In short

ISO 27001 certification in Japan at a glance

ISMAP (Information system Security Management and Assessment Program) refers to ISO/IEC 27001, yet none of the Japanese instruments checked makes it compulsory. Buyers in Japan ask for it anyway.

Cloud services bought by Japanese government agencies are, in principle, drawn from the ISMAP Cloud Service List, and ISMAP's control criteria are built on the JIS Q 27000 series, including JIS Q 27001 and JIS Q 27017, alongside the Government Common Standards and NIST SP800-53. Financial institutions face a parallel expectation: the Financial Services Agency's 2024 cybersecurity guidelines let banks and insurers use external evaluations, including third-party certification, when they assess suppliers. The APPI adds a statutory duty to take necessary and appropriate measures for managing the security of personal data. None of these instruments makes ISO/IEC 27001 certification compulsory, yet an accredited certificate is the evidence buyers and supervisors recognise most readily. Certificates are issued by certification bodies accredited by ISMS-AC, Japan's specialist accreditation body for information security management systems, or by another recognised accreditation body. Sterling builds the ISMS from its Tokyo office, maps it to ISMAP and FSA expectations where they apply, and includes Effivity and Sterling Academy training with the engagement.

The need

Who needs ISO 27001 in Japan, and what happens without it

In Japan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Cloud service providers selling to Japanese government agenciesAgencies in principle procure cloud services from the ISMAP Cloud Service List, whose control criteria are built on the JIS Q 27000 series.
  • Technology and outsourcing suppliers to banks, insurers and securities firmsThe FSA cybersecurity guidelines allow financial institutions to rely on third-party certification in supplier due diligence.
  • Any business handling personal informationAPPI Article 23 requires necessary and appropriate measures for managing the security of personal data.
  • IT, SaaS and managed-service exportersOverseas customers ask for an accredited ISMS certificate in procurement.

ISO 27001 requirements in Japan

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Japan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a Japanese company certified

How to get ISO 27001 certified in Japan

One team from the Tokyo office carries the work from scoping to certificate. Nationwide from the Tokyo office, on-site where the scope requires; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27001 and the Japanese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
Included in every engagement
  • End to end, from one team
  • Effivity ISO & GRC software
  • Preferential Sterling Academy access, with complimentary awareness training for your people
  • Internal auditor training for your audit team, as applicable to your standard
  • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

Time

How long does ISO 27001 certification take in Japan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Japan these are the factors that set the timeline.

  • Number of sites and group companies in scope
  • Whether ISMAP, FSA or cloud-security (ISO/IEC 27017) requirements are mapped at the same time
  • Evidence maturity (logs, reviews, internal audit) before stage 2
  • Certification body scheduling around the New Year, spring and Obon holiday periods

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Japan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Japan these factors move both.

  • Headcount and complexity of the IT estate, including cloud and outsourced services
  • Number of sites in scope
  • Certification body audit fees quoted separately from consulting
  • Translation of policies and records between Japanese and English where needed

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Japan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Japan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Japan (4)

InstrumentHow it treats the standard
ISMAP (Information system Security Management and Assessment Program)Refers to / expects
Control criteria incorporate the JIS Q 27000 series (JIS Q 27001, 27002, 27014, 27017), Government Common Standards and NIST SP800-53; ISMAP registration is its own assessment, not ISO certification.
Guidelines on Cybersecurity in the Financial Sector (FSA, 4 October 2024)Expected in practice
Third-party due diligence may use external evaluations including third-party certification; ISO/IEC 27001 is not named.
Act on the Protection of Personal Information (Act No. 57 of 2003), Article 23Expected in practice
Necessary and appropriate security measures for personal data; no standard or certificate required.
ISMS Accreditation Center (ISMS-AC) — ISMS certification body accreditationAccreditation
Accredits ISMS certification bodies in Japan.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Japan

Use a certification body accredited for this standard by ISMS-AC or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope in Japan has been verified. Edition and transition details: ISO/IEC 27001 hub →

Audit language

Japanese or English; agree the audit and document language with the certification body at application (JIS Q editions of the standard are available in Japanese).

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27001 in Japan: questions clients ask

Is ISO 27001 mandatory in Japan?

No. None of the instruments checked mandates ISO/IEC 27001 certification. The expectation is built up by ISMAP, the FSA's cybersecurity guidelines and the APPI's security duty. Whether you need a certificate usually depends on what your customers, especially financial institutions and government buyers, ask for.

Does ISO 27001 certification give ISMAP registration?

No. ISMAP runs its own assessment and keeps its own Cloud Service List, so an ISO 27001 certificate does not register you. Its control criteria draw on the JIS Q 27000 series, so a working ISMS is a strong base to start from. Check ISMAP's current requirements directly.

Which accreditation should our ISO 27001 certification body hold in Japan?

Look first for ISMS-AC, the ISMS Accreditation Center, as the accrediting body behind your certification body. A body accredited elsewhere within the international mutual recognition arrangements may also be acceptable. Whichever applies, read the accreditation scope to confirm it covers ISO 27001 and your sector, and check current recognition, since the IAF MLA's functions moved in 2026.

Can the ISMS cover cloud security too?

Yes. ISMS-AC operates ISMS cloud security certification, an ISO/IEC 27017 add-on, alongside ordinary ISMS certification. A cloud provider can therefore extend its scope rather than start a second system. Ask your certification body whether it offers the add-on within its accreditation.
