ISO 27001 certification in France at a glance
Directive (EU) 2022/2555 (NIS 2) refers to ISO/IEC 27001, yet none of the French instruments checked makes it compulsory. Buyers in France ask for it anyway.
Four French institutions shape how ISO/IEC 27001 is used. Cofrac, the sole national accreditation body, publishes the requirements for accrediting bodies that certify to the standard, in one document that also covers HDS certification for health-data hosts. ANSSI runs the separate SecNumCloud qualification for cloud providers and is preparing the NIS 2 regime, with a working reference, ReCyF, that organisations can compare against standards they already apply. Financial entities and their ICT suppliers answer to DORA. A certificate from an accredited body shows customers that your information security management system has been independently audited, which is why SaaS firms, BPOs and hosts hold one even where no law names it. Sterling does not certify; the accredited certification body does. Sterling's Enschede office prepares the ISMS and the evidence, with Effivity and Sterling Academy included with the engagement.
Who needs ISO 27001 in France, and what happens without it
In France the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Cloud providers aiming at SecNumCloud or sovereign-cloud buyersSecNumCloud is a separate ANSSI qualification, so many providers hold an accredited ISO/IEC 27001 certificate alongside it.
- Health-data hosts and the software firms that supply themHDS certification sits in the same Cofrac accreditation requirements as ISO/IEC 27001 certification.
- Future NIS 2 entities and NIS 1 operators of essential servicesANSSI invites them to prepare, and ReCyF can be compared with standards already in use.
- ICT providers to banks, insurers and investment firmsDORA covers ICT risk management and third-party risk, so customers ask providers for evidence.
- SaaS and outsourcing providers answering customer security questionnairesBuyers look for a certificate from a Cofrac-accredited body.

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.
In France these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How long does ISO 27001 certification take in France?
There is no standard duration: it depends on your scope and on how much of the system already runs. In France these are the factors that set the timeline.
- Scope boundary: one entity, a group or a cloud platform
- Maturity of existing risk assessment and controls
- Whether HDS or SecNumCloud work runs alongside
- Number of sites and data centres
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27001 certification cost in France?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In France these factors move both.
- Number of sites, people and systems in scope
- Control remediation and tooling
- Certification-body audit effort for the scope
- Whether HDS or SecNumCloud evidence is bundled
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27001 consultants and certification bodies in France
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in France are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in France
Use a certification body accredited by Cofrac for ISO/IEC 27001; check that its accreditation scope covers the standard and your sector. Cofrac is France's sole national accreditation body and its mission includes wide acceptance of the certificates issued by the bodies it accredits through mutual recognition agreements. Cofrac's requirements document names ISO/IEC 27001:2022 and the French edition NF ISO/IEC 27001:2023 as its references; transitions from the 2013 edition are recorded as complete there. Edition and transition details: ISO/IEC 27001 hub →
Audit language
French or English; agree the audit language with the certification body, and note that French-language evidence is normal for ANSSI, HDS and public-sector work.
Remote and on-site
Stage 1 document review can be remote; stage 2 and surveillance audits are normally on-site, with remote techniques where the certification body allows.
ISO 27001 in France: questions clients ask
Which standard edition does a French certificate follow?
The 2022 edition. Cofrac's requirements document for IT management-system certification names ISO/IEC 27001:2022 and its French edition NF ISO/IEC 27001:2023 as the references, with ISO/IEC 27006-1:2024 for audit requirements. Its earlier transitions from the 2013 edition are marked complete. Ask your certification body for its own transition position at application.
Is ISO 27001 the same as HDS certification?
No. They are separate certifications. Cofrac's document sets out the requirements for accrediting bodies that certify to ISO/IEC 27001 and, separately, bodies that certify health-data hosts against the Agence du Numérique en Santé reference. A host may need HDS because of what it does with health data. Ask the ANS or your counsel which applies to your service.
Does SecNumCloud replace an ISO 27001 certificate?
No. SecNumCloud is a distinct qualification that ANSSI grants to cloud providers under its own reference, with annual surveillance audits and renewal. It is not an ISO certificate and does not cite one. Providers selling to demanding buyers often hold both, for different audiences. Check which one a given customer or tender actually requires.
Does ISO 27001 meet the French NIS 2 rules?
Not automatically, and the French law is still pending. The NIS 2 Directive asks for measures that take relevant standards into account without naming ISO/IEC 27001, and ANSSI provides a comparison tool for its ReCyF. A certificate is a strong management-system foundation, but ask ANSSI or counsel what your entity must show once the text is final.
