ISO/IEC 27001, PCI DSS and HIPAA together: card data and health data under one control set: video
A film on protecting both card data and health data under one control set, for healthcare BPOs and service providers that take patient payments.
Key takeaways
- Card data and health data are scoped and segmented deliberately.
- Each safeguard is written once and mapped to all three frameworks.
- There is no HIPAA certificate; compliance is documented and demonstrated.
- PCI DSS validation route depends on the level set by the card brands and acquirer.
- Surveillance audits, PCI DSS assessments and HIPAA risk reviews share one calendar.
Two sensitive data types, three frameworks
Healthcare BPOs and service providers that take patient payments handle two kinds of sensitive data: payment card data and protected health information. That brings three frameworks into play. ISO/IEC 27001 provides the information security management system and the certificate, PCI DSS governs the cardholder data environment and is validated each year, and the HIPAA Security Rule sets the safeguards for electronic protected health information.
Each has its own outcome and its own judge, and HIPAA has no certificate at all: it is a US law, demonstrated through documented compliance. This short film walks through how one programme brings the three together without blurring those differences.
Keeping the two data types apart by design is what stops each framework's scope from spreading across the whole environment.
Keeping card data out of systems through hosted payment pages, tokenisation or validated point-to-point encryption reduces the PCI DSS scope before any control is built.
Scoping card data and health data deliberately
Card data and health data are scoped and segmented deliberately, so each framework applies where it should and no further. Each safeguard is then written once and mapped to ISO/IEC 27001 Annex A, the PCI DSS requirements and the HIPAA administrative, physical and technical safeguards. Whether PCI DSS validation needs a Qualified Security Assessor's Report on Compliance or a self-assessment questionnaire depends on the level the card brands and the acquirer set, and that is confirmed before the plan is fixed.
The same evidence then serves the certification body, the PCI DSS assessment and the HIPAA documentation. Surveillance audits, PCI DSS assessments and HIPAA risk reviews are planned together on one calendar. No single audit can cover all three, because the outcomes come from different parties under different rules, but one evidence base can serve them all.
A single Sterling engagement team runs the programme in Effivity under one all-inclusive proposal, preparing the organisation for each outcome without certifying, assessing or attesting any of them.

ISO/IEC 27001: questions people ask
Is ISO/IEC 27001 only for IT companies?
No. It applies to any organisation that holds information worth protecting, which is every organisation with clients, employees or a bank account. IT firms, BPOs and financial services feel the demand first because their clients ask; law firms, healthcare providers and public bodies certify for the same reasons.
What is the difference between ISO/IEC 27001 and SOC 2?
ISO/IEC 27001 is an international management system standard; an accredited certification body audits it and issues a certificate with a defined scope. SOC 2 is an attestation report on a service organisation's controls against the AICPA Trust Services Criteria, issued by a CPA firm and expected mainly by US clients. They overlap heavily in the controls examined, so one evidence base can serve both, but neither replaces the other; ask your clients which they accept.
How many controls does ISO/IEC 27001 have, and do we need all of them?
Annex A of the 2022 edition lists 93 reference controls in four themes: 37 organisational, 8 people, 14 physical and 34 technological. You are not required to implement every one. You must select controls from your risk treatment, compare the selection with Annex A so nothing necessary is missed, and record in the Statement of Applicability which controls apply, why, and whether they are implemented, with a justification for any you exclude.
Do we need a penetration test to get certified?
The standard requires you to manage technical vulnerabilities and assess risks; it does not prescribe a particular test. A vulnerability assessment is included in a Sterling ISMS engagement, and its findings feed the treatment plan. Whether a deeper penetration test is warranted depends on your risks, your clients' contracts and your regulator.
Does Sterling issue the ISO/IEC 27001 certificate?
No. Sterling consults, trains and prepares. An independent certification body accredited to ISO/IEC 17021-1 and ISO/IEC 27006-1 audits the ISMS in two stages and decides. A provider offering consulting and the certificate on one invoice is selling paper.
