ISO 9001 certification in Japan at a glance
Management Matters Review (経営事項審査), MLIT refers to ISO 9001, yet none of the Japanese instruments checked makes it compulsory. Buyers in Japan ask for it anyway.
Public works contractors see the value of ISO 9001 in their scores: the Management Matters Review that the Ministry of Land, Infrastructure, Transport and Tourism applies to contractors bidding for public works awards points under item W8 for quality management registration, alongside environmental certification. Outside construction, the unified qualification for central-government goods and services contracts does not list ISO certificates, so individual tenders set their own criteria, while manufacturing customers routinely ask suppliers for a certified quality management system before placing orders. Certification is granted by a certification body accredited for ISO 9001, such as one accredited by the Japan Accreditation Board, after stage 1 and stage 2 audits. The audit language, Japanese or English, is agreed with the certification body at application, which shapes how procedures and records are written. Sterling, with 20+ years of consulting behind it, supports the quality management system from the Tokyo office, covering scope, process design, internal audit and management review, with Effivity and Sterling Academy included.
Who needs ISO 9001 in Japan, and what happens without it
In Japan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Construction firms bidding for public worksItem W8 of MLIT's Management Matters Review scores ISO 9001 registration.
- Manufacturers and component suppliers in domestic and export supply chainsCustomers commonly ask for a certified quality management system before onboarding.
- Suppliers to central-government goods and services contractsThe unified qualification does not list ISO certificates; individual tenders set their own criteria.
- Medical device and aerospace suppliers building on a QMS baseSector standards (ISO 13485, JIS Q 9100) extend the ISO 9001 structure.

Take the ISO 9001 readiness checkISO 9001 requirements in Japan
Strip away the vocabulary and ISO 9001 requires a company to prove six things about how it delivers what customers order.
In Japan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 9001 explained →

How long does ISO 9001 certification take in Japan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Japan these are the factors that set the timeline.
- Number of sites and processes in scope
- Maturity of existing procedures and records
- Internal audit and management review completed before stage 2
- Certification body scheduling around Japanese holiday periods
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 9001 certification cost in Japan?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Japan these factors move both.
- Number of sites and employees
- Certification body audit fees quoted separately from consulting
- Integration with ISO 14001 or ISO 45001 in one system
- Translation of documented information where an English-language audit is chosen
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 9001 consultants and certification bodies in Japan
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 9001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Japan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

ISO 9001 in Japan: questions clients ask
Does ISO 9001 help with Japanese public works bids?
It can, for contractors. Item W8 of the Management Matters Review scores ISO 9001 as quality management registration in public works. This applies to the Ministry of Land, Infrastructure, Transport and Tourism's review, so check whether your bid category falls under it and read the current scoring table.
Do central-government goods and services tenders require ISO 9001?
Not by the unified qualification itself. The common screening used by central ministries does not list ISO certificates, and each individual tender sets its own criteria. Read the tender documents for the contract you want and see whether an ISO 9001 certificate is asked for.
Who issues ISO 9001 certificates in Japan?
ISO 9001 certificates come from certification bodies accredited for the standard by the Japan Accreditation Board or by another accreditation body within the international mutual recognition arrangements. Check that the body's accreditation scope covers ISO 9001 and your sector before you apply.
