In short

ISO 14001 certification in Japan at a glance

Management Matters Review (経営事項審査), MLIT refers to ISO 14001, yet none of the Japanese instruments checked makes it compulsory. Buyers in Japan ask for it anyway.

Should a Japanese contractor choose ISO 14001 or Eco-Action 21? Both now count in the Management Matters Review for public works: since the revision applied from January 2023, item W8 scores environmental management through either an ISO 14001 certificate or Eco-Action 21, the Ministry of the Environment's simplified scheme that combines an environmental management system, environmental performance evaluation and environmental reporting. For exporters and suppliers to multinational groups, ISO 14001 remains the international reference, and it gives large energy users a ready structure for the energy management duties placed on specified business operators. Certification is granted by an accredited certification body, for example one accredited by the Japan Accreditation Board, after stage 1 and stage 2 audits that test the aspects register, compliance obligations and operational control. Sterling's Tokyo office helps clients decide between the two routes and then builds the chosen system, with Effivity and Sterling Academy included in the engagement.

The need

Who needs ISO 14001 in Japan, and what happens without it

In Japan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Construction firms bidding for public worksItem W8 scores environmental management through ISO 14001 or Eco-Action 21.
  • Manufacturers supplying multinational customersCustomers' supplier codes ask for a certified environmental management system.
  • Large energy users designated as specified business operatorsEnergy management duties sit naturally inside an environmental management system.
  • Small businesses weighing Eco-Action 21 against ISO 14001The Ministry of the Environment offers Eco-Action 21 as a simplified domestic scheme.

Requirements

ISO 14001 requirements in Japan

Strip away the vocabulary and ISO 14001 requires a company to prove six things about how its activities affect the environment.

You know your environmental impactsYou have identified how your activities, products and services interact with the environment and which of those impacts are significant.
You know the rules that applyEnvironmental laws, permits and other commitments that apply to you are identified, and you check regularly that you meet them.
Leadership commits to protecting the environmentTop management sets an environmental policy that commits to preventing pollution and meeting obligations, with objectives to deliver it.
Significant impacts are under controlOperations linked to significant impacts are planned and controlled, taking a life-cycle view of what you buy, make and deliver.
You are ready for an incidentPotential environmental emergencies such as spills or releases are identified, and the response is planned and tested where practicable.
You track performance and improveEnvironmental performance is monitored, compliance is evaluated, and the system is audited and reviewed by management to improve.

In Japan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 14001 explained →

How Sterling gets a Japanese company certified

How to get ISO 14001 certified in Japan

One team from the Tokyo office carries the work from scoping to certificate. Nationwide from the Tokyo office, on-site where the scope requires; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO 14001 and the Japanese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.

  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.

Time

How long does ISO 14001 certification take in Japan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Japan these are the factors that set the timeline.

  • Number of sites and the significance of their environmental aspects
  • Compliance obligations register for national and prefectural requirements
  • Monitoring data available before stage 2
  • Certification body scheduling around Japanese holiday periods

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 14001 certification cost in Japan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Japan these factors move both.

  • Number of sites and production processes
  • Certification body audit fees quoted separately from consulting
  • Integration with ISO 9001, ISO 45001 or ISO 50001
  • Environmental monitoring and measurement already in place

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 14001 consultants and certification bodies in Japan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 14001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Japan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

ISO 14001 in Japan: questions clients ask

ISO 14001 or Eco-Action 21 in Japan?

Both count in public works scoring, so the choice rests on who else you sell to. Eco-Action 21 is the Ministry of the Environment's domestic scheme, and item W8 of the Management Matters Review scores either one. ISO 14001 is the international standard that export customers recognise. A contractor serving only local clients might weigh the simpler scheme.

Does ISO 14001 count in Japanese public works bids?

Yes. Item W8 of the Management Matters Review scores environmental management registration for public works contractors, and ISO 14001 is one of the two routes it recognises, the other being Eco-Action 21. Check the current scoring table when you plan, since the review is revised from time to time.

Who certifies ISO 14001 in Japan?

A certification body accredited for ISO 14001 by the Japan Accreditation Board, or by another accreditation body inside the international mutual recognition arrangements. Whichever you pick, look at its accreditation scope and make sure it covers your sector. The IAF MLA's functions passed to Global Accreditation Cooperation Incorporated in 2026.
