FSSC 22000 certification in Hong Kong at a glance
One Hong Kong instrument bears on FSSC 22000. It does not name the standard. So why do buyers in Hong Kong keep asking for the certificate?
A Hong Kong food manufacturer supplying multinational retailers will often find that ISO 22000 alone does not tick the buyer's box. Many of those buyers want FSSC 22000, the scheme owned by Foundation FSSC, which builds on ISO 22000 and adds its own scheme requirements and audit rules. Locally, the groundwork is already familiar: the Centre for Food Safety promotes HACCP-based controls, and the Hong Kong Accreditation Service accredits food safety management system certification bodies under HKCAS. The point to check is whether a body's licence from Foundation FSSC and its accreditation scope cover FSSC 22000 and the relevant food chain category. Sterling's expert and experienced consultants close the gap between ISO 22000 and the scheme's additional requirements, including food defence, food fraud mitigation, allergen and environmental monitoring controls, then prepare the team for announced and unannounced audits. The route, local drivers and the questions food businesses raise are set out below.

- Producers already certified to ISO 22000FSSC 22000 is based on ISO 22000 with additional scheme requirements.

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.
In Hong Kong these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

How long does FSSC 22000 certification take in Hong Kong?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Hong Kong these are the factors that set the timeline.
- Food chain categories in scope
- Maturity of prerequisite programmes and the scheme's additional requirements
- Unannounced audit requirements of the scheme
- Certification body scheduling around general holidays and Tropical Cyclone Signal No. 8 or Black Rainstorm disruptions
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does FSSC 22000 certification cost in Hong Kong?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Hong Kong these factors move both.
- Number of sites and product categories
- Certification body audit fees quoted separately from consulting
- Laboratory testing and environmental monitoring
- Food defence and food fraud assessments
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
FSSC 22000 consultants and certification bodies in Hong Kong
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Hong Kong are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive FSSC 22000 in Hong Kong (3)
| Instrument | How it treats the standard |
|---|---|
| FSSC 22000 scheme (Foundation FSSC) | Scheme rule The Scheme Documents contain the requirements for certification; the scheme is based on standards such as ISO 22000. |
| HKAS accreditation of food safety management system certification bodies (HKCAS) | Market driver Accredited certification is available through Hong Kong's national accreditation body; no mandate. |
| Centre for Food Safety HACCP programme | Expected in practice HACCP guidance for food businesses; FSSC 22000 not cited. |
"Expected in practice" means the instrument asks for the outcomes FSSC 22000 covers without naming a standard, and FSSC 22000 is what buyers and regulators commonly accept as evidence of them.

FSSC 22000 in Hong Kong: questions clients ask
What is the difference between ISO 22000 and FSSC 22000?
FSSC 22000 is a scheme owned by Foundation FSSC. It is based on ISO 22000, and its Scheme Documents add further requirements for certification. ISO 22000 is therefore the foundation, while the scheme layers its own rules on top. A business certified to ISO 22000 still has to meet those additional scheme requirements before it can be certified to FSSC 22000.
Who can certify FSSC 22000 in Hong Kong?
Choose a certification body licensed by Foundation FSSC and accredited for FSSC 22000, either by HKAS or by an accreditation body within the international mutual recognition arrangements. HKCAS lists food safety management system accreditation, yet you should verify that the body's accreditation explicitly covers the FSSC 22000 scheme and your food chain category. No body is named here, as none has been verified.
Do Hong Kong regulators require FSSC 22000?
No Hong Kong regulator is cited as requiring it. The Centre for Food Safety's HACCP guidance for food businesses does not mention FSSC 22000, so the driver is buyer demand, not law. Treat the scheme as a commercial requirement when a customer asks for it, and take any question about legal food safety duties to your counsel or the Centre for Food Safety.
