FSSC 22000 certification in Kuwait at a glance
Two Kuwaiti instruments bear on FSSC 22000. Not one of them names it. So why do buyers in Kuwait keep asking for the certificate?
Food safety rules in Kuwait are written by the Public Authority for Food and Nutrition, set up by Law No. 112 of 2013 and now publishing a Food Surveillance Regulation and an Imported Food Regulation. None of the instruments read names FSSC 22000; the scheme enters through customers. A manufacturer supplying a retail chain or an export buyer will usually be asked for it, and an exporter into Kuwait meets PAFN's Halal Food Import Guide, which asks for establishments that apply approved food safety and quality programmes. FSSC 22000 builds on ISO 22000 and adds scheme requirements such as food defence and food fraud controls. It is certified by a body accredited for the scheme, and the GCC Accreditation Center serving Kuwait has no scheme scope verified here. Sterling's Dubai office prepares Kuwaiti food businesses for that assessment, with Effivity and Sterling Academy included.
Who needs FSSC 22000 in Kuwait, and what happens without it
In Kuwait the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food manufacturers and packers supplying retailers and exportersRetail and export customers set FSSC 22000 as a supplier requirement; Kuwaiti food rules do not name it.
- Exporters of food into KuwaitThe Halal Food Import Guide asks exporting countries to certify that establishments implement approved food safety and quality programmes.
- Importers and distributors in KuwaitThe Imported Food Regulation governs what enters the market, and supplier assurance supports it.
- Packaging and ingredient suppliersFood manufacturers extend safety scheme expectations down the chain.

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.
In Kuwait these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.
How long does FSSC 22000 certification take in Kuwait?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Kuwait these are the factors that set the timeline.
- State of existing HACCP and prerequisite programmes
- Food defence and food fraud assessments
- Number of production lines and sites
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does FSSC 22000 certification cost in Kuwait?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Kuwait these factors move both.
- Number of sites and product categories
- Laboratory testing and equipment outside the consulting work
- Certification body and scheme fees quoted separately from consulting
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
FSSC 22000 consultants and certification bodies in Kuwait
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Kuwait are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive FSSC 22000 in Kuwait (2)
| Instrument | How it treats the standard |
|---|---|
| PAFN laws and regulations — Law No. 112 of 2013, Food Surveillance Regulation (Ministerial Resolution No. 20 of 2017), Imported Food Regulation (Ministerial Resolution No. 6 of 2023) | Expected in practice The laws and regulations listed set food surveillance and import rules and do not name FSSC 22000. |
| PAFN Halal Food Import Guide | Expected in practice Asks for approved food safety and quality programmes at establishments in the country of origin; does not name FSSC 22000, HACCP or ISO 22000. |
"Expected in practice" means the instrument asks for the outcomes FSSC 22000 covers without naming a standard, and FSSC 22000 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Kuwait
Use a certification body accredited for this standard by the GCC Accreditation Center (GAC), which serves Kuwait, or by another accreditation body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated); check that the accreditation scope covers FSSC 22000 and your sector. No body is named here unless its scope has been verified. Edition and transition details: FSSC 22000 hub →
Audit language
Agree the audit language with the certification body at application; Arabic is the official language and English is common in business, and a regulator or buyer may ask for Arabic documents.
Remote and on-site
Stage audits include on-site visits to the sites in scope; document review and some interviews can be remote at the certification body's discretion.
FSSC 22000 in Kuwait: questions clients ask
Do Kuwaiti food rules require FSSC 22000?
The PAFN laws and regulations listed do not name FSSC 22000, so it is not a stated Kuwaiti requirement on the evidence read. The scheme is usually asked for by customers and retailers. If you export or distribute, confirm with PAFN or your buyer which food safety evidence applies to your product.
What does Kuwait ask of food exporters about safety systems?
PAFN's Halal Food Import Guide asks for certificates that establishments in the country of origin are supervised and apply approved food safety and quality programmes. It does not name FSSC 22000, HACCP or ISO 22000 in the text read. Confirm with PAFN which programmes it accepts for your product category.
Which certification route does FSSC 22000 take?
Certification comes from a body accredited for the scheme, not from a consultant. Ask any body for its accreditation certificate and check that its scope covers FSSC 22000 and your food category. The GCC Accreditation Center serves Kuwait, but its scope for this scheme has not been verified here.
Is FSSC 22000 the same as HACCP?
No. HACCP is a hazard analysis method, while FSSC 22000 is a certification scheme that builds on ISO 22000 and adds scheme requirements. A site usually needs sound HACCP and prerequisite programmes first. Ask your customer which of the two they require before you decide where to start.
