ISO 9001 certification in France at a glance
Directive 2014/24/EU, Article 62 refers to ISO 9001, yet none of the French instruments checked makes it compulsory. Buyers in France ask for it anyway.
Quality certificates in France are issued by bodies accredited by Cofrac, the sole national accreditation body, and public buyers may ask for them: under the EU procurement directive an authority that wants quality certificates refers to systems certified by accredited bodies, while each tender sets its own criteria. The French landscape adds one distinct scheme. Qualiopi is obligatory for training providers that seek public or pooled funds, it rests on a national reference organised around seven criteria, and it is not ISO 9001, although a mature quality system gives a training firm much of the evidence. Manufacturers, service firms and technology suppliers meet ISO 9001 mainly through customer requirements. Sterling does not certify; the accredited certification body does. Sterling's Enschede office builds the quality management system, with Effivity and Sterling Academy included with the engagement.
Who needs ISO 9001 in France, and what happens without it
In France the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Bidders for public contractsAuthorities that ask for quality certificates refer to systems certified by accredited bodies under the EU procurement directive.
- Training providers also holding or considering QualiopiQualiopi is a separate French scheme with its own criteria; an ISO 9001 system is a common base for the evidence.
- Automotive and industrial suppliersCustomers flow quality requirements down; automotive suppliers go on to IATF 16949.
- Medical device and food manufacturersSector regulations require a quality management system or hygiene procedures; ISO 9001 is often the common frame.
- Professional-services and technology firmsLarge customers ask for a Cofrac-accredited certificate in supplier selection.

Strip away the vocabulary and ISO 9001 requires a company to prove six things about how it delivers what customers order.
In France these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 9001 explained →

How long does ISO 9001 certification take in France?
There is no standard duration: it depends on your scope and on how much of the system already runs. In France these are the factors that set the timeline.
- Number of sites and processes
- Maturity of the existing quality system
- Whether Qualiopi evidence runs alongside
- Size of the supplier base to control
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 9001 certification cost in France?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In France these factors move both.
- Number of sites, people and processes
- Process documentation to build or rework
- Certification-body audit effort
- Whether Qualiopi work runs alongside
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 9001 consultants and certification bodies in France
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 9001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in France are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in France
Use a certification body accredited by Cofrac for ISO 9001; check that the scope covers your sector. Qualiopi is a separate French scheme with its own certification bodies and criteria, so an ISO 9001 certificate does not replace it. Edition and transition details: ISO 9001 hub →
Audit language
French or English; agree with the certification body, and expect French documents in public-sector and training work.
Remote and on-site
Document review can be remote; main audits are normally on-site, with remote techniques where the certification body allows.
ISO 9001 in France: questions clients ask
Do French public contracts require ISO 9001?
Only where a tender says so. The EU procurement directive makes no certificate compulsory; the contracting authority writes its own selection criteria. If it asks for independent proof of quality assurance, it must point to accredited certification and accept equivalent certificates from other Member States. Treat the specific tender as the authority on what you must hold.
Is Qualiopi the same as ISO 9001?
No. Qualiopi is a French quality certification for training providers, built on a national reference organised around seven criteria and delivered by bodies accredited or authorised by Cofrac. It is obligatory for providers that want public or pooled funds. ISO 9001 is an international standard with its own certificate, so a training provider may need one, the other or both.
Which body should accredit our ISO 9001 certification body?
Cofrac, the Comité français d'accréditation, is France's sole national accreditation body and the usual choice for a French certificate. It says its mission includes wide acceptance of the certificates issued by the bodies it accredits, through mutual recognition agreements. Confirm that the accreditation scope names ISO 9001 and covers your industry sector.
Can an ISO 9001 system support Qualiopi evidence?
Often, as a base, but not as a substitute. Qualiopi is audited against its own national reference, so process documentation, records and review routines from an ISO 9001 system can feed the evidence while the Qualiopi criteria still have to be met in their own terms. Ask your Qualiopi certification body what it will accept as supporting evidence.
