In short

ISO 22000 certification in Kuwait at a glance

One Kuwaiti instrument bears on ISO 22000. It does not name the standard. So why do buyers in Kuwait keep asking for the certificate?

ISO 22000 serves Kuwaiti food businesses that want one management system to cover hazard control from receipt to dispatch. The Public Authority for Food and Nutrition, created by Law No. 112 of 2013, regulates surveillance and imports through instruments such as Ministerial Resolution No. 20 of 2017 and Ministerial Resolution No. 6 of 2023, and none of those listed names ISO 22000. The pull comes from customers, and from exporters who must satisfy PAFN's Halal Food Import Guide that establishments apply approved food safety and quality programmes. The standard combines HACCP principles, prerequisite programmes and the management system structure, certified by a body accredited to ISO/IEC 17021-1; the GCC Accreditation Center serves Kuwait, and the food chain scope should be checked on the body's certificate. Sterling's Dubai office prepares caterers, manufacturers and importers, with Effivity and Sterling Academy included.

The need

Who needs ISO 22000 in Kuwait, and what happens without it

In Kuwait the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers, caterers and central kitchensPAFN's food surveillance rules apply to establishments, and ISO 22000 organises hazard control as a system.
  • Importers and cold-chain operatorsThe Imported Food Regulation governs what enters the market.
  • Exporters of food to KuwaitThe Halal Food Import Guide asks for approved food safety and quality programmes.
  • Packaging, ingredient and logistics suppliersFood customers extend safety expectations to the supply chain.

Requirements

ISO 22000 requirements in Kuwait

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Kuwait these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

Time

How long does ISO 22000 certification take in Kuwait?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Kuwait these are the factors that set the timeline.

  • State of prerequisite programmes and HACCP plans
  • Number of product lines and site layouts
  • Supplier approval and traceability records

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Kuwait?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Kuwait these factors move both.

  • Number of sites and food categories
  • Laboratory testing outside the consulting work
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Kuwait

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Kuwait are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22000 in Kuwait (2)

InstrumentHow it treats the standard
PAFN laws and regulations — Law No. 112 of 2013, Food Surveillance Regulation (Ministerial Resolution No. 20 of 2017), Imported Food Regulation (Ministerial Resolution No. 6 of 2023)Expected in practice
Surveillance and imported food rules apply to establishments; ISO 22000 is not named.
GCC Accreditation Center (GAC) — accreditation of management system certification bodiesAccreditation
The signatory list shows ISO/IEC 17021-1; check that the body's scope covers the food chain category.

"Expected in practice" means the instrument asks for the outcomes ISO 22000 covers without naming a standard, and ISO 22000 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Kuwait

Use a certification body accredited for this standard by the GCC Accreditation Center (GAC), which serves Kuwait, or by another accreditation body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated); check that the accreditation scope covers ISO 22000 and your sector. No body is named here unless its scope has been verified. Edition and transition details: ISO 22000 hub →

Audit language

Agree the audit language with the certification body at application; Arabic is the official language and English is common in business, and a regulator or buyer may ask for Arabic documents.

Remote and on-site

Stage audits include on-site visits to the sites in scope; document review and some interviews can be remote at the certification body's discretion.

ISO 22000 in Kuwait: questions clients ask

Is ISO 22000 a legal requirement in Kuwait?

Not on the evidence read. The PAFN listing of laws and regulations does not name ISO 22000, so it is not a stated requirement. Food establishments are still subject to food surveillance rules. Confirm your obligations with PAFN or counsel, and with your customers, who may ask for the certificate.

How does ISO 22000 differ from the HACCP method?

HACCP is a hazard analysis method. ISO 22000 is a management system standard that includes HACCP principles and adds policy, communication, planning, internal audit and management review. That makes it certifiable as a whole system. Your customers and the certification body will tell you whether HACCP evidence alone is enough for them.

What do Kuwaiti importers ask exporters for?

PAFN's Halal Food Import Guide asks for health certificates stating that establishments are supervised and apply approved food safety and quality programmes, and an Imported Food Regulation exists. ISO 22000 is not named in the text read, but it can serve as the programme. Ask your importer what PAFN accepted for your product.

Which body should certify our ISO 22000 system?

An accredited certification body, with a scope that covers your food chain category. The GCC Accreditation Center serves Kuwait, and its signatory listing shows ISO/IEC 17021-1, but sector scope for food must be shown on the body's own certificate. Ask for it and read it before the application is signed.
