ISO 22000 certification in Hong Kong at a glance

One Hong Kong instrument bears on ISO 22000. It does not name the standard. So why do buyers in Hong Kong keep asking for the certificate?

Food importers, caterers and manufacturers already hear HACCP from the Centre for Food Safety, which publishes HACCP system guidance and sector guidelines for food businesses, down to a booklet on food safety plans for school lunch box caterers. ISO 22000 takes those principles and wraps them in a full management system: prerequisite programmes, hazard analysis, an operational plan, verification, traceability, emergency preparedness and management review. That structure is what retail, hospitality and export customers usually mean when they ask for food safety certification. The Hong Kong Accreditation Service accredits food safety management system certification bodies under HKCAS against ISO/TS 22003, so accredited ISO 22000 certificates are available locally as well as from bodies accredited abroad. Sterling's expert and experienced consultants turn existing HACCP plans and hygiene routines into a documented system, train teams and prepare records for the certification body's audit. Where buyers want a GFSI-benchmarked scheme, the same work extends to FSSC 22000. Local questions follow.

The need

Who needs ISO 22000 in Hong Kong, and what happens without it

In Hong Kong the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers and processorsThe Centre for Food Safety promotes HACCP-based food safety management, which ISO 22000 builds on.
  • Caterers, including school lunch box suppliersCFS guidance asks caterers to develop food safety plans based on the HACCP system.
  • Food importers, distributors and cold-chain logistics firmsRetail and hospitality customers ask for a certified food safety management system.
  • Food-related manufacturers in the InnoParksExport customers expect accredited food safety certification.

Requirements

ISO 22000 requirements in Hong Kong

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Hong Kong these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How Sterling gets a Hong Kong company certified

How to get ISO 22000 certified in Hong Kong

One team from the Hong Kong office carries the work from scoping to certificate. Across Hong Kong Island, Kowloon and the New Territories, on-site and remote, by Sterling's expert and experienced consultants.

Time

How long does ISO 22000 certification take in Hong Kong?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Hong Kong these are the factors that set the timeline.

  • Number of production lines, kitchens and sites
  • Maturity of prerequisite programmes and HACCP plans
  • Verification and validation records available before stage 2
  • Certification body scheduling around general holidays and Tropical Cyclone Signal No. 8 or Black Rainstorm disruptions

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Hong Kong?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Hong Kong these factors move both.

  • Number of sites and HACCP studies
  • Laboratory testing and validation needs
  • Certification body audit fees quoted separately from consulting
  • Upgrading to FSSC 22000 if customers require a GFSI-benchmarked scheme

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Hong Kong

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Hong Kong are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22000 in Hong Kong (2)

InstrumentHow it treats the standard
Centre for Food Safety HACCP programmeExpected in practice
HACCP system guidance for food businesses; ISO 22000 not cited.
HKAS accreditation of food safety management system certification bodies (HKCAS)Market driver
Accredited certification is available through Hong Kong's national accreditation body; no mandate.

"Expected in practice" means the instrument asks for the outcomes ISO 22000 covers without naming a standard, and ISO 22000 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Hong Kong

Use a certification body accredited for ISO 22000 by the Hong Kong Accreditation Service (HKAS) under HKCAS, or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. HKCAS accredits FSMS certification bodies against ISO/TS 22003. Edition and transition details: ISO 22000 hub →

Audit language

Agree the audit language and the language of controlled documents (English or Chinese) with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 22000 in Hong Kong: questions clients ask

Is ISO 22000 mandatory for Hong Kong food businesses?

No ISO 22000 mandate is cited. The Centre for Food Safety promotes HACCP-based food safety management and publishes HACCP guidance for food businesses without naming ISO 22000. Customers are therefore the likelier source of the requirement. For your legal duties as a food business, check with your counsel or the Centre for Food Safety.

ISO 22000, HACCP or FSSC 22000?

It depends on what your buyers require. HACCP, ISO 22000 and FSSC 22000 are the related options, and moving up to FSSC 22000 is a cost factor when customers insist on a GFSI-benchmarked scheme. Ask your main buyers which one they accept, then pick a certification body accredited for that scheme.

Can HKAS-accredited bodies certify ISO 22000?

Yes. Food safety management system certification bodies are accredited by the Hong Kong Accreditation Service under HKCAS, so accredited ISO 22000 certification is available through Hong Kong's national accreditation body. This is a market driver, not a mandate, and you should still confirm that the body's accreditation scope fits your sector.
