

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Mauritius these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Mauritius?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Mauritius these are the factors that set the timeline.

  • Buyer or retailer requirements and the scheme version they accept
  • State of prerequisite programmes, food defence and food fraud controls
  • Number of product categories, lines and sites
  • Certification body scheduling under the scheme rules

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Mauritius?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Mauritius these factors move both.

  • Number of plants and product categories in scope
  • Laboratory testing, calibration and environmental monitoring
  • Certification body audit fees quoted separately from consulting
  • Remediation of gaps in prerequisite programmes

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Mauritius

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Mauritius are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive FSSC 22000 in Mauritius (3)

    InstrumentHow it treats the standard
Food Regulations 2024 (GN No. 142 of 2024)Refers to / expects
Regulation 148 requires a certified Food Safety Management System for named establishments and imports, accredited by MAURITAS or a signatory to the international recognition arrangement; it names no scheme, so FSSC 22000 is not stated as required.
Food Act 2022 (Act No. 12 of 2022)The instrument itself
The framework under which the Food Regulations 2024 are made, with food testing laboratories accredited by MAURITAS.
Accreditation by the Mauritius Accreditation Service (MAURITAS)Scheme rule
The regulation's accreditation requirement is met through MAURITAS or an international signatory body; the FSSC scheme has its own rules on which certification bodies may issue its certificates.

Accreditation, audit language and remote audits in Mauritius

Choose a certification body accredited for this standard by the Mauritius Accreditation Service (MAURITAS) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. FSSC 22000 certificates are issued by certification bodies licensed by the scheme owner, so accreditation alone is not enough: ask each body to show both its accreditation and its scheme licence, and confirm with the Ministry and your buyer that the certificate satisfies the Food Regulations 2024 for your establishment. Audit language

English is the usual language of business records, standards and tenders in Mauritius, with French widely used alongside it, and interviews with staff or suppliers can run in French or another local language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Stage audits cover the food safety management system, prerequisite programmes and the plant; the scheme includes unannounced audits at the certification body's initiative, and production and storage areas are always visited.

FSSC 22000 in Mauritius: questions clients ask

Does regulation 148 accept FSSC 22000?

The regulation requires a certified Food Safety Management System accredited by MAURITAS or an international signatory body, and it names no scheme, so it does not say yes or no to FSSC 22000 by name. Ask the Ministry whether an FSSC 22000 certificate meets the requirement for your establishment, and tell your certification body what the answer is.

Is FSSC 22000 a Mauritian government scheme?

No. It is a private certification scheme with its own owner and rules for the certification bodies that may issue its certificates. Mauritian law refers only to a certified food safety management system with accredited certification. Use FSSC 22000 where your buyers ask for it, and treat the Ministry's view as the test for the legal requirement.

Do overseas retailers still ask for a scheme certificate when the local rule is met?

They can, because the local rule and a retailer's supplier standard are separate. Food processing, agro-industry and the blue economy are among Mauritius's main sources of certification demand, and exporters meet buyer requirements in contracts and questionnaires. Check each customer's accepted schemes in writing, and take your counsel's advice if a contract clause is unclear.

Can an importer in Mauritius rely on a supplier's FSSC 22000 certificate?

Only if the Ministry accepts that certificate as meeting regulation 148 for the product concerned. The regulation bars imports of mayonnaise, processed meat, milk or fish, and packaged water, from establishments lacking a certified system accredited as it describes. Importers should ask the supplier for the certificate and scope, and check acceptability with the authorities.
