ISO 22301 certification in Brazil at a glance
One Brazilian instrument bears on ISO 22301. It does not name the standard. So why do buyers in Brazil keep asking for the certificate?
Continuity is where Brazilian financial regulation meets everyday operations. Resolução CMN nº 4.893 asks institutions to consider incident scenarios in business continuity tests, review the results and make sure contracted services have alternatives, without naming ISO 22301. That puts pressure on banks and, through their due diligence, on the cloud, hosting and outsourcing providers behind them. Contact centres, logistics operators and manufacturers with single-site exposure meet the same question from their customers. A certificate shows that an accredited certification body found a working continuity system, and each body's accredited scope for this standard should be checked with Cgcre's Global ACI listing in mind. Sterling's New York office helps run business impact analyses, recovery strategies, exercises and internal audits, with Effivity and Sterling Academy included with the engagement.
Who needs ISO 22301 in Brazil, and what happens without it
In Brazil the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Banks and payment institutionsTheir regulators require continuity-test scenarios inside the cybersecurity policy.
- Cloud, hosting and outsourcing providers to financial institutionsInstitutions must plan for continuing services if a provider fails.
- Contact centres and BPO operationsClients demand recovery arrangements for operations that run around the clock.
- Utilities, logistics and infrastructure operatorsInterruption affects many customers at once.
- Manufacturers with single-site or single-source exposureCustomers ask how supply would continue after a disruption.

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.
In Brazil these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

How long does ISO 22301 certification take in Brazil?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Brazil these are the factors that set the timeline.
- Number of critical processes and locations
- Maturity of business impact analysis and recovery plans
- Frequency and quality of exercises
- Certification body availability
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22301 certification cost in Brazil?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Brazil these factors move both.
- Scope of processes, sites and suppliers
- Recovery capability improvements and exercises
- Certification body audit fees, quoted separately from consulting
- Tooling for plans and notifications
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22301 consultants and certification bodies in Brazil
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Brazil are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 22301 in Brazil (3)
| Instrument | How it treats the standard |
|---|---|
| Resolução CMN nº 4.893 of 26 February 2021 and Resolução BCB nº 85 of 8 April 2021 | Expected in practice The CMN text asks for incident scenarios to be considered in business continuity tests, reports on the results of those tests and alternatives for continuing contracted services; it does not name ISO 22301. |
| Lei Geral de Proteção de Dados Pessoais (Law No. 13,709 of 14 August 2018) | Related Security and incident duties require measures against accidental loss or destruction of personal data. |
| Cgcre (Inmetro) and its Global ACI recognition | Context Cgcre is a Global ACI Full Member; check each certification body's accredited scope for ISO 22301 directly, as this page does not assume it. |
"Expected in practice" means the instrument asks for the outcomes ISO 22301 covers without naming a standard, and ISO 22301 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Brazil
Use a certification body accredited for ISO 22301 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Brazil's national accreditation body is the Coordenação-Geral de Acreditação (Cgcre) of Inmetro, a Global ACI Full Member, but scopes differ by standard, so ask each candidate for its accreditation certificate and check that it lists ISO 22301. The accredited certification body decides, not Sterling. Edition and transition details: ISO 22301 hub →
Audit language
Portuguese is the usual language of regulators, contracts and audit records, while English is common inside multinationals; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Continuity audits review plans, test records and exercises, partly remote, with visits to recovery sites, operations rooms and data centres.
ISO 22301 in Brazil: questions clients ask
Does the Banco Central require ISO 22301?
It does not name the standard. Resolução CMN nº 4.893 asks institutions to consider incident scenarios in continuity tests, report test results and plan alternatives if a contracted service stops. A business continuity management system answers those expectations well. Ask your supervisor whether a certificate adds value, because it will not by itself prove compliance.
Why do outsourcing providers ask for ISO 22301?
Their financial customers have to plan how they would carry on if a provider failed, and the regulatory text expects alternatives for continuity. A provider with a tested continuity system gives the customer something to point to during due diligence. Ask the customer how it will review your plans before you decide on certification.
How is a business impact analysis used?
It identifies which processes matter most, how long they can be down and what resources they need, and the recovery plans follow from it. Auditors look for evidence that the analysis is current and approved by management. Redo it after major changes, since an outdated analysis misleads the exercises built on top of it.
Can ISO 22301 be audited with ISO 27001?
Yes, an integrated audit is possible where the certification body holds accreditation for both and agrees the plan. The systems share a structure and several processes, notably incident response and supplier management. The certificates remain separate, and audit time follows the scope of each. Ask the body at application how it would schedule a joint programme.
