In short

ISO 45001 certification in Brazil at a glance

In Brazil, ISO 45001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

For a Brazilian employer, workplace safety starts with NR-1, the Normas Regulamentadoras framework that requires occupational risk management through the GRO and the PGR. The Ministry of Labour and Employment has added guidance on psychosocial risk factors and published questions and answers on Chapter 1.5, none of which mentions ISO 45001. The standard therefore adds structure rather than legal cover, which suits groups with several sites, contractors on shared projects and exporters whose customers audit safety. Cgcre, Inmetro's accreditation coordination, is a Global ACI Full Member with ISO 45001 among its recognised management systems scopes. Sterling's New York office helps connect the PGR, risk assessments, incident handling and internal audits into one system, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 45001 in Brazil, and what happens without it

In Brazil the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Employers subject to NR-1 occupational risk managementNR-1 requires occupational risk management through the GRO and PGR, and ISO 45001 offers a certifiable structure for the same work.
  • Construction, mining and industrial contractorsPrincipal contractors ask subcontractors for safety management evidence before site access.
  • Manufacturers and exporters with multinational customersCustomer audits increasingly include occupational health and safety management.
  • Services and call-centre operatorsThe MTE's guidance on psychosocial risk factors brings work organisation into occupational risk assessment.
  • Oil, gas and energy-services suppliersOperators set contractor safety prequalification beyond statutory minimums.

Requirements

ISO 45001 requirements in Brazil

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Brazil these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

How Sterling gets a Brazilian company certified

Time

How long does ISO 45001 certification take in Brazil?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Brazil these are the factors that set the timeline.

  • Number of sites, shifts and high-risk activities
  • Maturity of the PGR, risk assessments and incident records
  • Contractor and subcontractor management
  • Certification body scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Brazil?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Brazil these factors move both.

  • Number of sites, workers and high-risk activities
  • Safety equipment, training and monitoring improvements
  • Certification body audit fees, quoted separately from consulting
  • Combining the audit with ISO 14001 or ISO 9001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Brazil

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Brazil are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Brazil (3)

InstrumentHow it treats the standard
Norma Regulamentadora nº 1 (NR-1) — GRO and PGRContext
Sets occupational risk management through the GRO and PGR, with MTE guidance on psychosocial risk factors; the MTE documents do not mention ISO 45001, and a certificate does not replace legal compliance.
Cgcre (Inmetro) and its Global ACI recognitionMarket driver
Global ACI lists ISO 45001 (OH&SMS) among the management systems scopes recognised for Cgcre, with ISO/IEC TS 17021-10 as supporting criteria.
Ministério do Trabalho e Emprego — labour inspectionRegulator context
Inspection checks legal compliance with the Normas Regulamentadoras, which an ISO 45001 system helps organise but cannot replace.

Accreditation, audit language and remote audits in Brazil

Use a certification body accredited for ISO 45001 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Brazil's national accreditation body is the Coordenação-Geral de Acreditação (Cgcre) of Inmetro, which Global ACI lists as a Full Member and MRA signatory. Global ACI's entry for Cgcre lists ISO 45001 among its recognised scopes. Ask each body for its accreditation certificate and check that the scope covers the standard and your sector. The accredited certification body decides, not Sterling. Edition and transition details: ISO 45001 hub →

Audit language

Portuguese is the usual language of regulators, contracts and audit records, while English is common inside multinationals; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Occupational health and safety audits are carried out on site to observe work, equipment and emergency arrangements; document review and some interviews can be remote.

ISO 45001 in Brazil: questions clients ask

Does ISO 45001 satisfy NR-1 in Brazil?

No. NR-1 is a binding labour rule that requires occupational risk management through the GRO and PGR, and labour inspectors look for compliance with the Normas Regulamentadoras. ISO 45001 can organise that work, but a certificate is not a legal defence. Confirm obligations for your size and risk grade with the MTE's guidance or a safety professional.

Have psychosocial risks become part of occupational risk management?

The MTE has published a guide on psychosocial risk factors related to work (2025) and questions and answers on Chapter 1.5 of NR-1, whose first round is dated 30 April 2026. They treat such factors within the GRO. ISO 45001 also expects hazards from work organisation to be identified, so the two can share assessments.

Which body accredits ISO 45001 certification in Brazil?

Cgcre, Inmetro's accreditation coordination. Global ACI lists ISO 45001 among the management systems scopes recognised for Cgcre, together with ISO/IEC TS 17021-10. Because scopes can be cancelled, Inmetro advises checking its databases, so request the body's accreditation certificate and read its scope before engaging it.

Do contractors need their own ISO 45001 certificate?

Not by law, but principal contractors and operators often ask subcontractors for safety management evidence before awarding work. A certificate can serve as that evidence if its scope matches the work. Ask the principal contractor what it accepts, since many also run their own prequalification audits and want site records.
