In short

HACCP certification in Kuwait at a glance

PAFN Halal Food Import Guide refers to HACCP, yet none of the Kuwaiti instruments checked makes it compulsory. Buyers in Kuwait ask for it anyway.

Kuwaiti food businesses answer to the Public Authority for Food and Nutrition, created by Law No. 112 of 2013. It lists a Food Surveillance Regulation, Ministerial Resolution No. 20 of 2017, and an Imported Food Regulation, Ministerial Resolution No. 6 of 2023; neither listing names HACCP, so the method is expected rather than certified by rule. Exporters meet PAFN's Halal Food Import Guide, which asks that establishments in the country of origin apply approved food safety and quality programmes. A HACCP system is the working core of that evidence: a hazard analysis, critical control points with limits, monitoring, corrective action, verification and records. Where a customer wants a certificate, it is issued by an accredited body, or the HACCP system sits inside ISO 22000. Sterling's Dubai office builds and trains Kuwaiti food teams to run it, with Effivity and Sterling Academy included, and does not certify.

The need

Who needs HACCP in Kuwait, and what happens without it

In Kuwait the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food producers, caterers and central kitchensFood surveillance regulation by PAFN sits behind inspections of food establishments.
  • Importers and cold-chain distributorsImported food is governed by PAFN's Imported Food Regulation.
  • Exporters to KuwaitThe Halal Food Import Guide asks for approved food safety and quality programmes in the country of origin.
  • Retail and hospitality suppliersCustomers expect a hazard analysis behind every supplied product.

Requirements

HACCP requirements in Kuwait

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Kuwait these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Kuwait?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Kuwait these are the factors that set the timeline.

  • Number of products and process flows to analyse
  • State of prerequisite programmes such as hygiene and pest control
  • Records available to prove monitoring and verification

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Kuwait?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Kuwait these factors move both.

  • Number of production lines and sites
  • Laboratory testing and equipment outside the consulting work
  • Fees of any certification body quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Kuwait

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Kuwait are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Kuwait (2)

    InstrumentHow it treats the standard
PAFN laws and regulations — Law No. 112 of 2013, Food Surveillance Regulation (Ministerial Resolution No. 20 of 2017), Imported Food Regulation (Ministerial Resolution No. 6 of 2023)Expected in practice
Food surveillance and imported food rules apply to establishments; the listing does not name HACCP.
PAFN Halal Food Import GuideRefers to / expects
Requires approved food safety and quality programmes at establishments in the country of origin; HACCP is not named in the text read.

"Expected in practice" means the instrument asks for the outcomes HACCP covers without naming a standard, and HACCP is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Kuwait

Use a certification body accredited for this standard by the GCC Accreditation Center (GAC), which serves Kuwait, or by another accreditation body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated); check that the accreditation scope covers HACCP and your sector. No body is named here unless its scope has been verified. Edition and transition details: HACCP hub →

    Audit language

Agree the audit language with the certification body at application; Arabic is the official language and English is common in business, and a regulator or buyer may ask for Arabic documents.

    Remote and on-site

Stage audits include on-site visits to the sites in scope; document review and some interviews can be remote at the certification body's discretion.

HACCP in Kuwait: questions clients ask

Is HACCP certification mandatory in Kuwait?

The PAFN listing read does not name HACCP, so a HACCP certificate is not a stated requirement on this evidence. Food establishments are still subject to food surveillance rules, and a hazard analysis is the usual way to show control. Confirm your obligations with PAFN or your counsel.

What should an exporter to Kuwait show about food safety?

PAFN's Halal Food Import Guide asks for health certificates stating that establishments are supervised and implement approved food safety and quality programmes. It does not name HACCP in the text read, so ask PAFN or your importer which programmes it accepts, then keep your HACCP records ready for review.

    Who certifies a HACCP system?

Where a certification route exists, an accredited certification body does it, not a consultant. HACCP is also commonly verified through customer audits or inclusion in a wider scheme such as ISO 22000. Ask the body or customer what evidence it accepts, and check the accreditation scope before you apply.

How do the seven HACCP principles show up in practice?

They show as a written hazard analysis, defined critical control points with limits, monitoring records, corrective actions, verification and documented evidence. An inspector or customer will ask to see these working on the line, with records filled in on the day. Training supervisors to keep them current matters as much as the written plan.
