In short

SOC 2 attestation in France at a glance

In France, SOC 2 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

SOC 2 reaches French companies through their customers rather than through French law. The AICPA's SOC suite is a set of offerings that CPAs may provide on the system-level controls of a service organisation, producing assurance reports that outsourcing customers can read instead of auditing each supplier. It is an attestation by a licensed CPA firm, not a certificate, and French buyers in health or the public sector may instead ask for HDS or SecNumCloud, which are separate schemes. Supplier questions will also grow as NIS 2, which makes supply chain security a required measure, is transposed. Sterling does not attest; the CPA firm does. Sterling's Enschede office prepares SaaS, outsourcing and fintech clients in France for the examination, choosing criteria and building evidence, with Effivity and Sterling Academy included with the engagement.

The need

Who needs SOC 2 in France, and what happens without it

In France the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • French SaaS and cloud companies selling to US-linked enterprisesBuyers ask for an independent report on security and related criteria.
  • Outsourcers and shared-service providersClients rely on the report instead of auditing each supplier site.
  • Fintech and payment technology providersFinancial customers evaluate third-party providers on control evidence.
  • Suppliers to future NIS 2 entitiesSupply chain security questions will reach providers.

Requirements

SOC 2 requirements in France

Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.

You describe your system accuratelyA system description sets out your services, infrastructure, people, data and the boundaries of what the report covers.
Security is designed inControls protect the system against unauthorised access and use; security is the one category every SOC 2 report includes.
Access is granted on need and reviewedLogical and physical access is approved on need, removed when no longer required and reviewed regularly.
Changes and operations are controlledSystem changes are authorised and tested, and operations are monitored so incidents are detected and handled.
Risks and vendors are assessedRisks to your commitments, including those coming from vendors and business partners, are assessed and acted on.
Controls work over timeFor a Type 2 report, a licensed CPA firm tests that the controls operated effectively across the review period.

In France these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

How Sterling gets a French company ready for its SOC 2 report

How to get a SOC 2 report in France

One team from the Enschede office carries the work from scoping to report. Clients in France are served from Sterling's Enschede office, on-site where the work needs it and remotely otherwise.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against SOC 2 and the French requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.

    Time

How long does SOC 2 attestation take in France?

There is no standard duration: it depends on your scope and on how much of the system already runs. In France these are the factors that set the timeline.

    • Which trust services criteria are in scope
    • Maturity of security policies and evidence collection
    • Type 1 or Type 2 report choice
    • Number of systems and sub-service providers

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

    Cost

How much does SOC 2 attestation cost in France?

The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In France these factors move both.

    • Scope of systems and criteria
    • Control and tooling remediation
    • Evidence-collection automation
    • CPA firm examination effort

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

    Choosing a partner

SOC 2 consultants and auditors in France

Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

    • Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
    • Ask the consultant how the local requirements in France are mapped into the same system, so nothing runs twice.
    • Ask for client references in your sector; Sterling’s client letters are available on request.
    • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive SOC 2 in France (2)

      InstrumentHow it treats the standard
AICPA — SOC suite of servicesScheme rule
SOC is a suite of offerings that CPAs may provide in connection with system-level controls of a service organisation, producing assurance reports for users.
Directive (EU) 2022/2555 (NIS 2) — supply chain securityRelated
Security of the relationship with direct suppliers and service providers is one of the minimum measures; no report type is named.

Accreditation, audit language and remote audits in France

Attestation, not certification: a SOC 2 report is issued by a licensed CPA firm under AICPA standards. Sterling does not attest; choose the CPA firm independently of the readiness work. Edition and transition details: SOC 2 hub →

      Audit language

English is normal for the report itself; French-speaking auditors can interview your team in French.

      Remote and on-site

Readiness work can be remote; the CPA firm's testing is often remote with evidence sharing, with some on-site observation.

SOC 2 in France: questions clients ask

Can a French company get a SOC 2 report?

Yes. Location is no barrier: a licensed CPA firm examines your controls and issues the report, wherever your company is based. Choose a firm that your target customers recognise, and keep the readiness work separate from the examination. Sterling prepares your controls but never issues the report.

Is SOC 2 the same as ISO 27001 for French buyers?

No. SOC 2 is an assurance report by a CPA firm on your controls, while ISO/IEC 27001 is a certificate from an accredited certification body. French health and public-sector buyers may instead look to HDS or SecNumCloud, which are separate schemes. Ask each buyer which evidence it accepts, and consider whether holding more than one is worthwhile.

Will a SOC 2 report answer NIS 2 supplier questions?

It can help. The NIS 2 Directive makes supply chain security a required measure for in-scope entities without naming a report type, so a customer may send you questions and accept a SOC 2 report as part of the answer. The French law is not yet final, so ask the customer what evidence it will accept.

Who issues a SOC 2 report and what is attested?

A CPA firm issues it. The AICPA's SOC suite is a set of offerings CPAs may provide on controls at a service organisation, and the resulting assurance report lets customers assess the risks of outsourcing. The attestation concerns your controls, not your company as a whole. Sterling does not attest or validate any report.
